It is extremely urgent to study on the scientific and reasonable evaluation index system in this field when small and medium-sized enterprises start turning to purchase cloud services instead of IT hardware. By making use of analytic network process, based on characteristics of cloud services, referring to common QoS properties in cloud service evaluation, 11 cloud service evaluation indexes are established in this paper and each index is quantified.

Passengers changing to taxis in airport hubs are facing problems such as complicated transfer lines, long transfer distance and time, stranded at taxi stands, and imperfect emergency safeguard measures. Combining with the trend of smart passenger services under the development of new generation of information technology, this paper constructs a set of taxi operation and service evaluation index system reflecting unique attributes of the airport hub collection and distribution system. The index system considers the rationality of taxi infrastructure configuration, the matching of passenger service facilities, collection and distribution efficiency, transfer efficiency, etc. It also discusses index quantification and evaluation methods. Aiming at the real-time prediction of inbound flight passenger flow, taxi sharing rate and taxi capacity, the realization process of prediction models is proposed based on the big data method. Meanwhile, combining with the combing of comprehensive transportation operation information systems of hubs, it proposes to extract data from information systems to calculate some index values. The establishment of this index system can provide a strong reference for the evaluation of other transportation modes and the overall hub, and provide decision support for the optimization and improvement of taxi dispatch and overall operation and service of airport hubs.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.
