This paper presents a dynamic efficiency study of the solid waste management in the municipalities of the Apulia region (Southern Italy). The study employs the non-parametric Global Malmquist Index to measure the change in productivity of the municipal solid waste service from 2010 to 2017. Three different DEA-based models are implemented to measure productivity. The first model computes the service productivity solely from the economic perspective, while the second and third models compute the service productivity from both the economic and environmental perspectives. Adopting two distinct perspectives provides a more comprehensive insight into the performance of the waste management service considering the productivity and the eco-productivity of service provision. The results from the productivity analysis show that, between 2010 and 2017, the municipal solid waste sector was still facing a transitional period characterized by low cost-efficiency and productivity growth measurements. Vice versa, the efficiency and productivity indicators improve when the analysis is performed accounting for the environmental impact. Indeed, both the eco-efficiency and eco-productivity measures increase from 2010 to 2017. Findings demonstrate the critical importance to include environmental indicators in the efficiency and productivity analysis.

<p>Municipal Solid Waste (MSW) management activities are important tasks of both national and local governments, as they can induce significant impacts on the environment, the economy and the living quality of the population involved.</p><p>The optimal design of a MSW management plan depends greatly on the waste production values and its distribution over the territory, among others. For the optimal design of a MSW system the use of indicators is proposed. Indicators are defined as "the numerical expression, of non-dimensional character, obtained from the fusion of several environmental variables by means of specifically defined weighting criteria". In the scientific literature several proposals about indicators that are focused only on operational aspects of MSW management activities (collection, street cleaning, etc.) are found. Only a decade ago, some indicator groups have begun to emerge in different countries. Such indicators include, in addition to the operational context, social, economic or environmental aspects related to waste management.</p><p>The objective of the work has been to make a choice and proposal of a set of social, economic and environmental indicators related to waste management activities, which will allow the analysis of integrated management systems of solid urban waste, considering all the implications that the operations of production, collection, transport, separation, recovery and disposal of the waste suppose from the economic, social and environmental perspectives.</p>

The recovery of recyclables from the waste stream is a vital factor to consider in any recycling scheme since it enhances the quality of recyclables and ensures efficient recycling schemes. This study was conducted in the Tamale Metropolis of Ghana to investigate incentive options that can promote municipal solid waste resource recovery to support policy decisions on the formalization of recycling scheme in the Metropolis. Solid waste source separation scheme was set up in four different waste management service zones in the Metropolis. The quantity of separated materials, set-out rate, as well as separation efficiency of the targeted materials in the scheme were also assessed. The result of the study indicated a high recovery factor for dry recyclables (53.97%) as against food waste (10.03%). There was a significant effect of incentives on waste material quantities. Significant differences also occurred in the set-out rates and separation efficiency. Moreover, the study showed that employing prize as a reward scheme in addition to the provision of a waste storage facility had a high propensity for waste material recovery. The study demonstrated that the quantity of waste materials that may be retrieved in a recycling scheme in different solid waste management service zones depends on the type of incentive employed in the scheme and the service zone considered.

Production volumes are increasing by growing economy and consumption processes. Industry and other economic activities generate municipal solid waste stream. With growth of the industry, economy and pace of consumption major key is to avoid municipal solid waste (MSW) generation. The majority of developing countries are seeking to alter the prevailing waste management practices and to adapt the concept of Zero Waste society. This study aims to provide guidance in Klaipėda district and gives an opportunity to become the first district in Lithuania, which provides an objective assessment of the public municipal waste management service area and identifies the real situation of the municipal waste management sector. This paper develops that the path towards Zero Waste society is essential for the approximation of the different waste treatment technologies. To achieve this objective is a difficult task because the solution requires a holistic approach to waste generation, collection, processing and disposal. The main conclusions of the study offers a major challenges faced by Klaipėda district of limited data quantifying and characterizing waste generation patterns also suggesting that “way to Zero Waste” society require renewed governmental leadership as well as founding of effective national regulatory framework to reduce waste generation or conserve resources.
