The monograph presents an approach to solving the problem of increasing the throughput and processing capacity of seaports in conditions of limiting their territorial dislocation and increasing the unevenness of external and internal cargo flows. The basis of the approach is the proposed system of the main parameters of the dry port and the methodology of simulation modeling of the functioning of the system "seaport - dry port". The material is illustrated with examples of the implementation of the developed approach, including model scenarios of multi-agent optimization of the parameters of the system under study. The proposed approach and the developed methodology can be used to justify management decisions on the balanced development of transport and logistics infrastructure of the regions hosting sea and dry ports. It is intended for specialists of transport and logistics companies, engineering and technical workers engaged in solving problems in the field of logistics, supply chain management and transport infrastructure design. In addition, it is recommended to students in the following programs: postgraduate studies 23.06.01 "Land transport engineering and technology" (focus "Transport and transport-technological systems of the country, its regions and cities, organization of production in transport") and 27.06.01 "Management in technical systems" (focus "Management of transportation processes"); master's degree 23.04.01 "Technology of transport processes" (profile "Organization of transportation and management in a single transport system"); bachelor's degree 38.03.02 "Management" (profile "Logistics") and 23.03.01 "Technology of transport processes".

The balanced development of any industry is directly determined by a set of characteristics of the institutional environment, formed on the basis of a system of rules and norms of behavior of the subject of management, the degree of structuring of information, as well as formal and informal restrictions imposed by state and non-state structures. Due to the importance that the textile sector has for the country's economy, there is a need to study the effectiveness of the system of institutional support for enterprises working in this direction. The methodology is based on a review of the literature in the field of institutional transformations in economic sectors. The article suggests the main stages of transformation of the system of institutional support for the development of the textile industry in the Republic of Kazakhstan. The stages of determining stable institutional forms – institutional constraints are given, and an algorithm for determining the effectiveness of institutional transformations in the textile industry is proposed.

In the current climate of pursuing educational equity, the construction of educational community is a worthwhile experiment in achieving equitable development of urban and rural education. Establishing a multi-channel cooperation mechanism between urban and rural schools and giving full play to the existing high-quality educational resources are feasible and efficient ways to reach quality and equity education. Based on the technology of Internet plus satellite live broadcasting and its own resource advantages, Zhengzhou No.1 High School constructed an educational community across time and space, which effectively promotes balanced development of education in the region and has enhanced the overall educational level there.

Due to the lack of professional development time and awareness, well-directed training content, respect for teachers and value for education, the professional development of rural border elementary school teachers is a problem that needs to be solved urgently. The study suggests that the teaching faculty should be complemented and strengthened, the contents of teacher training should be “localized,” the internal drive of teachers should be stimulated, the respect for teachers and education should be promoted, thus improving the overall quality of the teaching faculty and promoting the balanced development of compulsory education.

The article is devoted to the issue of managing the balanced development of human potential in a new socio-economic reality, which is characterized by a high degree of unpredictability, interconnectedness and interdependence, globalization and informatization of the environment and introduction of digital, cognitive and hybrid technologies. There is a need to recognize the dominant role of scientific knowledge and creative implementation, wise management and consumption. For the first time, the term “noo- management” was introduced: it is a method of intelligent management of the fundamental processes of personality development focused on higher-order values and creative implementation.

Underground space development has gradually become an organic part of China’s urban development and construction. Comprehensively developing underground space scientifically and rationally to give full play to its comprehensive benefits is the main problem faced by China’s underground space development at this stage. This research starts with the measurement of the level of urban underground space (UUS) development. This paper constructs a UUS development level measurement indicator system, which is composed of Construction of UUS (D1), urban economic development indicators (D2), and urban population development indicators (D3), which has 12 secondary indicators, and then we use entropy-TOPSIS method to quantitatively evaluate the development level of underground public space in 39 prefecture-level cities and above in my country and analyze its spatial differentiation. The results show that the urban agglomeration has the characteristics of “high-high” cluster distribution with the development level of underground space. However, the overall level of underground space development in China’s major cities is not high and there are apparent differences in the level of UUS development. In terms of spatial distribution, the sustainable development level of cities in the eastern coastal regions of China is relatively high, with towns in the central and northeastern areas ranking second and western towns and northeastern cities ranking the lowest. At the same time, we found that there is a mismatch between the underground space development index and the economic population development index in the evaluation index. Finally, some suggestions are put forward to realize the balanced development of UUS development in our country.

Main problem: Currently, there are various socio-economic and environmental problems in the development of rural regions, among the key ones: access to basic services, lack of transport connectivity, inadequate social, housing infrastructure, and others. Achieving sustainable development of the territory is one of the important priorities, which is of great importance for any state. Sustainable development is understood as harmonious development from the perspective of the economy, social sphere and ecology. At the same time, the sustainable development of socio-economic and natural systems is not possible if many factors and conditions are not taken into account that can directly affect the current state and long-term sustainability of their functioning and interference is not created on these processes within the framework of the implementation of various policies by the state. Purpose: In this regard, the purpose of this study is to identify and study the key factors that determine and contribute to the balanced development of rural regions of the country in the context of sustainable development goals and objectives. Methods: Empirical methods of economic cognition, methods of induction and deduction, synthesis, as well as logical methods were used in the framework of scientific research. Results and their significance: When classifying significant factors that influence the formation of sustainable rural development, it is necessary to take into account an essential feature of sustainable development – a harmonious combination of economic, social and environmental components of social development. Taking into account the logic of this study, based on the variety of factors contributing to the sustainable development of rural a reas, their systematization has been carried out.

An enterprise must be able to conduct in-depth analysis of the existing data as the information has certain grey characteristics, if it wants to occupy a dominant position in the fierce market competition. In this paper, a compound three-dimensional grey Lotka–Volterra model is developed to carry out the grey transformation of the original data, so that the data can have better simulation accuracy, and the observation noise of the original data can be reduced. The competitive situation analysis based on the three-dimensional grey Lotka–Volterra model can help enterprises better understand the market situation. This paper takes the luxury brand automobile market in mainland China as an example to conduct a competitive analysis and a balanced development simulation. It can be found that, based on Three Species System Analysis, there is a symbiotic relationship among automobile enterprises and that the three species model can be adopted in analyzing the competition and cooperation among enterprises. Through balanced development of a Symbiotic System Analysis, the results of symbiotic optimization under the achievable equilibrium state of three populations are obtained and they show that the proposed method can be used effectively to conduct the market competition analysis. It is thus of great importance to study the relationships among enterprises as it is helpful for enterprises to make strategic policies.
