This chapter explains the formation of the Europe of Nations and Freedom (ENF) group containing Front National, Northern League, Austrian Freedom party, Flemish Vlaams Belang and the Dutch Party for Freedom. Based on expert survey data and interviews, it shows how, while these parties have long held compatible positions on key issues, cooperation between them all has only become possible over the last decade, in part through the role of new party leaders such as Marine Le Pen. The chapter argues that the ENF’s creation reflects a shared desire to create a lasting European group composed of radical right populist parties unashamed of their commonalities. Finally, it discusses how the ENF parties have presented themselves not only as defenders of their own nations, but of a wider “European” people against the supposedly increasing threats posed by EU elites and dangerous “others” (in particular Muslims).

Despite the populist radical right’s (PRR) popularity among political scientists, little scholarship has focused on its influence on foreign policy. This lack of study is due, in part, to a general lack of attention to the role of political parties in foreign policy, both in comparative politics and international relations (IR). This is unfortunate because, due to Europeanization and globalization, the domain of foreign policy has expanded, making foreign policy increasingly a domestic concern and, most importantly, touching on major themes of PRR parties. Combining insights from comparative politics and IR, we theorize the mechanisms, which may facilitate the impact of such parties on foreign policy. Subsequently, we examine whether the Italian Northern League (LN), as a prime example of a PRR party participating in a coalition government, has had an impact on Italy’s foreign policy and, if so, what accounts for this (lack of) influence. This paper concludes that, unlike common understanding, the PRR is not persistently anti-internationalist/anti-EU; rather, its position depends on the extent to which international politics helps or hinders the promotion of ‘the people’. Second, despite the LN’s strong coalition position, it pursued an effective foreign policy mainly regarding immigration policy. Third, IR theories of junior coalition partners and foreign policy should address the nature of the party system and how inter-party electoral competition affects the strength of a junior coalition partner. Fourth, these theories need to acknowledge that party preferences are sometimes trumped by national concerns, as suggested by more systemic IR theories.

Anti-immigrant political arguments have long been at the centre of the campaigning of the Lega Nord (the Northern League), the Italian extreme-right secessionist party. The paper analyses posters from political campaigns between 2001 and 2008 in order to detect similarities and differences emerging over time, and to show how continuity and change intertwine in the Lega Nord’s anti-immigrant discourse. The analysis is presented across two axes: first, the visual dimensions of the texts are examined, concentrating predominantly on the use of images; and second, we analyse the linguistic content of the leaflets, paying particular attention to referential strategies and argumentative structure. The sampled posters show that although the Lega Nord’s immigration policies have long been driven by an enduring basic antipathy towards foreigners, in the 2008 campaign the strategy shifted to one stressing arguments reminiscent of the Nouvelle Droite’s ethnopluralism. Accordingly, in the interest of respecting cultural diversity, the Lega Nord argues that different national communities need to be kept separate, thereby inverting liberal values for the purpose of countering multiculturalism.
