Participation is an important dimension of good governance. In Nepal, there seem positive changes in women's participation in School Management Committees (SMC), Parent Teachers Association (PTA), and school administration but the participation of women has become a far-reaching goalin public school governance. This article is about exploring how women's participation could contribute to promoting good governance practices in community schools. Authors have applied an interpretative inquiry and participation and feminist standpoint theories to make out the meaning in this study which was carried in two public schools in Lalitpur, Nepal. The finding reveals that his meaningful representation of women in school governance is likely to minimize the governance challenges such as absenteeism, low parents’ participation, poor resource mobilization, transparency, and accountability.These positive transformations contribute to the community development process. However, enabling environment for women is needed to ensure their meaningful representation in school governance structures. This study is beneficial to educationists, planners, and development workers in Nepal.

Abstract The International Labour Organization has confronted several governance challenges in the wake of the COVID-19 pandemic. This article looks at the impact of the pandemic on both the internal operations of this unique tripartite UN Specialized Agency and on the ILO’s substantive work on labour market and social protection governance. It explores how international labour standards and their monitoring offer human rights pointers for addressing the crisis. The article highlights interaction (not always coherent) between the ILO and other organizations in connection with COVID-19 and economic recovery. It foreshadows initiatives on how to ‘build back better,’ with the ILO again seeking a strengthened multilateral role in support of its social justice mandate, as informed by resolutions adopted by the International Labour Conference. The article also touches on the pandemic’s impact on the functioning of the ILO Administrative Tribunal, which adjudicates employment disputes for many international organizations.

Abstract Background To increase access to eye care, the World Health Organization’s Africa Region recently launched a primary eye care (PEC) package for sub-Saharan Africa. To determine the technical feasibility of implementing this package, the capacity of health systems at primary level needs to be assessed, to identify capacity gaps that would need to be addressed to deliver effective and sustainable PEC. This study reports on the human resource and governance challenges for delivering PEC in Anambra State, Nigeria. Methods Design: This was a mixed methods feasibility study. A desk review of relevant Nigerian national health policy documents on both eye health and primary health care was conducted, and 48 primary health care facilities in Anambra state were surveyed. Data on human resource and governance in primary health facilities were collected using structured questionnaires and through observation with checklists. In-depth interviews were conducted with district supervisors and selected heads of facilities to explore the opportunities and challenges for the delivery of PEC in their facilities/districts. Data were analysed using the World Health Organization’s health system framework. Results A clear policy for PEC is lacking. Supervision was conducted at least quarterly in 54% of facilities and 56% of facilities did not use the standard clinical management guidelines. There were critical shortages of health workers with 82% of facilities working with less than 20% of the number recommended. Many facilities used volunteers and/or ad hoc workers to mitigate staff shortages. Conclusion Our study highlights the policy, governance and health workforce gaps that will need to be addressed to deliver PEC in Nigeria. Developing and implementing a specific policy for PEC is recommended. Implementation of existing national health policies may help address health workforce shortages at the primary health care level.

Water governance refers to the material and regulatory control of water and waters. It involves questions such as who makes decisions about water and how; at what scale such decisions are made in relation to different waters; and who and which water or ecosystem benefits. Classical work in anthropology considered how irrigation practices may have given rise to the development of state forms, and in response to early-21st-century privatization regimes, anthropologists have considered how different groups have challenged the apparent global dominance of commodity values and water as property. Infrastructures for water distribution in urban areas (such as systems of canals, pipes, and faucets), and considerations of the sociocultural effects of hydrological unit delineation and definition (e.g., groundwater or river “basins”) have become key sites for the ethnographic investigation of water governance, emerging forms of personhood, and societal inequalities. The diversity in anthropologies of water unsettles generalized models in global regimes of water governance. The anthropology of water governance and ownership considers the context and contingencies of water and power. It reveals the global dominance of markets, rights, and technical approaches to water management, such as the case of “private water” in Chile, in which water markets have failed to provide equity and environmental health, but also how certain groups avoided complete privatization of water under this extreme example. Ethnographic studies of the cultural organization of resource scarcity over topographically complex and remote terrain, such as that of irrigators in the Andean cordillera, express the diversity of human innovation at the intersection of politics and ecology. In arid South Eastern Australia, basin plans that treat water as a unit of calculation and economic trade place social and ecological relations in peril. Infrastructures of development provide a narrative of unsettled state and development ideologies, and the problem of groundwater management reveals governance challenges in the face of unstable, unknown, and invisible material. Anthropological studies of water contribute to knowledge of earth’s diverse humanity, knowledge practices, and ecologies. Researchers propose that water governance might engage with human differences articulated at multiple scales, as well as in understanding water’s material agency and waters as dynamic, especially in an ever-changing climate.

AbstractThe work presented in this volume is a compilation of research highlights that represent numerous studies carried out by researchers within the Energy Governance Work Package (WP4) of the Swiss Competence Center for Energy Research, Society and Transition (SCCER CREST). As our Introduction has illustrated in detail, these researchers worked together under common scientific interests in providing recommendations to overcome governance challenges in the course of the energy transition in Switzerland. Despite the variety of disciplines involved in this group, the conscious decision not to over-precise the shared notion of governance has successfully guided this challenging but fruitful four-year collaboration. These findings should help identify basic designs and structural principles of good energy governance, i.e., governance that is more effective, efficient, and transparent. The conclusion chapter summarizes these guiding principles and further challenges that emerged from our research in the context of Swiss energy governance.
