Alignment With Sustainable Development Goals

There are diverse ways and concepts to align the development of smart cities with the UN Sustainable Development Goals (SDGs). This chapter is concerned with ways of making sure that any smart city transformation is aligned in full or in part with the SDGs to achieve sustainability. It outlines fundamentals that affect any plan of smart city development. After discussing basic commitments of smart city sustainability, such as the Aalborg and other commitments, the chapter proceeds to distinguish between horizontal, vertical alignment, and blended alignment with SDGs. Emphasis is placed on two relevant SDGs: Goal 11 and Goal 17. An accelerated policy of action is suggested (Smart Rush). Finally, the chapter addresses the modalities of enhancing innovation and participation in smart sustainable cities.

Abstract: The concept of sustainable development and the concept of smart city are two basic concepts of the modern world, created because of urban population growth, climate change, scarcity of resources and other changes and challenges. It can be said that these two concepts came about because of an innovative way of thinking about the crisis that society is in. To facilitate the adaptation of urban areas to new concepts that place emphasis on sustainability in an economic, environmental and social context, ISO has further a range of standards that are not only aligned with the UN Sustainable Development Goals but also the Smart Cities concept. The paper defines standards that cities need to adapt to, or whose requirements they need to meet to achieve sustainable development, and emphasizes the ISO 37120 standard, the first standard to propose a set of indicators for measuring and monitoring the success of Smart City initiatives. Sažetak: Koncept održivog razvoja i koncept pametnog grada dva su temeljna koncepta suvremenog svijeta, nastala kao posljedica rasta broja stanovnika urbanih područja, klimatskih promjena, oskudnosti resursa i ostalih promjena te izazova. Može se reći kako su ta dva koncepta nastala posljedično inovativnom načinu promišljanja o krizi u kojoj se društvo nalazi. Za lakšu prilagodbu urbanih područja novim konceptima, koji naglasak stavljaju na održivost u ekonomskom, ekološkom i socijalnom kontekstu, ISO na raspolaganje dalje niz normi, koje su ne samo usklađene s ciljevima održivog razvoja UN-a, već i konceptom Pametnih gradova. Kroz rad definiraju se norme kojima se gradovi trebaju prilagoditi, odnosno čije zahtjeve trebaju ispuniti, kako bi ostvarili održivi razvoj te se naglašava i norma ISO 37120, prva norma koja predlaže set indikatora za mjerenje i praćenje uspjeha Smart City inicijativa.

The concept of Sustainable development underlines the long lasting development of an economy by an efficient resource use fulfilling the economic, social and environmental aspects together. The SDGs by the UNDP focus  on 17 goals for all countries to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.The mission of Smart Cities in India is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development of the Mega cities, an indispensable outcome of the development process and urbanization implied in it. During the course of economic development over last 70 years in India, many cities have emerged as unsustainable and highly vulnerable to manmade calamities.This paper would elaborate on the details of Smart city project in India in the light of Sustainable development. The Smart cities mission though aims at sustainable development, this path is full of challenges along with some opportunities in disguise. This paper presents the conceptualisation of the City Data Plan, a data governance policy instrument intended to connect the production and use of urban data in a comprehensive and evolutive long-term strategy aligned with city development goals. The concept of the City Data Plan had been elaborated by taking into account current issues related to privacy and manipulation of data in smart city. The methodological approach adopted to define the nature of a City Data Plan is grounded on the conceptual and empirical parallelism with corporate data governance plans and general urban plans, respectively aimed to regulate decision-making powers and actions on data in enterprise contexts, and the interests of local stakeholders in the access and use of urban resources. The result of this analytic process is the formulation of the outline of a City Data Plan as a data governance policy instrument to support the iterative negotiation between the instances of data producers and data users for instantiating shared smart city visions. The conceptualisation of the City Data Plan includes a description of the multi-stakeholder organisational structures for the city data governance, cooperation protocols and decision areas, responsibilities assignments, components of the plan and its implementation mechanisms.

Artikel ini bertujuan untuk mendeskripsikan bagaimana kegiatan pengabdian memberikan manfaat bagi generasi muda, khususnya siswa tingkat SMA/MA sederajat dalam merespon masalah sampah di kota Pekanbaru. Bahwa masyarakat termasuk siswa belum memiliki cukup kesadaran terhadap Tujuan Pembangunan Berkelanjutan (SDGs) bila dikaitkan dengan masalah sampah merupakan alasan utama pelaksanaan kegiatan pengabdian ini. Kegiatan pengabdian dilaksanakan dalam bentuk pelatihan dan pemberdayaan yang melibatkan keaktifan peserta. Kegiatan ini telah menunjukkan beberapa hasil yang positif seperti pemahaman peserta terhadap masalah sampah di Kota Pekanbaru dan tujuan SDGs serta kesadaran terhadap peran dan kontribusi mereka dalam menciptakan lingkungan bebas sampah. Ini diharapkan dapat membantu mencapai dua dari tujuan SDGs yaitu; kota dan masyarakat yang berkelanjutan; dan konsumsi dan produksi yang bertanggungjawab dari pihak non-pemerintah.

The sustainable development goals are a set of 17 interlinked objectives set by United Nations General Assembly to achieve a better and sustainable future by 2030. The goals include Affordable and Clean Energy, Industry Innovation and Infrastructure, Sustainable Cities and Communities, and Responsible Consumption and Production. Currently, the industry sector is also transforming to a new paradigm called industry 4.0, which emphasizes the digitalization, interconnection, and intelligence in the frame of the internet of things, services, and people. Technological innovation, which requires interdisciplinary collaborations, is the key for industry and society to play active roles in both contributing to sustainable development goals and industry 4.0 context. The talk will discuss collaborative innovation involving universities, research organizations, large enterprises, SMEs and the government on both strategical and operative levels. It will present the strategy of triple helix innovation model and some collaboration research innovation projects that implement the model. The projects concentrate on the applications of data management and engineering methodologies such as knowledge graphs and machine learning in manufacturing, construction, and smart cities.

This paper explores walking and walkability in the smart city and makes a case for their centrality in the debate on the resilience and sustainability of smart cities, as outlined in the United Nations’ (UN) Sustainable Development Goals (SDGs). It is argued that, while the human/inhabitant-centric paradigm of urban development consolidates, and research on walking, walkability, and pedestrian satisfaction flourishes, the inroads of ICT render it necessary to reflect on these issues in the conceptually- and geographically-delimited space of the smart city. More importantly, it becomes imperative to make respective findings useful and usable for policymakers. To this end, by approaching walking and walkability through the lens of utility, the objective of this paper is to develop a conceptual framework in which the relevance of walking and walkability, hereafter referred to as w2, as a distinct subject of research in the smart cities debate is validated. This framework is then employed to construct a model of a composite w2smart city utility index. With the focus on the development of the conceptual framework, in which the w2 utility index is embedded, this paper constitutes the first conceptual step of the composite index development process. The value added of this paper is three-fold: First, the relevance of walking and walkability as a distinct subject of research in the realm of smart cities research is established. Second, a mismatch between end-users’ satisfaction derived from walking and their perception of walkability and the objective factors influencing walking and walkability is identified and conceptualized by referencing the concept of utility. Third, a model smart city w2 utility index is proposed as a diagnostic and prognostic tool that, in the subsequent stages of research and implementation, will prove useful for decisionmakers and other stakeholders involved in the process of managing smart cities.
