bertujuan mengungkapkan adanya antisipasi Covid19 di masa new normal melalui kebijakan, pemahaman pencapaian tujuan yang harus dapat dipahami secara menyeluruh. Penelitian ini bertujuan untuk Untukmengetahui Kapabilitas Dynamic Governance serta faktor penghambat  Pemerintah Kota Pekanbaru Dalam Memberlakukan New Normal di masa pandemic covid19.Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang berlandaskan pada filsafat postpositivisme atau enterpretif, digunakan untuk meneliti pada kondisi obyek yang alamiah, dimana peneliti adalah sebagai instrumen kunci. Hasil penelitian ini adalah Konsep kapabilitas dinamis menjadi aspek yang paling esensial dalam upaya pemerintah Kota Pekanbaru untuk meraih keunggulan kompetitif yang mampu mengantisipasi pandemicCovid19 dan memanfaatkan peluang guna mendukung tercapainya tujuan yang diharapkan, sehingga dapat menghasilkan dan mengimplementasikan kebijakan adaptif (adaptive policy) melalui pengembangan dynamic capabilities (mencakup kemampuan thinking ahead, thinking again dan thinking across) pada proses pemberlakuan new normal di masa pandemic Covid19.   Kata Kunci: Dynamic Governance Capabilites, New Normal, Coronavirus Disease19

Dynamic Governance shown in this study aims to reveal various programs and activities within the scope of government that must always be oriented towards the public interest with the various challenges and anticipatory requests for Covid19 on the implementation of a new lifestyle policy in Pekanbaru City with policies, understanding the objectives that must be implemented. overall. This study aims to see the Dynamic Government of Pekanbaru City in Implementing the New Lifestyle Policy during the Covid19 pandemic. The method used in this research is a qualitative method based on the postpositivism or interpretive philosophy, used to examine the conditions of natural objects, where the researcher is the key instrument. This result is that government programs in overcoming Covid19 through the New Lifestyle policy, research have not answered existing problems so that they have not been able to produce and implement adaptive policies (adaptive policies) through the development of dynamic capabilities (including the ability to think ahead, think again, and think crosswise. ) in the process of implementing the New Lifestyle policy during the Covid pandemic19

Based on one year of intensive interaction with and feedback from practitioners, this paper provides a twofold contribution of a conceptual nature. On the one hand, it attempts to clarify the nature of the crisis in comparison with the past experiences. On the other hand, with reference to the literature on dynamic capabilities, it outlines, in an ideal-typical way, two diverging and co-existing (and therefore conflicting) perspectives of the recovery process that are summarized in – respectively – the “back to normal” and the “new normal” discourses.
