Valuation problems, such as valuation inaccuracies/variations, client influence, and the use of heuristics, are common problems in property valuation practice globally. These problems have generated debate in recent times under the rubric of “behavioural issues in valuation”. This paper examines valuation problems in developing countries, as well as the current efforts that are undertaken to address these problems, with a view of determining the best approach to explain and/or address them. This stems from the persistence of valuation problems despite efforts undertaken to improve the practice of valuation. The study involves a survey of registered and practising valuers in Kenya. Respondents were asked to indicate valuation problems in practice, adopted strategies, and recommendations to address the said problems. It emerged from the study that valuation problems not only result from valuer misconduct but also market-related problems/the valuation environment in developing countries. The study further found that efforts to address these problems are mainly focused on improving valuer conduct while neglecting market-related problems (problems related to the nature of the valuation environment in developing countries). Based on these findings, the study concludes that valuation problems in practice are better understood in the context of both categories, i.e., valuer conduct and market-related problems, and recommends a holistic approach to address these problems by categorising them appropriately.

This article uses the recent concept of ‘creative economy’ to argue in favour of a dynamic and holistic approach to the promotion of the cultural heritage. This implies namely that the heritage is viewed in both its material and intangible forms and as a driver of sustainable development. After an overview of the diverse interpretations, at natioanl, regional and international levels, of the creative economy, the author illustrates how the cultural heritage can benefit from the growing importance given to unlilited, renewable resources for the development of individuals and communities, especially in the developing countries. The article contains, however, words of caution on the negative effects of the creative economy and submits that these can be overcomed by extending the sphere of the cultural heritage to all areas of developement.

This editorial looks at the need for prehospital care systems in developing countries


The rationale for this publication emanated from the challenges facing the efficient delivery of construction projects in developing countries. Although, some aspects of the book focus on key applications in Cameroon, a holistic approach was adopted where an overview of challenges related to construction for developing countries was considered. To re-focus issues addressed in this book, this last Chapter provides a summary of what has been covered in each Chapter. Also, major achievements and challenges will be discussed. Nevertheless a construction matter can not be seriously handled today without taking into account environmental issues. For this reason, we will say just a few words about environment. Indeed, wherever infrastructures in general and buildings in particular through production and emission of toxic matters and gas have harmful consequences on the environment. They must be assessed and monitored to reduce the risk of pollution. Among many environmental assessment methods, life cycle assessment (LCA) seems to be the most suitable. Wherever, it involves a lot of data and must be handling with a lot of caution. The life cycle assessment tools used in developed countries is not suitable in developing countries context. It should be benefit for them to develop a simple and suitable methodology easy to manage, in order to propose an environmental impacts measurement of construction projects' and buildings. The High Environmental Quality, which a priori ensures minimized environmental impact and promotes the principles of sustainable development, is the solution that seems best suited for the design of many social infrastructures projected in developing countries. This is going to be for them the future challenge for the next decades.

PurposeThis paper proposes a new perspective on the enormous and unresolved challenge to existing practices of publication and documentation posed by the outputs of digital research projects in the humanities, where much good work is being lost due to resource or technical challenges.Design/methodology/approachThe paper documents and analyses both the existing literature on promoting sustainability for the outputs of digital humanities projects and the innovative approach of a single large-scale project.FindingsThe findings of the research presented show that sustainability planning for large-scale research projects needs to consider data and technology but also community, communications and process knowledge simultaneously. In addition, it should focus not only on a project as a collection of tangible and intangible assets, but also on the potential user base for these assets and what these users consider valuable about them.Research limitations/implicationsThe conclusions of the paper have been formulated in the context of one specific project. As such, it may amplify the specificities of this project in its results.Practical implicationsAn approach to project sustainability following the recommendations outlined in this paper would include a number of uncommon features, such as a longer development horizon, wider perspective on project results, and an audit of tacit and explicit knowledge.Social ImplicationsThese results can ultimately preserve public investment in projects.Originality/valueThis paper supplements more reductive models for project sustainability with a more holistic approach that others may learn from in mapping and sustaining user value for their projects for the medium to long terms.

Educational reform implementation in today’s fast changing world requires a critical transition from individual to school sense-making processes. Managing expectations from above (e.g. external demands) and below (e.g. internal school goals) while performing within multiple overlapping contexts, principals seem pulled in many different directions simultaneously. This article proposes the concept of sense-making as a collaborative framework, explaining how principals make sense with their teachers through dialogue and negotiation to improve their schools as they constantly seek to understand the unique contexts in which they operate. This holistic approach invites a new perspective on how to develop models for reforming education systems while paving the way for a collaborative sense-making process within unique school contexts.
