Emerging Information and Communication Technology Policy Framework for Africa

While emerging information and communications technologies (ICTs) offer possible solutions to some of the problems of applying ICTs in Africa, there are many challenges that have to be addressed in order to create an environment that is conducive for harnessing these technologies. This chapter, therefore, reviews emerging ICTs and their potential for application in leveraging Africa’s efforts towards meeting its development efforts. The Chapter highlights the digital divide barriers that may inhibit emergent ICTs in Africa. A review of current ICT policies of selected African countries indicates that the policies are geared towards application of ICTs other than their production. The review also reveals a lack of appreciation for emerging ICTs in Africa, both at the national as well as the sub-regional economic bloc levels. The chapter proposes policy frameworks for emerging ICTs for Africa that are necessary for creating an enabling environment for harnessing the emerging ICTs that will propel the continent into the 21st Century and beyond. The barriers to ICTs cut across many different issues. As such, they require multi-pronged policy approaches to address them. And that an emerging ICT environment must be anchored on a number of strategic policy frameworks including the legal, regulatory/administrative institutional framework, infrastructure, technology advocacy, financial, human resources, education and research frameworks. It concludes that Africa can prepare for its future by creating an appropriate environment for fostering the adoption and application of emerging technologies

Abstract Leading up to the Kenyan presidential elections of 2013, observers around the world were preoccupied by the potential for mass violence similar to that which erupted following the 2007 presidential election. Yet, the 2013 elections were largely unmarred by violence. A notable characteristic of the Kenyan 2013 elections was the use of information and communications technologies (ICT) in various public and private efforts to address the threat of violence related to the elections. In our exploration of how ICT contributed to the mitigation of election-related violence in the 2013 Kenyan elections, we find useful the models of violence as contagion and collective efficacy as essential for violence prevention.

Accompanied by growing literacy, information and communication technologies (ICT) have empowered states, organizations, but also – and perhaps most crucially – individuals, creating a more liberal and democratic environment. While also used as tools of social control, those technologies have often been used by revolutionaries and other agents of social change, aiding not only the surveillance state and for-profit organizations, but also individuals and non-state social actors, like social movements. In this paper I review literature on literacy and ICT, and, backed up by the results of a recent survey of international social movements, I conclude that at this pattern of empowerment, traceable throughout the human history, is continuing with the most recent information revolution.

RESUMENLas Tecnologías de Información y Comunicaciones se han desarrollado aceleradamente, dando paso al establecimiento de Sistemas de Información Gerencial, permitiendo una eficiente labor administrativa. El Ejército del Perú, como una de las principales Instituciones responsables de la Defensa Nacional y en cumplimiento de sus funciones, ha realizado grandes esfuerzos por una eficiente labor en la defensa externa e interna de nuestra Nación. Sin embargo, uno de los aspectos que no ha tenido en cuenta, es la modernización del abastecimiento, empleando las Tecnologías de Información y Comunicaciones, para un Sistema de Información Gerencial en el Ejército que le permita una eficiente labor en el marco del cumplimiento de su rol Constitucional. Con este estudio se pretendió generar aportes, que contribuyan a la solución de la problemática que se presenta en esta Institución. Para ello, se utilizó la metodología científica en el desarrollo de sus partes metodológicas, empleando el instrumento del cuestionario, el mismo que se aplicó a los integrantes del Comando Logístico del Ejército. El diseño de la investigación corresponde a un nivel descriptivo- correlacional y la metodología adoptada fue básicamente inductiva- deductiva.La investigación está concluida en todos los aspectos que responden a sus objetivos trazados, con el fin de que sirva como aporte tanto académico como profesional, tomándose como modelo para futuros trabajos. Por lo expuesto anteriormente, se vislumbró como propósito el establecimiento de un sistema de abastecimiento, empleando las Tecnologías de la Información y Comunicaciones en el Ejército del Perú y su incidencia en la Defensa Nacional. PALABRA CLAVE: Tecnologías de informacion y comunicaciones en la Defensa Nacional. ABSTRACTThe Information and Communications technologies have developed rapidly, allowing the establishment of Managerial Information Systems that enable efficient administrative work. The Army of Peru, as one of the main institutions upon which the National Defense rest, in fulfilling its functionshas made great efforts working efficiently on the internal and external defense of our nation. However,one aspect that has not been taken into consideration is the modernization of supply using the Information and Communications technologies for a Managerial Information System in the Army that allows for efficient work in the fulfillment of its constitutional role. The objective of this study was to generate inputs that contribute to the solution of the problematic presented in this institution.For this,the scientific methodology was used in the development of methodological parts using the instrument of the questionnaire,the same that was applied to members of the Army Logistics Command. The design of the investigation corresponds to a descriptive- correlational level, and the methodology used was basically inductive- deductive.The investigation is completed in all respects that meet their stated goals with the objective of being useful as a contribution to both academic and professional fields and being taken as a model for future work. According to what was stated above,the establishment of a supply system using technologies of information and communications in the Army of Peru with a significant impact in the national defense. KEY WORD: Technologies of information and communications in the National Defense.

In recent years, there has been a renewed interest in the involvement of citizens in all public affairs that is also extended to urban planning. Spanish Public Administrations have made important changes and progress trying to get urban and spatial planning closer to the citizen. Firstly, a significant effort has been made to generate knowledge services providing citizen access to urban planning information. Secondly, administrations try to involve citizens in urban planning through participation programmes by using the new channels that information and communication technology offers. This paper analyses different instruments and web-based participation systems implemented in Spain in order to check the result of these developments concluding that there is still a long considerable way to go since information and communications technologies offers a lot of options and tools to improve these processes.

The importance of information and communications technologies (ICTs) as powerful tools for socio-economic development is now widely acknowledged not only among large corporations but small business enterprises as well. However, for ICT to be effectively deployed as engines of economic development existing IT skills gap both in developed and developing countries must be addressed. The present study covers the library and information science (LIS) professionals of 90 management institutes of Tamil Nadu. The present study attempts to study the ICT skills of LIS professionals working in these institutes.

‘What positive and negative aspects are perceived of Information and Communications Technologies (ICT)?’ and ‘What dilemmas arise regarding these technologies?’ are the two questions addressed in this chapter. First of all, we have conducted a theoretical analysis comparing various ICT characteristic from two different perspectives: the positive and the negative ones of ICT. Secondly, we present the results in two work modules conducted in the Observation Laboratory of Technoethics for Adults (LOTA) project, already explained in the previous chapter, with an inference towards intervention.

In this chapter, the various ways technologies have exerted influence upon cultures and societies since the dawn of human existence is examined. Be it man-made fire, sharpened stone tools and weapons, or cave paintings, humans are always inventing “something” to sustain or improve their lives and/or livelihoods, and generally make their existence more tolerable – and comfortable. The culture surrounding and thus influenced by technological advances differs from traditional definitive criteria of groups. A technologically-influenced society and culture is identified by its populace's ability to access and use its defining technologies. Nowadays social communication and interactions often occur with others across cultures, continents and socioeconomic systems as constantly evolving information technologies emerge as communication tools. In order to understand the role of technology's influence on our societies, we must understand the historical significance of various information and communications technologies' influence on culture and how changes in our interactions and relationships across all groups have occurred as a result.
