This article provides an in-depth survey of political representation in Liquid Democracy (LD). More precisely, it refutes two potential criticisms: 1) LD impoverishes the concept of political representation relative to existing representative democracies; 2) LD undermines the centrality of political parties. In answer to (1), the article shows that LD is compatible with a selection model of representation, in which proxies are characterized as gyroscopic representatives, driven by intrinsic motivation and indifferent to sanctions. This claim has far-reaching normative implications for the mandate-independence tradeoff, anti-elitism, and deliberation under LD. With regard to (2), the article examines the function of parties, arguing that, although it puts parties and interest groups on a level playing field, LD does not threaten partisanship, but rather expands the range of potential carriers of partisanship. In addressing these objections, this article demonstrates the democratic credentials of LD, showing that LD is compatible with a high-quality, democratic understanding of representation, which is surrounded by a cluster of thick concepts like commitment, intrinsic motivation, alignment of objectives, sympathy, trust, and dialogue. This turns LD into a powerful instrument for the refurbishment of representation both as a unique mode of political participation and as a practice of self-government.

This chapter examines four fundamental questions relating to political participation. First, it considers different modes of political participation such as social movements, interest groups, and political parties. Second, it analyses the determinants of political participation, focusing in particular on the paradox of collective action. Third, it explains political participation at the macro-level in order to identify which contextual conditions are conducive to participation and the role of economic affluence in political participation. Finally, the chapter discusses political participation at the micro-level. It shows that both formal associations and informal social networks, configured around family and friendship ties, supplement individual capacities to engage in political participation or compensate for weak capacities, so as to boost an individual’s probability to become politically active.

The wave of democratization that has engulfed African countries since the 1980s has been characterized by the establishment of or return to multi-party politics. This has mostly happened in political systems with a long history of de facto and de jure constraints on the ability of political parties to function effectively. While few countries today (examples include Eritrea and Swaziland) continue to deny the principle and legitimacy of a pluralistic organization of political associations and parties, many political parties in “new democracies” still face insurmountable obstacles in creating a level playing field and have to cope with legal and administrative provisions that severely restrict their free operation.

This study sought to explore whether indeed the increase in number of women occasioned by Affirmative Action principles in the 2010 Constitution of Kenya has enhanced women’s political participation in the National Assembly. The specific objectives were: to analyze the levels of women parliamentarians’ participation on agenda setting and policy output in the National Assembly; to assess the effectiveness of gender quotas as a political tool for ensuring pursuance of the gender agenda in the National Assembly and to discuss constraints faced by women parliamentarians as they seek to influence policy output and enact laws. The March 4, 2013 General Elections which ushered in the 11th Parliament were considered landmark owing to the fact this it was the first General Election to incorporate affirmative action seats. As the term of the 11th Parliament came to a close, it was highly important to find out how effective gender quotas have been in achieving meaningful change for women representatives. The study was guided by Hanna Pitkin’s (1967) framework that she employed in her work “Conception of Women’s Political Representation”. The study was additionally informed by Dahlerup (1988) “Critical Mass theory”. The study made use of cross-sectional descriptive study design. The study was done with members of KEWOPA from the National Assembly of the Parliament of Kenya. The membership of the association consists of all the women Members of Parliament from all the political parties both elected and nominated. The target population of the study were the 68 KEWOPA members from the National Assembly with a sample size of 40 respondents calculated using the Yamane model. Questionnaires were used as the main data collection tool alongside key informant interviews and in-depth interviews. Validity and reliability of the instruments were measured to ensure accuracy and consistency. The study data was analysed thematically. A descriptive approach was involved where direct quotes and selected comments from informants have been used to explain the trends. Triangulation of data was done by looking into complementary and divergent opinions across the key informant interviews and in-depth interviews. The findings of the study suggest that there is still need to create and expand opportunities for women parliamentarians to enable them become more active and effective participants in the legislative processes of the National Assembly. The findings raises the question on what current efforts are being put in place by political parties and the Registrar of Political parties to ensure that the Affirmative Action. The findings are useful to assess the gains of women political representation and inform the lessons; experiences and can be harnessed to strengthen effective women’s political participation in legislature and policy making. They will contribute to informed public debate and critique on the effectiveness of women’s affirmative action for increased participation and visibility on political platforms. Finally, legislators in parliament and policy makers in government will benefit from insights into what it takes to effectively support women’s participation in legislative processes and how to leverage their numbers in parliament to the country’s advantage. Women aspirants need to be made aware of the challenges they expect to face at the National Assembly. It is also critical to raise awareness among women aspiring politicians and other members of the community to create awareness and address the stereotypes that have continued to ensure only a handful of women succeed in the legislative space. As women and women’s organisations continue to agitate for an increase in number of women legislators, they should equally work to transform the ideology of patriarchy and retrogressive institutional culture in Parliament. Election integrity is crucial for political representation. If elections are flawed, rigged, or fraudulent, there is no level playing field for parties and candidates contesting the electoral race, and voters’ preferences are unlikely to be translated truthfully into election outcomes. Election fraud directly affects the formation of preferences, as well as the translation of preferences into votes in the chain of representation, thereby undermining the capacity of elections to generate accountability and responsiveness. This chapter discusses what election integrity is and how it can be measured and provides a review of what we know and do not know yet about election integrity. It then zooms in on election integrity in established democracies, mapping the specific challenges to election integrity experienced by democracies in Europe, North America, and Oceania. The chapter concludes by discussing the implications of challenges to election integrity for the quality of political representation.

In his bookThe Dignity of Legislation,Jeremy Waldron bemoans the lack of attention legal philosophers have paid to legislatures and legislation. This oversight, Waldron suggests, has impoverished our understanding of legislatures as legal institutions, and has led jurisprudes to see only the “indignity of legislation.” Legal historians have hardly been more attentive, preferring to leave legislatures to political historians and political scientists. So although we have myriad studies of roll call votes, for example, we lack a genuine understanding of the legal history of legislatures or legislation. Our failure to appreciate the role of legislatures and legislation is especially characteristic of studies of the pre-Civil War period, a period in which the state has been famously described as a “state of courts and parties,” and characterized by the legislature's “decline of authority.” Even those who have uncovered a rich governmental theory and practice in the nineteenth century have focused more on courts and statutory interpretation. Willard Hurst criticized this inattention to the legal history of legislatures years ago, noting the “tendency to identify legal history with the history of courts and court-made doctrine.” Our court-centered approach has left us with only a partial understanding of the role of law in American history. “In order to see law in its relations to the society as a whole,” Hurst continued, “one must appraise all formal and informal aspects of political organized power— observe the functions of all agencies (legislative, executive, administrative, or judicial) and take account of the interplay of such agencies with voters and nonvoters, lobbyists and interest groups, politicians and political parties. This definition overruns traditional boundaries dividing the study of law from study of political history, political science, and sociology.”


Citizens are political simpletons—that is only a modest exaggeration of a common characterization of voters. Certainly, there is no shortage of evidence of citizens' limited political knowledge, even about matters of the highest importance, along with inconsistencies in their thinking, some glaring by any standard. But this picture of citizens all too often approaches caricature. This book brings together leading political scientists who offer new insights into the political thinking of the public, the causes of party polarization, the motivations for political participation, and the paradoxical relationship between turnout and democratic representation. These studies propel a foundational argument about democracy. Voters can only do as well as the alternatives on offer. These alternatives are constrained by third players, in particular activists, interest groups, and financial contributors. The result: voters often appear to be shortsighted, extreme, and inconsistent because the alternatives they must choose between are shortsighted, extreme, and inconsistent.
