Led by the UN’s International Maritime Organization (IMO) and the EU, the shipping industry struggles to reduce its greenhouse gas (GHG) emissions to align with the Paris Agreement. Clean Cargo, the leading voluntary buyer–supplier forum for sustainability in the cargo shipping industry, developed some years ago a methodology to calculate and report the GHG emissions from containerships. The recently introduced carbon emission requirements by the IMO and EU have reinforced the members’ interest in a new Clean Cargo reporting mechanism that enables a more effective and efficient monitoring of the decarbonization progress. A better understanding of the user needs accompanied by due consideration to the regulatory environment and the technological advances are key to build this new framework. This paper builds on the case of the Clean Cargo initiative to (1) identify the stakeholders’ expectations and motivations for voluntary disclosure of environmental information, and (2) discuss the governance challenges of voluntary initiatives. A questionnaire was designed and deployed to investigate the current uses of Clean Cargo data and the information sharing among different stakeholders. Voluntary schemes can speed up the decarbonization process by proposing standards accepted by all actors of the global value chain. Clean Cargo members envision reporting on absolute GHG emissions per shipment as the way forward.

Abstract Government effort to develop marine potency in Indonesia constitutes as a breaktrough program that has been waiting for decade. Considering broad of sea region about 70% from total of Indonesian region, it is reasonable that the future of Indonesia economy is in the sea. One of potencial sector that can be developed is sea transportation sector as sea vehicle (ship). A number of national commerce ships was developed significantly more than 100% from about 6,000 units in 2006 to about 12,500 units in 2013. In the future, this may increase faster because of Government policy to strengthen the development of marine economy, to develop marine axis and to develop sea toll. These programes have to be supported by developing shipping industries, in which they can build new ships and for maintenance. To speed up the increase of roll of shipping industries, the cluster of shipping industry may be needed to be developed in some regions. This cluster consists of several related industries that are core industries, supporting industries and related industries. The development of ship industry clusters have to consider potency of region, region development program, value chain industries, and human resources. Government has to give special policies such as fiscal policy and incentive to develop priority industries and ship industry cluster. Abstrak Usaha pemerintah dalam mengembangkan potensi maritim Indonesia, merupakan suatu program terobosan yang telah ditunggu-tunggu sejak lama. MemperhatikaN luas wilayah laut Indonesia yang meliputi +70% luas wilayah nusantara, maka beralasan bahwa masa depan ekonomi Indonesia ada di laut. Salah satu sektor yang sangat strategis dalam pengembangannya adalah sektor transportasi laut yaitu pengembangan industri perkapalan. Jumlah kapal niaga nasional berkembang dari +6.000 unit pada tahun 2005 dan menjadi +12.500 unit tahun 2013 meningkat lebih dari 100%. Hal ini akan meningkat lebih pesat lagi dengan adanya kebijakan pemerintah memperkuat ekonomi maritim, poros maritim dan tol laut. Peningkatan ini harus didukung juga oleh peningkatan industri galangan kapal baik itu untuk keperluan pembangunan kapal baru maupun untuk perawatan dan perbaikan kapal-kapal yang ada. Untuk mempercepat peningkatan peran industri galangan kapal, maka diperlukan pembentukan klaster industri kapal dalam beberapa wilayah. Klaster ini merupakan sekumpulan industri yang terkait baik berupa industri inti, industri pendukung dan industri terkait. Pembentukan klaster industri perkapalan harus mempertimbangkan potensi wilayah, program pengembangan kawasan, rantai nilai, kesiapan SDM. Pemerintah harus memprakarsai kebijakan khusus diantaranya berupa kebijakan fiskal dan insentif untuk mengembangkan industri prioritas dan klaster industri perkapalan.

Although North Korea is one of the most closed countries in the world, it has long been pursuing international cooperation with other countries in order to upgrade the quality of its film industry to international standards. Preceding studies on this topic have mainly focused on the political influences behind filmmaking in general and very few studies have exclusively dealt with North Korea’s international co-productions. In this respect, in order to develop a comprehensive understanding of the internalization strategy of North Korea’s film productions, this paper uses the global value chain as a framework for analysis. This approach helps understand the internationalization pattern of each value chain activity of film co-productions in terms of the film location and the methods for collaborating with foreign partners. By dividing the evolution of North Korea’s international co-productions into three periods since the 1980s, this paper finds that although North Korea has shown mixed results with different aspects of the film value chain, it has generally improved its internationalization over the three periods. This paper further provides strategic directions for North Korea by learning some of the successful Chinese experiences in the film sector regarding collaboration with foreign partners—to foster a win-win situation for all involved parties.
