This study departs from a new habitual adaptation movement that changes people's social interactions as a rational choice amid the threat of the Covid-19 outbreak. The purpose of this article is to test empirically that the current model of local government administrative services in the archipelagic sub-districts is very inefficient and less productive so that it has an impact on meeting the basic needs of the community comfortably and fairly. Furthermore, this study offers a new model for Duo-TM, namely Temu Muka dan Temu Mesin. This article shows the need for an empirical study in the development of a local government administrative service model to trace geographic difficulties and risks due to the Covid-19 outbreak. This is especially relevant if the author refers to the reasons for the massive change in various social dimensions and forces the adaptation of new habits. On the other hand, the era of the 4.0 industrial revolution places the power of technology and information as a means for innovating services that are comfortable, fast, inexpensive, and of high quality.

Paradiplomacy as an instrument of local governments to develop international cooperation in the era of industrial revolution 4.0 requires some thoughts and policies relevant to information technology. Website constitutes an important platform for local governments to exercise their Paradiplomacy as a regional practice of conducting international relations. The website becomes a world window for local governments to communicate and cooperate with local government partners and institutions abroad. This article conducts an evaluation study towards local government websites in Indonesia related to the readiness to face the industrial revolution 4.0 in the issue of international cooperation through digital diplomacy means. The preferred research method is to analyze the content of website structure of the Indonesian local government, be it from front-line, content, and/or backline. This article found that the platform of Indonesian local government websites is fairly fragile in the institutionalization of paradiplomacy using website as the instrument. Comprehensive policies from the central and local governments eventually become indispensable in order to make the practice of digital diplomacy by local governments in Indonesia more productive.Keywords: Paradiplomacy, Digital Diplomacy, e-GovernmentParadiplomasi sebagai instrumen pemerintah daerah untuk mengembangkan kerja sama internasional di era revolusi industri 4.0 memerlukan beberapa pemikiran dan kebijakan yang relevan dengan teknologi informasi. Website merupakan platform penting bagi pemerintah daerah untuk melaksanakan Paradiplomasi mereka sebagai praktik regional dalam melakukan hubungan internasional. Website menjadi jendela dunia bagi pemerintah daerah untuk berkomunikasi dan bekerja sama dengan mitra dan lembaga pemerintah daerah di luar negeri. Artikel ini melakukan kajian evaluasi terhadap website pemerintah daerah di Indonesia terkait kesiapan menghadapi revolusi industri 4.0 dalam isu kerja sama internasional melalui sarana diplomasi digital. Metode penelitian yang dipilih adalah dengan menganalisis isi dari struktur website pemerintah daerah Indonesia, baik dari front-line, content, dan/atau backline. Artikel ini menemukan bahwa platform website pemerintah daerah Indonesia cukup rapuh dalam pelembagaan paradiplomasi dengan menggunakan website sebagai instrumennya. Kebijakan yang komprehensif dari pemerintah pusat dan daerah pada akhirnya menjadi sangat diperlukan agar praktik diplomasi digital oleh pemerintah daerah di Indonesia semakin produktif.Kata-kata kunci: Paradiplomasi, Diplomasi Digital, e-Government

            Position of village government apparatus in Indonesia is still ambivalent until now, because of unclear village institution position. Law Nomor 6 Year 2014 about Village have the hybrid model, combination between self governing community and local self government (but quasi). According to Indonesia Constitution 1945 (before amendment), village or the other names will be construct as local government, and implemented in several law about local government during 1945-1979. After amendment, village or the other names, will construct as social community. Facing rapid change of industrial revolution 4.0 (Schwab; 2016) and society 5.0 (Fukuyama; 2018), Indonesia government should choose one of three choices namely : self governing community, local self government, and hybrid. In the nineteenth century, the continuous discharge of sewage from millions of Londoners into the River Thames caused a notorious, unbearable stench during the summer, which reached a climax in 1858 and became known as The Great Stink. In this article it is argued that such a ‘Great Stink’ also occurred in the booming and heavily populated pre-industrial town of Leiden, because cesspits were being replaced by sewers draining directly into canals. Flawed as cesspits may have been, the new, hygienic sewer infrastructure meant the advent of unsanitary conditions normally only associated with the era of the Industrial Revolution. How and why the cesspit was killed off is explained by comparing Leiden with the seventeenth-century boom town of Haarlem, where cesspits remarkably survived the ‘Golden Age’ of the seventeenth century. Using the stakeholder model it becomes clear that the shift in hygienic infrastructure was not the outcome of a single stakeholder calling the shots but was the result of interactions between tenants, housing developers, local government, and textile entrepreneurs (in the case of Leiden), or brewers (in Haarlem).

Abstract We question Baumard's underlying assumption that humans have a propensity to innovate. Affordable transportation and energy underpinned the Industrial Revolution, making mass production/consumption possible. Although we cannot accept Baumard's thesis on the Industrial Revolution, it may help explain why complexity and innovation increase rapidly in the context of abundant energy.
