The main purpose of the 92/43/EEC Habitats Directive is to contribute to the conservation of biodiversity, understood as habitat types and species of the flora and fauna of the European Union. To achieve this goal, natural and semi-natural biodiversity as a whole must be recognized and included in its annexes. As for the conservation of biotopes, named habitat types, Italy is unfortunately lacking as it the Annex I does not include important ecosystems that are typical of its territory, rare for biogeographical reasons or threatened. Therefore, the opportunity to identify a first list of significant habitats for central Italy is discussed here. For each of the new proposed types (new habitats or new subtypes) a sheet has been prepared to highlight their salient characteristics. The new proposals concern seven habitat types and one subtype: sedge and reeds formations (Freshwater large sedge and reed beds), willow shrublands (Shrubby willow formations of river banks and fens), Apennine garrigues (Apennine hilly and montane garrigues), a new subtype of Annex I Habitat 6130 (Communities of herbaceous and dwarf shrub-suffrutescent plants of Italian ultramafic substrates), ancient olive groves ("Centuries-old olive groves" with evergreen Quercus spp. and arborescent matorral), secondary meadows (Italian submontane and montane pastured meadows dominated by Cynosurus cristatus), badlands (Pioneer halophilous and sub-halophilous communities of “calanchi” and “biancane” badlands) and hop-hornbeam woods (Italian-Balkan hop-hornbeam woods).

Since the beginning of the 1990s, monitoring of habitats has been a widespread tool to record and assess changes in habitat quality, for example due to land use change. Thus, Article 11 of the Habitats Directive (92/43/EEC) requires, inter alia, monitoring of the conservation status of habitat types listed in Annex I of the Habitats Directive, carried out by the Member States of the European Union (EU). This monitoring provides the foundation for the National Reports on the measures implemented and their effectiveness (Art. 17 Habitats Directive), which Member States have to submit to the European Commission every six years. Based on these requirements, Member States have developed different monitoring programmes or have adapted previously existing monitoring schemes to include relevant aspects of the Habitats Directive. The parameter ‘structure and functions’ is a key parameter for the assessment of the conservation status of habitat types as it provides information on the quality of the habitats. A standardised questionnaire was developed and sent to the competent authorities of Member States to compare and analyse the assessment methods of the quality of habitat types. Responses were received from 13 of the 28 Member States, while it was possible to include another Member State in the analysis by evaluating appropriate literature. The analysis revealed very different approaches and progress amongst the Member States in the development and implementation of monitoring programmes tailored to the reporting obligations of Article 17 of the Habitats Directive. Some Member States established a special standardised monitoring programme for Article 11 of the Habitats Directive, while others used data from already existing programmes (e.g. habitat mapping, large-scale forest inventories, landscape monitoring). Most Member States responding to the questionnaire use monitoring based on samples but the data collection, sample sizes and level of statistical certainty differ considerably. The same applies to the aggregation of data and the methods for the assessment of the parameter ‘structure and functions’. In contrast to the assessment of conservation status as part of the reporting obligations according to Article 17 of the Habitats Directive, no standardised EU guidelines exist for monitoring. The present study discusses differences in the monitoring programmes and evaluates them with regard to the objectives of comparable assessments of conservation status of habitat types in the National Reports of Member States or at a biogeographical level.

<p>The EUs Water Framework Directive, was adopted on October 2000, and it has been the basis for water management in all the EU countries since then (EU-WFD, 2000). According to the EUs-WFD, the use of groundwater bodies can be considered as sustaibale only when the portion of the overall recharge not needed by the ecology is abstracted (EU-WFD, 2000). Nonetheless, there are still cases where the implementation of the EUs-WFD faces challenges, and there is a need to better communicate the above message to water users. But how can we achieve this at a local scale?</p><p>In this work, we present the example of SW Messinia, Greece, an interlinked coastal-inland area in the Eastern Mediterranean region. In this case study, the water supply for all water uses (agriculture, tourism, domestic use) depends on groundwater resources which are also the main freshwater provider to a coastal wetland with high ecological and commercial value (Birds directive 2009/147/EC; Habitats Directive 92/43/EEC). Due to man-made interventions over the last 70 years, the wetland has passed the tipping point of being brackish (Maneas et al., 2019), and at present it is characterized as saline with hypersaline conditions for nearly 30% of the year (Manzoni et al., 2020). Unless freshwater inputs are enhanced by restoring hydrologic connectivity between the wetland and the surrounding freshwater bodies, salinity in the lagoon is expected to increase even more under future drier and warmer conditions (Manzoni et al., 2020). But how can we balance between societal and ecological groundwater needs, and how future decision making can get a broader acceptance by the society?</p><p>Under COASTAL EU project (COASTAL, 2019), we use System Dynamic (SD) models for communicating with local stakeholders towards improving land-sea interactions. In this work, we present a model which describes how inland groundwater abstraction has impacts to the wetland’s salinity. The model is used as a basis for a discussion with stakeholders and the co-creation of sustainable decision making with broader acceptance.</p><div>Literature<br><div> <p>EU WFD, 2000. Stephanopachyslinearis (Kugelann, 1792) belongs to the family of horned powderpost beetles (Bostrichidae), represented in the fauna of Europe by 29 native species. It is a characteristic element of the northern, boreal zone of the Palaearctic and alpine areas of central and southern Europe. This species as a rare beetle important for the European Union, has been placed in Annex II of the Habitats Directive, on the IUCN Red List of Threatened Species and European Red List of Saproxylic Beetles. S.linearis was described from Poland in 1792 and, after 220 years, again encountered in this country. The zoogeographical distribution is shown and elements of its biology and ecology are discussed.

Analizuojamos šioje srityje egzistuojančios teisinio reguliavimo ir praktinės problemos Lietuvoje. This article describes the purpose and the significance of the Natura 2000 (network of protected sites in the European Union) for the conservation of biodiversity, the stages of its creation, main requirements for the management of Natura 2000 sites. The article also analyses regulatory and practical problems in this field in Lithuania.

Three old specimens of <em>Stephanopachys</em> <em>linearis</em> (Kugelann, 1792) from NE Italy, Udine Province (Friuli-Venezia Giulia Region) are recorded. This is the first certain record of this species for Italy since the only previous records, from South Tyrol, were doubtful. This new record is of high conservation value, since this species is protected by the Habitats Directive in the European Union. Distributional and biological data on <em>S. linearis</em> are summarized and it is documented that the previous, doubtful literature records from South Tyrol are erroneous.
