The paper evaluates the presence and content of traces of heavy metals Hg, Pb, Ni, Cd (total forms) from coal and solid combustion products, the degree of transfer and accessibility in the area of influence of a lignite power plant. The content of toxic heavy metals in residues are characterized by RE Meiji [ 1 (Pb and Hg) and REMeij �1 (Ni and Cd) for the filter ash. Pb and Ni content in the soil exceeds normal values, and Pb exceeds and alert value for sensitive soils around the residue deposit (70.20 mg.Kg-1). The degree of accessibility of the metals in plants (TF), reported at the Khan reference value (0.5), indicates a significant bioaccumulation level for the metals: Cd (1.9) and Hg (0.6) inside the deposit; Cd (0.39) at the base of the deposit, Hg (0.8) in the area of the thermal power plant. The trace levels of heavy metals analyzed by GFAAS and CVAAS (Hg), indicates a moderate risk potential for food safety and quality of life in the studied area.

The percentage of heat pumps used in thermal power plants (TPPs) in the fuel and energy balance is extremely low in in most countries. One of the reasons for this is the lack of a systematic approach to selecting and justifying the circuit solutions and equipment capacity. This article aims to develop a new method of calculating the maximum capacity of heat pumps. The method proposed in the article has elements of marginal analysis. It takes into account the limitation of heat pump capacity by break-even operation at electric power market (compensation of fuel expenses, connected with electric power production). In this case, the heat pump’s maximum allowable capacity depends on the electric capacity of TPP, electricity consumption for own needs, specific consumption of conditional fuel for electricity production, a ratio of prices for energy resources, and a conversion factor of heat pump. For TPP based on combined cycle gas turbine (CCGT) CCGT-450 with prices at the Russian energy resources markets at the level of 2019, when operating with the maximum heat load, the allowable heat pump capacity will be about 50 MW, and when operating with the minimum heat load—about 200 MW.

The quality of the environment as well as public health is convincingly coupled with the functioning of a power subsector. The power subsector plays a pivotal role in the sense that it emerges as the key cross-sectional element for the society’s functioning (production, services, healthcare, education and others). A modern society consists of infrastructure systems that are primarily dependent on continuous electricity supplies. Each and every element of the electric power infrastructure is unique, and thus, its malfunction can disrupt the functioning of an important part of the electric power infrastructure. In conjunction with ensuring the functioning of electric power infrastructure, our attention must be drawn to the resilience issue. As far as the resilience of electric power infrastructure is concerned, it can resist weather-related events ensuring there are no disruptions in continuous electricity supplies. First, in the introductory part, the article presents the legal framework in the Slovak Republic. Second, it describes the current state of the electric power infrastructure of Slovakia. Third, it handles the state of the level of security risk assessment. Later on, in the literature review, besides turning to the issue of resilience assessment, the authors focused on the area of resilience of power engineering. Furthermore, the article scrutinizes resilience assessment in Slovakia, and it briefly examines approaches towards natural threats. In addition, the article demonstrates several approaches towards flood resilience. Having used different methods, the primary concern is to devise a framework for resilience assessment. Therefore, the included case study examines aspects of the proposed framework for resilience assessment. In conclusion, our aim was, in most respects, to outline an innovative methodological framework for increasing the resilience of electricity infrastructure.

Subject. The study deals with heuristics as measures of the emotional impact of people who judge about the value and the final result of the valuation. I review ranges of the value variance when influenced by irrational factors. From psychological perspectives, some phenomena are explained with a set of heuristics that exist as part of behavioral finance. Objectives. Referring to the completed studies, I implement elements of behavioral finance, such as heuristics into the method for assessing how financial decision-makers and their emotions influence the value. Methods. The article is based on methods of induction and deduction to process survey results. Results. The article reveals the content of key methods for measuring emotions of financial decision-maker, which conclude on the value, being influenced by heuristics. I demonstrate tools for implementing psychological measurement methods as part of valuation. Conclusions and Relevance. Considering heuristics of value decision-makers, the appraiser and the cost analyst approximate the valuation result to the real conditions, when market actors are irrational. Doing so, they contribute to the quality of the result of appraisal. The findings are applicable to the practice of appraisers, cost analysts, fundamental analysts. Heuristics enrich and expands the classical apparatus of valuation and increases its quality.
