Civil protection has attracted considerable attention due to its role in disaster management and preparedness, being essential in alerting the public about potential disasters and crisis recovery measures. However, there is limited research on civil protection and its vital role in urban economy recovery. Therefore, we sought to comprehensively investigate the impact of civil protection on economic growth and the development of the urban economy, focusing on a small-sized Greek city, Kozani, as a case study. We utilized data from 160 residents of Kozani. The study findings confirmed that the key focus areas of civil protection, namely, the national early warning system, crisis preparedness measures and economy rescue operations, significantly affect economic growth and development. Furthermore, the key strategies essential for improved civil protection, such as government support, positively affect economic growth.

The main purpose of this paper is to point out a new approach in evaluating the preparedness of the population of a selected city for civil protection and its response to emergencies. Using new approaches, it evaluates a subjective questionnaire survey in combination with the objective state thanks to a mathematical approach and its subsequent verification on a specific example. The proposed approaches are then verified by experimental surveys in the selected city. The result is a highly adaptable tool that can be set up and adapted to different situations and different types of questionnaires to address the preparedness and safety of the population for emergencies. Thanks to this tool, it is possible to evaluate the subjective opinions of the population and thus gain insight into the assessment of the city’s preparedness for emergencies. Subsequently, we can set the prevention and preparedness of the population in the city on the basis of the obtained outputs, which potentially has a fundamental influence on the response after the occurrence of an emergency. Improving preparedness in the area of civil protection shall not only be reflected in the response and minimization of the consequences of the emergency, but also in the emotional security of the population.

AbstractEffective and rapid effusive crisis response is necessary to mitigate the risks associated with lava flows that could threaten or inundate inhabited or visited areas. At Piton de la Fournaise (La Réunion, France), well-established protocols between Observatoire Volcanologique du Piton de la Fournaise – Institut de Physique du Globe de Paris (OVPF-IPGP) and civil protection, and between scientists of a multinational array of institutes, allow effective tracking of eruptive crises and hazard management embracing all stakeholders. To assess the outstanding needs for such responses Tsang and Lindsay (J Appl Volcanol 9:9, 2020) applied a gap analysis to assess research gaps in terms of preparedness, response and recovery at 11 effusive centers, including Piton de la Fournaise. For Piton de la Fournaise, their gap analysis implied widespread gaps in the state of knowledge. However, their work relied on incomplete and erroneous data and methods, resulting in a gap analysis that significantly underrepresented this state of knowledge. We thus here re-build a correct database for Piton de la Fournaise, properly define the scope of an appropriate gap analysis, and provide a robust gap analysis, finding that there are, actually, very few gaps for Piton de la Fournaise. This is a result of the existence of a great quantity of published work in the peer-reviewed literature, as well as frequent reports documenting event impact in the local press and observatory reports. At Piton de la Fournaise, this latter (observatory-based) resource is largely due to the efforts of OVPF-IPGP who have a wealth of experience having responded to 81 eruptions since its creation in 1979 through the end of September 2021.Although welcome and necessary, especially if it is made by a group of scientists outside the local management of the volcanic risk (i.e., a neutral group), such gap analysis need to be sure to fully consider all available peer-reviewed literature, as well as newspaper reports, observatory releases and non-peer-reviewed eruption reports, so as to be complete and correct. Fundamentally, such an analysis needs to consider the information collected and produced by the volcano observatory charged with handling surveillance operations and reporting duties to civil protection for the volcano under analysis. As a very minimum, to ensure that a necessarily comprehensive and complete treatment of the scientific literature has been completed, we recommend that a third party expert, who is a recognized specialist in terms of research at the site considered, reviews and checks the material used for the gap analysis before final release of recommendations.

The article is devoted to the problem of mathematical training of future fire safety engineers. In the process of training, cadets should have developed mathematical thinking, focused on the problems of civil protection. The basis for the formation of such thinking is the implementation of practice-oriented teaching of mathematics. Practice-oriented mathematical problems are an effective teaching tool. In the process of training specialists in fire-technical specialties, such tasks ensure the assimilation of mathematical concepts in the context of their interpretation in the professional field of activity of rescue engineers; creation of the mathematical basis necessary for studying the disciplines of the professional training cycle; development of the skill of constructing mathematical models of processes and phenomena in the field of protection of the population and territories. In this work, the author's definition of a practice-oriented mathematical problem is given, reflecting the real conditions of the service activities of specialists of the Ministry of Emergency Situations. Requirements for the content of such tasks for cadets of fire-technical specialties are formulated. A classification of practice-oriented tasks is proposed, taking into account the specifics of the future service activities of fire and technosphere safety engineers. Mathematical skills and abilities are indicated, the formation of which presents each type of problem, the corresponding practice-oriented mathematical skills necessary in the practical activities of civil protection specialists. Examples of tasks of all considered types are given.

Domestic violence protective orders are the most widely used intimate partner violence-related legal intervention in the United States, yet many victims later ask to have these orders dismissed. This article uses a mixed-methods approach to examine the conditions that help explain why victims of intimate partner violence dismiss their protection orders. Quantitative findings from 841 civil protection order cases show that victims who need protection the most are the most likely to seek dismissals. Victims who experienced recent or physical abuse were significantly more likely to dismiss their protection orders. Qualitative findings from 200 dismissal requests reveal that victims reference common themes of loving the abuser, that the abuser is a good parent, that the abuser is seeking treatment, or that they desire to save the relationship. Victims draw from broad romantic rationalizations when describing their decision to drop a protection order from the court. Building upon insights from constructs of romantic love, this study highlights how the rationalizations victims invoke in their dismissal requests are also associated with their experiences of abuse. A mixed methodological approach reveals a significant contrast between the language in victims’ petitions and their dismissal requests. Victims voiced fear and violence in their petitions for protection orders, then employed meanings of romantic love, reconciliation, and change when requesting that these temporary protection orders be dropped. This contrast reflects the cyclical nature of abuse and suggests that greater attention must be paid to ensuring court officials have a strong understanding of the complexities of victim attrition.

Germany carried out a nationwide “Alert Day” in 2020 to test its civil alarm systems. The test revealed some problems. Heterogeneous development structures and topography can be limiting factors for sound propagation. In consequence, sirens could be heard inadequately, depending on their location. Furthermore, the reason of warning remains unknown to the public. In terms of civil protection, warnings with the code of behavior by general available media is desired. Smart sirens can transmit additional spoken information and be installed on already-existing streetlights. In this study, we analyze how smart sirens could lead to an improved civil protection. Exemplarily, a detailed analysis is made for a different structured rural area, Dansenberg in Germany, whereas the influence of local conditions on the sound propagation is considered. We analyzed with the software CadnaA—a software for calculation, assessment and prediction of environmental sound—how the location and number of smart sirens can be optimized in order to produce a full coverage of the study area. We modeled the coverage in different scenarios and compared four scenarios: (a) current situation with two E57 type sirens; (b) replacing the existing sirens with two high-performance sirens; (c) one high-performance siren at the more central point; and (d) optimized network of smart sirens of the type Telegrafia Bono. The aim was to achieve a full coverage with a minimum of warning sirens. We could show that the current situation with two E57 type sirens fails to reach out to the whole population whereas the optimized network of smart sirens results in a better coverage. Therefore, a reconsideration of the existing warning system of civil protection with smart sirens could result in a better coverage and improved information of warning.

In the last year, both offline and online news have had the Coronavirus pandemic as their subject, especially social networking Twitter has significantly increased the news regarding Covid-19. The objectives of the project are: the analysis of news regarding the Coronavirus pandemic extracted from the Twitter profile of ANSA, a well-known Italian news agency and the analysis of sentiment and the number of likes for each news extracted The sentiment analysis has been carried out using the MAL lexicon (Morphologically Affective Lexicon), where the tweet is split into words and each paola is associated with a score. Positive (with a score greater than zero), negative (with a score less than zero) and neutral (with a score equal to zero) news were identified. As a result, it emerges that the sentiment changed day by day, so it is necessary to use sentiment indicators called indices, but only the positive sentiment index is taken into consideration as the negative one is complementary and the neutral one is almost zero. The positive index is then related to some parameters extrapolated from the Civil Protection site: number of cases, number of deaths and entry into intensive care. Furthermore, in addition to the parameters listed above, the positivity index is related to the days in which the decrees of the Prime Minister (DPCM) were signed. The last relationship analyzed is that between the average number of likes and the number of deaths. The results of the research shows that the sentiment of the news of the Ansa Agency contains 62.3% of positive news, 37.3% of negative news and only 0.3% of neutral news. Furthermore, sentiment is not influenced by the daily parameters: number of cases, number of deaths, entry into intensive care units and DPCMs. But there is a relationship between the average of like and the number of deaths. Doi: 10.28991/HIJ-2021-02-04-08 Full Text: PDF

Abstract There is a continuous increase in the number of humanitarian crises around the world. The number of armed conflicts and attacks on civilians is increasing at an alarming rate. Natural disasters compounded by climate change and population growth are also occurring more frequently and with increasing intensity. Given that over 60 million people have been forcibly displaced worldwide, prolonged forced displacement has become the biggest humanitarian, development, political and economic challenge. The needs are increasingly outweighing resources, and humanitarian aid and civil protection are becoming increasingly complex. Funds for humanitarian aid come from the budgets of individual countries. In situations of severe crisis, other state authorities may also decide to grant humanitarian aid from the funds at their disposal. In addition, there are many options for providing humanitarian aid. The purpose of the article is to present methods as crowdfunding for financing humanitarian crises that do not belong to state funds. Most often they come from community collections or projects where more people are involved. It must be admitted, however, that this assistance still seems disproportionately small in relation to the needs.

The presented article aims to show the role of the subject ‘education for safety’ in the fi eld of civil protection. This subject almost a decade ago replaced the previous one called “civil defence preparation’. Along with the changing conditions of Poland’s security, it became necessary to depart from strictly pro-defence education, emphasizing the military area of security in favor of issues related to protection against threats, preparation for disaster management, or fi rst aid. The question that the author tries to answer is: to what extent does the subject currently taught involve problems related to civil protection? At the same time, the author assumes the hypothesis that issues in the fi eld of rescue and civil protection form the foundation of education for safety. Contemporary youth acquire knowledge and attitudes that make their actions complement the activities of civil protection entities, both in terms of prevention and response.
