Maps are often used as decision support tools in both, desktop geographic information systems (GIS) and mobile GIS environments. The decision support capabilities of current location-based services (LBS) are limited to navigation support and database querying with no analytic evaluation of the attractiveness of alternative destinations being offered. This chapter demonstrates how LBS can be extended with specific decision support functionality, namely multi-criteria decision analysis (MCDA). MCDA was recently transferred to the mobile GIS platform illustrating how LBS user preferences can be represented by the parameters in a MCDA method and will lead to personalized decision outcomes. An extension to a collaborative crisis management scenario is proposed, in which mobile decision-makers have MCDA tools at hand to help them make more informed choices. This chapter describes the scenario and derives a client/server architecture as well as the user interface and map design for a mobile decision support system for emergency response.

Current LBS support spatial and attribute queries, such as finding the nearest Italian restaurant from the current location of the user, but they are limited in their capacity to evaluate decision alternatives and to consider individual decision-makers’ user preferences. We suggest that LBS should provide personalized spatial decision support to their users. In a prototype implementation, we demonstrate how user preferences can be translated into parameters of a multi-criteria evaluation method. In particular, the Ordered Weighted Averaging (OWA) operator allows users to specify a personal decision strategy. A traveler scenario investigating the influence of different types of users and different decision strategies on the outcome of the analysis serves as a case study.

The article discusses methods of ships assessment when determining their suitability for search and rescue action (SAR) at sea. Selection of the most preferable ships is one of the action planning elements. Due to various construction and equipment the civilian ships can only perform rescue task to a certain degree. According to the Multi-Criteria Decision Analysis (MCDA), many parameters and data have to be compared in order to create a ranking of vessels ordered according to the coordinator’s preferences. When data are missing, incomplete or uncertain, a similar effect can be obtained using fuzzy logic. The author discussed the nature of the criteria, evaluation methods and presented a simulation of a ship study using fuzzy logic. The author developed fuzzy rules and presented the principle of operation of the controller. The article deals with the main principles of a decision support system (DSS) for the selection of ships in SAR operations.

Within the CONFIDENCE project, comprehensive methods have been developed for better support of decision making under uncertain conditions, mainly by use of Multi Criteria Decision Analysis (MCDA). While MCDA in general was available for use in the radiological crisis management community, no method of analysing uncertain conditions and supporting robust decision making under these conditions was available. During the CONFIDENCE project, the existing MCDA tool was improved and enhanced to deal with these requirements. For providing solid and reliable decision support for such a situation as a radiological emergency, the evaluation of decision-support tools by the stakeholders and their feedback is important, especially when considering their heterogeneous background caused by e.g. living in different countries. Therefore, several stakeholder panels in different countries were organized to include the end users’ opinions and to assure the usability of the final tool.
