Big Data and Innovation in the Delivery of Public Services

This chapter aims to discuss the role of Information and Communication Technologies (ICTs)—especially of the so-called Big Data—in the innovation of public service delivery. After reviewing the relevant literature on innovation and innovation diffusion in the public sector and the rise of Big Data, the chapter presents a narrative of the case of the adoption and implementation of predictive policing in Kent County Police, UK, as an instance of (early) application of Big Data in public sector organizations. On the whole, the analysis of the case suggests that past conditions and adoption strategies play an important role in the introduction and acceptance of innovative work practices that exploit the potential of contemporary ICTs.

Information pollution, which usually refers to the overabundance of irrelevant, unsolicited, unwanted messages, is a major cause of concern for practitioners and academic researchers. Advances in the information and communication technologies has proliferated the production of information. Consequently, people are suffering from information pollution. Information pollution has made it difficult for employees and individuals to find the quality information quickly and conveniently from diverse information sources including print and electronic sources. This chapter sheds light on the relevant literature of information pollution and analyzes its causes in the Industry 4.0 era and puts forward suggestions for tackling this problem. This chapter emphasizes the significance of concrete efforts from computer scientists, academic professionals, and information professionals to devise strategies and techniques for refuting the effects of information pollution.

In this paper, the authors discuss Internet of Things educational programs for universities. The authors' final goal is to provide a structure for a new educational course for Internet of Things and related areas such as Machine to Machine communications and Smart Cities. The Internet of Things skills are in high demands nowadays and, of course, Internet of Things models, as well as appropriate Big Data proceedings elements should have a place in the university courses. The purpose of the proposed educational course is to cover information and communication technologies used in Internet of Things systems and related areas, such as Smart Cities. The educational course proposed in this paper aims to introduce students to modern information and communication technologies and create the formation of competencies needed for such areas as Machine to Machine communications, Internet of Things, and Smart Cities. Also, the authors discuss Big Data issues for IoT course and explain the importance of data engineering.

Current revolutions with respect to big data affect people's everyday life more and more. New ways of living, communication, and knowledge sharing have been created under the smart city umbrella. Information and communication technologies (ICT) are used to improve urban services. Examples are car sharing, energy consumption, adaptive traffic management, etc. A closer look at these services reveals that data, produced and consumed by people (or automatically by devices), are the cornerstone for working and reliable urban services. For this, large volumes of data with a great variety have to be processed at a high velocity which is commonly known as big data. This chapter designs a secure, distributed, and reliable cloud-based reference architecture that logically separates confidential data and distributes them to various databases in different clouds. It increases the reliability of the distributed data with high-availability mechanisms to protect data against various threads (e.g., hackers, terrorists, data collecting companies, etc.).

Analytics (discover and communication of patterns, with significance, in data) of Big Data (basically characterized by large structured and unstructured data volumes, from a variety of sources, at high velocity - i.e., real-time data capture, storage, and analysis), through the use of Cloud Computing (a model of network computing) is becoming the new “ABC” of information and communication technologies (ICTs), with important effects for the generation of new firms and for the restructuring of those ones already established. However, as this chapter argues, successful application of these new ABC technologies and tools depends on two interrelated policy aspects: 1) the use of a proper model which could help one to approach the structure and dynamics of the firm, and, 2) how the complex trade-off between information technology (IT) and communication technology (CT) costs is handled within, between and beyond firms, organizations and institutions.

The aim of the chapter is to evaluate the citizens involvement in contemporary public administration, especially in the Czech Republic. New concepts of governance and management of public sector organizations enable providing new or improved public goods and services that better meet consumer´s needs. These concepts also represent reformed or new approaches to governance with increased citizen participation. Public administration responds to dynamic changes in information and communication technologies and their maturity and uses them in the framework of e-government. Thanks to the implementation of e-government, citizens have become more knowledgeable, able to participate in decision-making processes, thus automatically becoming co-producers of public goods or services. This approach to public good and service delivery describes modern public sector management theories as co-creation. Although co-creation is an entirely new concept in some countries, various forms of public participation are becoming increasingly important worldwide and can be expected to continue in the future.

The Smart City concept is being developed from a lot of different axes encompassing multiple areas of social and technical sciences. However, something that is common to all these approaches is the central role that the capacity of sharing information has. Hence, Information and Communication Technologies (ICT) are seen as key enablers for the transformation of urban regions into Smart Cities. Two of these technologies, namely Internet of Things and Big Data, have a predominant position among them. The capacity to “sense the city” and access all this information and provide added-value services based on knowledge derived from it are critical to achieving the Smart City vision. This paper reports on the specification and implementation of a software platform enabling the management and exposure of the large amount of information that is continuously generated by the IoT deployment in the city of Santander.

Although motivating electronic business (e-business) adoption and implemention by small- and medium-sized enterprises (SMEs) is endorsed by policies and initiatives introduced by the European Union (EU), a number of challenges arise as the result of a limited conceptual understanding of the relationship between SMEs and information and communication technologies (ICTs). Relatively little is known about how SMEs respond to the opportunities provided by ICTs, and even less is known about why and how small businesses use ICTs (Dixon, Thompson, & McAllister, 2002). In the first section of this critical review of the academic and government bodies of literature related to EU SMEs, e-business and policy initiatives and definitions of SMEs are explained, the unique characteristics of SMEs and entrepreneurial characteristics are outlined, and the case is made that there is a clear need for more comprehensive research on SMEs in the European Union. The second section concentrates on e-business. Many of the factors that compel organisations to adopt and implement innovation are pertinent to the adoption and implementation of e-business. These have hitherto largely been treated as separate bodies of literature, however. In this section, the benefits of e-business are explored, the factors that motivate or act as barriers to e-business adoption and implemention are outlined, and the organisational and management attributes that would seem to ensure the success of the innovation of adopting and implementing e-business are discussed. The third and penultimate section explores EU policy initiatives relevant to SMEs and to the promotion of e-business. The most wide-ranging and prominent initiatives directed at SMEs are examined here. The final section of the paper concludes with suggestions for further research.

There is great interest to use artificial intelligence (AI) technologies to improve government processes and public services. However, the adoption of technologies has often been challenging for public administrations. In this article, the adoption of AI in governmental organizations has been researched as a form of information and communication technologies (ICT)–enabled governance innovation in the public sector. Based on findings from three cases of AI adoption in public sector organizations, this article shows strong similarities between the antecedents identified in previous academic literature and the factors contributing to the use of AI in government. The adoption of AI in government does not solely rely on having high-quality data but is facilitated by numerous environmental, organizational, and other factors that are strictly intertwined among each other. To address the specific nature of AI in government and the complexity of its adoption in the public sector, we thus propose a framework to provide a comprehensive overview of the key factors contributing to the successful adoption of AI systems, going beyond the narrow focus on data, processing power, and algorithm development often highlighted in the mainstream AI literature and policy discourse.
