This technical report focuses on global cities resilience against disaster risk, exploring key infrastructure within sectors and systems that are impacted by these climate hazards. The report explores the different adaptation management approaches taken by cities, from identifying potential climate hazards, calculating risks and the resulting impact on infrastructure within cities, and the types of interventions that cities have taken to address or reduce the likelihood or frequency of these risks.

Disasters are complex environmental, social and cultural events and processes yet disaster management approaches tend to simplify responses and homogenise affected populations. Participatory research with more than 550 children across Europe, detailed in this book argues for a radical transformation in children’s roles in disasters. It shows how more child-centred working in civil protection and emergency planning, that recognises children’s capacities in building resilience, benefits at-risk communities as a whole.

<p>Learning from global disasters — understanding what happened, the successes that prevented impacts from being worse, and the opportunities to reduce risk to future events — is critical if we are to protect people from increasingly extreme weather. Population growth is overtaxing ecosystems and climate change is creating new and intensifying existing climate hazards. Proactive and collaborative efforts are needed between all levels, from local to international, and across sectors connecting social science, economics, policy, infrastructure and the environment, to address these challenges. Perhaps most urgently, however, is the need to harness humanitarian response, development, disaster risk reduction, and climate change adaptation to work in concert – we can no longer afford to deliver these needs in isolation.</p><p>In March and April 2019 Cyclones Idai and Kenneth – two of the most destructive and powerful cyclones to ever hit southeast Africa – resulted in a widespread humanitarian disaster in Malawi, Mozambique and Zimbabwe, the impacts of which continue today in terms of livelihoods lost, food insecurity, and loss of permanent shelter for thousands. Damages were intensified by the novel nature of the impacts – the storms brought with them climate threats that were new to the areas and people impacted, leading to greater failure of existing preparedness and response mechanisms than might have been expected.</p><p>This talk will present learnings from a study conducted by members of the Zurich Flood Resilience Alliance on the impacts of Cyclones Idai and Kenneth, highlighting opportunities for building multi-hazard resilience to future events. In particular, we will highlight the opportunities we found for strengthening resilience, even when challenged by entirely new climate hazards, through strengthening early warning systems and climate services, building capacity and resourcing for early action, supporting the construction of resistant homes and development of more diverse farming practices, and, most crucially, by better connecting humanitarian response and Disaster Risk Reduction (DRR) efforts.</p><p>These lessons are part of a series of Post-event Review Capability (PERC) learnings conducted by Zurich since 2013. Climate change impacts the society by aggravating related hazards. India, due to its varied geographical and climatic attributes and diverse socio-economic reasons, faces almost all kinds of disasters distantly or closely related to change in climates. Regions of Indian Himalaya, especially in Uttarakhand, are known to suffer the brunt of climate or water related disasters very frequently e.g. 2013’s devastating flash flood at Kedarnath, Uttarakhand. India is a signatory of the Sendai Framework for Disaster Risk Reduction and has hosted the 7 th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) and organized its 2nd National Platform on Disaster Risk Reduction (NPDRR) during recent years (2015, 2016). These policy regimes advocate climate resilient development through policy planning and grassroots implementation of programmes. Objective of this study is to analyze climatic data projections and risks with regard to extreme events in Almora District, Uttarakhand, India, through learning sectoral and livelihood vulnerabilities of this region. Methodology involved policy and vulnerability analysis through structured and semi-structured questionnaires, focus group discussion and shared learning, with key line Departments and key stakeholders. Study revealed a range of precipitation and temperature level changes and linkages with increase in disaster related losses and damages. Key Sectoral Vulnerabilities & livelihood challenges have been identified in the Almora District. Paper suggests a policy analysis framework and integration of climate resilience and disaster management into development paradigms through plans, policies and processes of key sectors and departments.

Global cities in the context of accelerated urbanization have to deal with more diverse risk factors than ever before, which highlights the need for a faster and more creative response capacity. Although it is necessary to strengthen technical systems, since they are surrounded by human systems, individual resilience will help to strengthen the community. The educational system is key to developing the human factor in a world where various systems in global cities are increasingly interconnected, which in turn increases risks. Japan is fostering a culture of disaster risk reduction in both the formal, non-formal, and informal education sectors, in which creativity and autonomy are key competencies. Tokyo is the highest populated metropolitan area globally, and its educational system is the international model for education in disaster risk reduction. Urban areas around the world face similar challenges and experience similar needs. This article addresses the challenges that the human factor faces in large cities and the possibilities of increasing resilience in both individuals and communities through Disaster Resilience Education (DRE), taking the Japanese educational system as a model.

Purpose Currently there is no analysis of the development of disaster risk management literature in the construction and built environment context, the changes in its research paradigms over time and the role of different key players in the advance of its current body of knowledge. This study aims to address that gap by investigating the longitudinal data of disaster risk management literature published over the past three decades. Design/methodology/approach A social network analysis approach is used in this study to show the overall development of the field and specifically the impact of research collaborations between different organisations and countries on research productivity. Findings The results indicate that the focus of disaster risk management research in the built environment context is heavily biased towards reactive strategies (response and recovery) over proactive strategies (mitigation and preparedness). The findings also demonstrate that collaboration between disaster risk management researchers has a significant influence on their research productivity. Originality/value The findings from this study should be of value to researchers, policymakers and academic strategists. This study for the first time shows the ability of the social networks paradigm to reveal frailties in research connections in the field of disaster risk management in construction and built environment and highlights where networking strategies are needed.

Purpose – This paper aims to review and develop lessons learned from the United Nations Office of Disaster Risk Reduction Local Government Self Assessment Tool (LGSAT) experience in four cities. The capacity to understand, learn from and respond to or reorganize in the face of change is at the core of urban resilience to disasters, climate change and major shocks. Self assessments, like the LGSAT, can be used to engage city stakeholders in critically assessing and understanding their capacity according to a set of standards of resilience. Design/methodology/approach – City stakeholders in four cities, Hat Yai and Udon Thani, Thailand and Hue and Lao Cai, Vietnam, completed the LGSAT in an open multi-stakeholder process as part of urban climate resilience programs. Findings – Completing the LGSAT provided important and valuable information about institutional capacity that is important for disaster risk reduction and climate change efforts. Multi-stakeholder processes allowed for greater and more sustained dialogue among groups that may not have a chance to interact regularly and helped build trust and relationships that contribute to climate resilience and disaster risk reduction efforts. Originality/value – Further, the inclusion of multiple viewpoints allowed for more nuanced and novel consideration of issues and in multiple cities led to new projects that focused on building institutional and agent capacity. The LGSAT process relied on facilitation that was able to guide discussion, ensure safe spaces for dialogue and address stakeholder questions. Finally, while the tool was applied to questions of climate change in this process, there is still room to improve the tool to more adequately and directly address issues of climate change risk.
