Each region has different potential resources, so it is necessary to study the potential resources that are superior in each region, as well as Kerinci Regency. This is done as a basis for making appropriate regional development policies in Kerinci Regency. This study aims to describe the pattern of sectoral change and growth in the economy, determine the leading sectors, and see the development of the population in recent years, so that it can be taken into consideration in the formulation of development planning policies within the framework of regional development. The research method used is quantitative research using Location Quotient (LQ) analysis, Shift Share analysis and population analysis. The results showed that the basic sector that has the potential to be developed as an economic support and is classified as a developed, fast growing and competitive sector in Kerinci Regency is the Information and Communication sector. An integrated place-based approach for the improvement of territorial and social cohesion is the new instance for planning disciplines, coming from EU New Cohesion Policies. This paper considers the territorial impact assessment of regional development policies as a precondition in order to develop balanced and effective operative programs at national and regional levels. The contribution of ‘open data’ appears to be mature in order to support this application and in this paper we present a spatial analysis technique for the evaluation of EU funds effects at territorial level, starting from open data by Open Cohesion. The application is focused on internal areas of Basilicata Region: Agri river Valley. A complex contest, where environmental and agricultural traditional vocations conflict with a recent development of oil extraction industries. Conclusions concern further applications and perspectives to improve and support regional development planning considering the exploitation of open data sources and spatial analysis.

Regional development policies based on local potential triggers a shift in the economic structure of territories. Exogenous and endogenous factors determine potential of regional development and it is necessary to use different indicators and methods to its evaluation. For the paper purpose, it is required to define metropolitan and peripheral functions as well as urban areas in the form of geographic models, depicting their spatial distribution in the European Union (EU). Nowadays, regions are increasingly becoming the drivers of the economy. All regions possess development opportunities – however, use these options enough, and hence the competitiveness of regions must be efficient enough. The paper focuses on dividing the EU NUTS 2 regions based on geographic models of the European economy into efficient and inefficient ones and identifying an optimal benchmark for inefficient regions as a strategy for enhancing their economic structure to measure regional efforts and progress.
