Quality health services are a hope for every Indonesian people, because this is closely related to one aspect of fulfilling basic life needs for humans, therefore it requires commitment from these health service providers, especially hospitals in supporting the implementation of government programs through the Healthy Indonesia Card. The purpose of this study is to determine and analyze the implementation of services based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital in Makassar City using qualitative research methods. The results showed that the implementation of the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital in Makassar in general was in accordance with the South Sulawesi Provincial Regulation regarding health providers and regarding cooperation in providing free health services, and presidential regulation (Perpres) Number 64 of 2020 concerning National health insurance. This is reflected in the implementation of services provided by the Sayang Rakyat Hospital to patients using the Healthy Indonesia Card (KIS) (PBI) which do not differentiate from general patients or other insurance users, provided that the patient has met the terms and conditions as a KIS patient (PBI). All medical expenses for KIS patients (PBI) who undergo outpatient or inpatient treatment are entirely borne by the government.

It is felt that the overlapping regulations in Indonesia have hampered government programs so far. So that President Jokowi sparked a new regulation, namely the omnibus law with the aim of simplifying regulations in Indonesia so that the omnibus law is believed to be the most relevant solution today. However, this caused a strong reaction by the workers, because it was considered to have the potential to make workers experience marginalization again in the interests of economic development. This research was conducted using a normative juridical approach and intends to explain how legal protection for workers, especially women workers, after the ratification of Law number 11 of 2020 concerning job creation based on International Labour Organization. The results of the research found that no changes were found regarding women's rights in the omnibus law which was also reviewed based on the ILO convention

Abstract This study aims to analyze the agricultural commodity supply chain during the Covid-19 pandemic. The data used in this paper is secondary data and analyzed descriptively. The effects of Covid-19 pandemic on agricultural supply chains are discussed, including transportation barriers during the pandemic and government programs to find a way out. Finally, this study showed the policy formula from government to maintain the national food security chain especially agricultural commodity such as guarantee transportation and distribution of food from surplus provinces to deficit provinces to achieve adequate food availability in each province, innovation strategies in the distribution of agricultural products, and create an intelligent and accurate information system.

The COVID-19 pandemic requires people to change their lifestyle, implement health protocols to avoid the Covid-19 virus. The reality on the ground is that there are still people who do not comply with the existing health protocols. The purpose of this activity is to reduce the risk of the community being exposed to COVID-19 by implementing health protocols and supporting government programs in an effort to prevent the transmission of COVID-19. The method of implementing this service is through questions and answers and education through the distribution of leaflets, masks and hand sanitisers to traders and buyers. Stages of activities include the stages of preparation, implementation and evaluation carried out with. Implement health protocols. This study is set out to examine the socioeconomic and demographic characteristics of stunted children under five years of age in Magelang Regency, Central Java Province. Indonesia. It used questionnaire surveys (structured interviews) to collect data on 266 heads of households with stunted children under-five that had been selected using a tiered sampling method, then analyzed the data in the SPPS program. Also, in-depth interviews were conducted with informants from these households and staff of community health center, Health Office, Social Office, and Regional Development Planning Agency (BAPPEDA), and the resulting data were processed and analyzed through the stages of data reduction, data presentation, conclusion withdrawal, and verification. The quantitative data were tested for validity using the statistical procedures provided in the SPSS program, while the qualitative data were examined for their reliability by the triangulation method. The results showed that the majority of stunted children under-five in the regency had normal birth weight and length, received a complete series of immunization, and were breastfed. Furthermore, about one-third of the mothers were employed, showing that many of the families observed are less stable economically. This study also found that parents still lacked the knowledge to recognize stunting in their children, about 80 percent of which did not realize that their children experienced impaired growth and development. Another finding is that government programs have reached 50 percent of families with stunted children under-five.

The article analyzes the results and prospects of anti-corruption policy in Romania. Using the method of a logical chain model for evaluating government programs and projects made it possible to prove that two competing approaches have emerged in Romania regarding the appropriateness of the forms and methods of this process: the first of them is focused on the quantitative result of anti-corruption policy, which is achieved despite numerous procedural violations of the legal procedure; the second emphasizes the need and importance of ensuring and strict observance of procedural guarantees and legal decisions focused on the quality of the results of anti-corruption activities of special anti-corruption structures. It was found that the growth of the institutional and organizational potential of anti-corruption structures in Romania led to a quantitative increase in the effectiveness of anti-corruption policy, while reducing its qualitative indicators, reflected in the procedural characteristics of the implementation of anti-corruption policy. Such a ratio of quantitative and qualitative results of anti-corruption policy indicates a certain imbalance in the activities of the structures of the anti-corruption activity system and requires a political adjustment of anti-corruption policy. It has been substantiated that the most important aspect of anti-corruption practices that can be used in Ukraine is the public consensus on the ratio of quantitative and qualitative indicators of the effectiveness and efficiency of the implementation of anti-corruption policy. It is noted that the pursuit of quantitative indicators, however, as well as neglect of them, will inevitably form a public discourse about the organizational necessity / importance of the national system of anti-corruption institutions and the principles of anti-corruption policy.

The aim of the study was to identify possible ways to protect the rights of people who have lost their jobs due to the spread of COVID-19, and thus to analyze the effectiveness of international experience. The information in this article is obtained by three methods: direct observation, comparison, and analysis of the content of the documents. However, at the beginning of the pandemic, the regulation of guarantees and social protection of the rights of dismissed people was not enough. In the future, job seekers must learn the skills of the most popular professions and specialties: in the field of healthcare, in the field of digital technology and transportation. In turn, government programs should promote the reconversion of the most vulnerable groups in the labor market through free courses and online learning programs, and assistance in the employment of people with disabilities. It is concluded that, during the pandemic, most countries modified their labor regulations and provided labor subsidies to preserve jobs. However, during recovery after the pandemic, governments in all countries must change their approach.

Kampung Kota has been associated with slums due to its substandard living condition despite having different characteristics to slums. To improve the quality of life of Kampung Kota community; it is important to actively involve the community itself to transform Kampung Kota to better direction and to exercise the democracy within urban development. The research aims to understand in what ways the community has been involved, how the community perceived their involvement, how the community wish to be involved and in what ways community participation could be improved in transforming Mekarjaya and maximizing its social capital. The research was conducted using qualitative methodology and case study strategy. Interviews, observation and documentary evidences are used to collect the data and to validate the date by cross-checking every information using triangulation technique. The research finds that the community has not been actively involved in many programs and projects due to the nature of the government programs that support the funding. However, most of the people; whose voice are generally represented by the head of RT/RW (Community unit/neighbourhood unit); are far more eager and willingly contribute to the development if they have the platform to do so.

Pelayanan kesehatan yang berkualitas dan proposional menjadi dambaan bagi setiap rakyat Indonesia, oleh karenanya diperlukan komitmen dari pelaksana pemberi layanan khususnya rumah sakit dalam menunjang pelaksanaan program pemerintah melalui kartu Indonesia sehat. Tujuan penelitian ini untuk mengetahui kualitas pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat Makassar dan untuk mengetahui implementasi pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat Makassar. Pendekatan dalam penelitian ini menggunakan deskriptif kualitatif untuk menggambarkan dan menjelaskan fenomena yang terjadi. Hasil penelitian menunjukan bahwa kualitas pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat sudah berjalan dengan baik dan petugas administrasi maupun petugas medis dalam menjalankan tugas sudah cukup baik, sedangkan implementasi pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat Makassar secara umum sudah sesuai dengan Peraturan Daerah Provinsi Sulawesi Selatan tentang penyelenggara kesehatan dan tentang kerja sama penyelenggaraan pelayanan kesehatan gratis, dan Peraturan Presiden Nomor 64 Tahun 2020 tentang Jaminan Kesehatan Nasional. Hal tersebut tercermin dalam pelaksanaan pelayanan yang diberikan oleh RSUD Sayang Rakyat kepada pasien pengguna kartu Indonesia sehat yang tidak membedakan dengan pasien umum. The purpose of this study was to determine the quality of service based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital in Makassar and to determine the implementation of services based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital in Makassar. The approach in this study uses descriptive qualitative to describe and explain the phenomena that occur. The results showed that the quality of service based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital was running well and administrative and medical officers in carrying out their duties were quite good, while the implementation of services based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital. Makassar is generally in accordance with the South Sulawesi Provincial Regulation concerning health providers and regarding cooperation in providing free health services, and Presidential Regulation Number 64 of 2020 concerning National Health Insurance. This is reflected in the implementation of the services provided by the Sayang Rakyat Hospital to patients who use the healthy Indonesian card which do not distinguish them from general patients.

The article studies the construction of the state image of Mongolia and its peculiarities. Mongolia is a country undergoing social and cultural transformation that includes reevaluation of image strategies. State image is an international statement based on highlighting one’s original characteristics that make a country attractive to investors and international partners. At the same time, it should reflect real cultural practices and allow for advancing national interests. The present study deploys the methodology of case study, SWOT analysis, thematic analysis of connotations that form the external and internal image of Mongolia. The purpose of this article is to investigate the strategies of image construction in today’s Mongolia. The article is aimed to give a semantic vision of the external image of Mongolia by identifying the most common words and expressions that are used in media to describe modern Mongolia. The second objective was to lay out the problematic aspects of creating an image of Mongolia as a promising and growing country despite the fact that now it goes through a challenging period of its history. The third objective is to investigate the ways Mongolia attempts to address these problems. For this purpose, the authors analyze government programs set to form and establish a modern image of Mongolia. These programs include a variety of documents, such as the National Program for the Promotion of Mongolia Abroad and others. Another line of research included the analysis of the work on the inclusion of Mongolian natural and cultural heritage on the list of UNESCO World Heritage Sites. The novelty of the research comes from a unique perspective on the construction of state image of Mongolia as an ethnic and cultural brand from the point of view of marketing strategies. The authors conclude that building brand and image of Mongolia is based on the civilizational approach. This approach to re-evaluating and re-creating Mongolia’s image leads to combining opposite characteristics. The country is presented as both ancient and modern, traditional and responsive to change. Such combination of controversial aspects makes allows for implementing archaic elements into the discourse of the catch-up modernization resulting in a positive state image. Mongolia’s experience in making a new image shows the potential of equating national and ethnocultural identity.
