Dynamic Governance shown in this study aims to reveal various programs and activities within the scope of government that must always be oriented towards the public interest with the various challenges and anticipatory requests for Covid19 on the implementation of a new lifestyle policy in Pekanbaru City with policies, understanding the objectives that must be implemented. overall. This study aims to see the Dynamic Government of Pekanbaru City in Implementing the New Lifestyle Policy during the Covid19 pandemic. The method used in this research is a qualitative method based on the postpositivism or interpretive philosophy, used to examine the conditions of natural objects, where the researcher is the key instrument. This result is that government programs in overcoming Covid19 through the New Lifestyle policy, research have not answered existing problems so that they have not been able to produce and implement adaptive policies (adaptive policies) through the development of dynamic capabilities (including the ability to think ahead, think again, and think crosswise. ) in the process of implementing the New Lifestyle policy during the Covid pandemic19

Upstream oil and gas activities both searching up to oil and gas production are government programs where activities are regulated in legislation. Before drilling, to obtain oil and gas reserves, the need for land for drilling activities is a step that must be passed. Since the upstream oil and gas activities are government programs, the government guarantees the availability of land for such activities that can be classified into the public interest and set forth in Law No. 2 of 2012 on Land Procurement for Development for the Public Interest.               The formulation of the problem in this research is : How the stages of activities Land acquisition for the public interest PT.Pertamina EP - Paku Gajah Development Project?, What are the opportunities and impacts at each stage of the activity ? Land acquisition for public interest PT.Pertamina EP - Paku Gajah Development Project ?, and How is the mitigation effect of each stage of Land Acquisition activities for This research uses semi-quantitative descriptive method. The data collection tool used is questionnaire with liekert scale (1-5). The results of this study indicate that the stages of land acquisition for the public interest consists of planning, preparation, implementation, and delivery of results.

<span>This research aimed to find out the public perception of the use of financial technology (Fintech). The informant in this research is the citizen of Medan as a user fintech or not. Data collection techniques by using in-depth interviews to 10 informants with different ages and professions background. The analysis technique by using descriptive qualitative method that is useful to provide facts and data. The result shows that public perception toward the use of financial technology (fintech) includes attitude, interest, understanding, motivation, and expectation. Where attitude of society towards the use of fintech, providing support to the progress of financial technology innovation in Indonesia is very helpful for the community, while the public interest to use fintech has been proven from interviews 9 out of 10 respondents have been interested by using it. The society has understood the benefits and usage of fintech because using fintech is more efficient and effective than other financial services so that people are motivated to use fintech. The society hope to the organizers of fintech in order to provide socialization to the public and practicality in using the service, so that people who lack understanding of technology can use it easily.</span>

Abstract: Land Acquisition for Development in the Public Interest in Indonesia still often causes polemic, as is still often found in various mass media. The problem in the implementation of land aquisition is because the Law of the Republic of Indonesia Number 2 of 2012 concerning Land Aquisition for Development in the Public Interest, and the Presidential Regulation that follows it, has not rigidly stipulated the basis for determining the compensation value used to determine the compensation value. This research was conducted by making a comparison between ius constitutum and in concreto events in the field. Primary data in this study were obtained byinterviewing several sources in August 2017, which can be accounted for, while the secondary data were obtained byliterature studies. Based on the research, it is known that there is injustice in determining the value of compensation to the entitled parties. Seeing this, the author tried to describe the existing problems and provide solutions tailored to the situation and conditions in land aquisition in Indonesia. This was intended to actualize the value of social justice in the aquisition of land for development in the public interest in Indonesia.Intisari: Pengadaan Tanah bagi Pembangunan untuk Kepentingan Umum di Indonesia masih sering menimbulkan polemik, sebagaimana yang masih kerap ditemui dalam berbagai media massa. Permasalahan dalam pelaksanaan pengadaan tanah disebabkan karena Undang-Undang Republik Indonesia Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, serta Peraturan Presiden yang mengikutinya belum mengatur secara rigid tentang dasar penetapan nilai ganti kerugian yang digunakan untuk menetapkan nilai ganti kerugian. Kajian ini dilakukan dengan melakukan komparisi antara ius constitutum dengan peristiwa in concreto yang ada di lapangan. Data primer dalam kajian ini diperoleh dari hasil wawancara dari beberapa narasumber pada Agustus 2017 yang dapat dipertanggungjawabkan dan data sekunder dalam kajian ini diperoleh dari studi kepustakaan. Berdasarkan penelitian diketahui bahwa terdapat ketidakadilan dalam penetapan nilai ganti kerugian terhadap pihak-pihak yang berhak. Melihat hal tersebut penulis mencoba menguraikan permasalahan yang ada dan memberikan solusi yang disesuaikan dengan situasi dan kondisi dalam pengadaan tanah di Indonesia. Hal ini dimaksudkan untuk mengaktualisasikan nilai keadilan sosial dalam pengadaan tanah bagi pembangunan untuk kepentingan umum di Indonesia

Purpose – The purpose of this paper is to explore the disconnect between policy intent and policy implementation in relation to regional/local (sub-national) TV deliverables in South Africa between 1990 and 2011, and evaluate the impact of this disconnect in pursuit of public interest objectives. Design/methodology/approach – The article is based on a research case study in which data extracted from policy documents and interviews were qualitatively analysed via the Kingdon “policy streams” framework and the Feintuck and Varney public interest media regulation framework. Findings – It was found that ruptures in deliberative policymaking, and policy implementation missteps, undermined sub-national TV delivery and, in turn, undermined pursuit of the public interest. Originality/value – By combining a political science conceptual framework with a media policy conceptual framework, the article provides unique insights into South African TV policymaking in the early democratic era.

General objective of this study was to determine the effectiveness of activities done by Rafflesia Business Group at the North Bengkulu. And the specific purpose of this study was to determine the planning, implementation, efforts to increase its capabilities to the members in the group, infrastructure, and the evaluation of Business Group program. The method of this study was a qualitative method and the data collection techniques used was interview, observation and documentation. The subjects of this research was Rafflesia Business Group board consisted of Chairman, Secretary, Treasurer and Members. In order to prove the validity of the research, it was checked by using the triangulation of data sources, techniques and timing. Data were analyzed through three stages, which were data reduction, presentation and conclusion. The research found that the first, Rafflesia Business Group did not use specific standards in planning the program it was only seen from the public interest, the planning was done with the consensus of the members. Second, implementation, Rafflesia Business Group implemented the program in accordance with the initial plan that had been prepared in advance with the cooperation of members to achieve production. Third, the efforts to increase the member participation in the group, members of the business made another attempt at Business Group. But they were always working to improve Business Group program in order to create new innovations. Fourth, influence of infrastructure, KUBE Rafflesia had sufficient infrastructure and assist in achieving the results of Business Group’s program. Fifth evaluation, the evaluation was done associated with the planning done by the consensus of members, the implementation that was done matched with the advance planning in which the members were cooperated, the efforts to increased members participation in which they were always attempted to give new innovations for Business Group’s program, and the infrastructure supported in achieving the results of Business Group. Keywords: Effectiveness, Business Group, entrepreneurship

PARTISIPASI MASYARAKAT DALAM TRADISI PENOBATAN PEMANGKU ADAT DI DESA AIR TELUH KECAMATAN KUMUN DEBAI KOTA SUNGAI PENUH SANDRA DWI LANOVA[1] Program Studi Pendidikan Pancasila dan Kewarganegaraan FIS Universitas Negeri Padang Email: [email protected] ABSTRAK ( ENGLISH ) The aim of this study 1) describe peoples participation in coronation rite stockholder tradition. 2) describes obstacles in following coronation rite stockholder tradition. 3) describes the efforts undertaken by rite stockholder and peoples to increase participation in coronation rite stockholder tradition at Air Teluh village Kumun Debai districts Sungai Penuh city.This research uses descriptive qualitative method. The research informants are rite leaders, community leaders, village heads and also Air Teluh peoples.Technique of collecting data is done through observation, interview, and documentation. Test data validity using source triangulation. Data analysis techniques through the stages of reducing data, presenting data, and draw conclusions from the data obtained. The results showed that peoples participation in coronation rite stockholder at Air Teluh village Kumun Debai districts Sungai Penuh city is already available but not fully optimal. Forms of community participation in the form of donations, skills and personnel. Constraints faced by society in coronation tradition of rite stockholder is problem of non-attraction of peoples, limited time, and work that can not be left behind. Efforts made by rite stockholder by attracting the public interest that is to provide socialization, through mobile cars and announcements in the mosque, as well as adat stakeholders provide a warning to people who do not participate. Kata Kunci:Participation,Peoples ,Coronation rite stockholderv ABSTRAK Penelitian ini bertujuan 1) mendeskripsikan partisipasi masyarakat dalam tradisi penobatan pemangku adat. 2) mendeskripsikan kendala dalam mengikuti tradisi penobatan pemangku adat. 3) mendeskripsikan upaya yang dilakukan pemangku adat dan masyarakat untuk meningkatkan partisipasi dalam tradisi penobatan pemangku adat di Desa Air Teluh Kecamatan Kumun Debai Kota Sungai Penuh.Penelitian ini menggunakan metode kualitatif deskriptif. Informan penelitian adalah tokoh adat, tokoh masyarakat, kepala desa serta masyarakat Desa Air Teluh.Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Uji keabsahan data menggunakan triangulasi sumber. Teknik analisis data melalui tahapan mereduksi data, menyajikan data, dan menarik kesimpulan dari data yang diperoleh. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam tradisi penobatan pemangku di Desa Air Teluh Kecamatan Kumun Debai Kota Sungai Penuh sudah ada namun belum sepenuhnya optimal. Bentuk partisipasi yang dilakukan masyarakat dalam bentuk sumbangan, keahlian serta tenaga. Kendala yang dihadapi masyarakat dalam tradisi penobatan pemangku adat yaitu masalah ketidak tarikan masyarakat, waktu yang terbatas, dan pekerjaan yang tidak bisa ditinggalkan. Upaya yang dilakukan pemangku adat dengan menarik minat masyarakat yaitu memberikan sosialisasi, melalui mobil keliling dan pengumuman dimesjid, serta pemangku adat memberikan peringatan kepada masyarakat yang tidak ikut. Covid-19 as a pandemic phenomenon has been impacting global life since last year. Almost all countries in the world encounter crises in various sectors. One of the countries that succeeded in handling the Covid-19 cases is New Zealand. The success attracted many researchers to conduct a research to analyze the New Zealand Government's moves in handling the pandemic to take a lesson from it. Moreover, the pandemic is still not over yet. This research focuses on the public policy dimension from the government of New Zealand to handle the pandemic and has an objective to analyze the factors that contribute to the effectiveness of policy implementation from the government of New Zealand, using the policy implementation model from George C. Edwards. This research uses a qualitative method with a desk study as a means for collecting data. The result of this research is clear communication, adequate resources, and slight disposition are the factors that contribute to the success and effectiveness of policy implementation in New Zealand in order to handle the Covid-19 pandemic. However, the bureaucracy structure factor with the fragmentation of health institutions between national and local governments might have undermined that success.

The Covid19 pandemic that hit the world at the beginning of 2020 has paralyzed the economic sector.Tourism is the earliest sector affected, with the policy of large-scale social restrictions that make theTourism Industry suspended. Hospitality and travel businesses lost more than 50% of their income toalmost out of business. Breakthroughs and innovations are needed to stay afloat from covid hurricane19. This writing aims to find alternatives to re-increase public interest to return to safe tourismactivities without violating WHO health protocols. The method used is a qualitative method based onobservations and observations, the outcome of this activity is in the form of a prototype signage and atourism catalog that can be applied directly to the tourism industry. Conclusions while the tourismindustry can still be run as long as it can meet safe health protocols in the new normal approach

Sukuk and waqf become an important component and contribute for the development of a country. The evidence of the success of waqf is seen in their contribution to the public interest, therefore waqf institutions are required to achieve it. In realizing the goal of creating productive waqf instruments, BWI and several stakeholders have created the Cash Waqf Linked Sukuk (CWLS) isntrument. This aims to encourage the consolidation of Islamic social funds and provide a safe social-based investment space, so far CWLS has contributed to the health sector as happened in hospitals. Achmad Wardi Attack Banten. This instrument also has great potential to cover the state budget deficit in meeting the financing of state infrastructure development. This paper uses descriptive qualitative method with literature review. it tries to explore the Cash Waqf Linked Sukuk as a potential instrument that can contribute positively to social welfare in Indonesia.

The purpose of this research is to find out how far the introduction of Jakarta's traditional foods to the public through Instagram media. The background of this research is the number of foreign food and the trend of unique and foreign foods that enter Indonesia such as pasta, pasta is very common in Indonesia, even there are many variants of pasta, pasta is also easily found in various places to eat, even many coffeshop that sell pasta and other foreign foods, so that it causes Indonesian special food or Indonesian traditional food to be less frequently exposed and the lack of public interest in traditional and traditional foods. In writing this research uses descriptive qualitative method that focuses on the use of social media in the introduction of Jakarta's special foods to the public. The results obtained are comparisons of traditional and modern and international food.
