A Communication Platform for Group Decision Support System

In a group decision support system, the various decision-makers have their own information, constrains, decision strategies, preferences, and objectives which are generally not shared or communicated. This implies that the group decision process is distributed between the different entities implicated and impacted by various group members' characteristics. Solution to this problem is to find a decision that would be acceptable to all the decision-makers, following the necessity of a negotiation process that allows the elaboration of a common agreement for a group that faces a conflict on the decision to take. In the current study, the authors propose to establish a communication platform for a group decision support system (GDSS) based on web services, incorporating a multicriteria analysis methods and a negotiation protocol.

The proposed system operates on two main stages. First, decision-makers are in a different location away from each other. They must store their location in databases and invoke the appropriate web service. Second, in the case of negotiation between decision-makers, monotonic concession protocol will lead to an agreement using CONDORCET and BORDA voting methods.

This research focuses on the design and development of an interactive multi-criteria group decision support system (GDSS). This system comprises a set of agents communicating through messages. They aim to find an adequate area that can best address certain criteria among a set of variants (e.g. localization of new infrastructure, shopping mall, hospital, etc.). A GDSS is designed and relies mainly on the presentation of the territory through the functionalities of geographic information system (GIS), and the representation of the multiplicity and diversity of decision makers through the functionalities of a multi-agents system (MAS). Moreover, an argumentation-based negotiation protocol MAS module is provided. This approach is justified by the argumentative nature of the process by which participants justify their choices in order to reach a collective decision. This is achieved by exploiting the multi-criteria methods with an analytic hierarchy process (AHP) and Electre III.

The Group Decision Support System is a tool used to help group decision makers become faster and more objective. A case study at Serang Raya University is the selection of employees for promotion. The problem is the difficulty in determining which employees will be promoted to fill a certain position and spend a lot of time and how to do the calculation? The research methodology used is system analysis, and calculation of the Simple Additive Weighting (SAW) method. The criteria chosen are based on staffing policies. The decision makers involved were the dean of the faculty, the head of the staffing department and the university's rector. Simple Additive Weighting (SAW) can determine the weight value for each attribute, then proceed with the ranking process that will select the best alternative from a number of alternatives. The results are used to make it easier for users to choose the employees to choose for promotion. This system is expected to help speed up employee decision making to be promoted.

AbstrakSebagai  daerah yang rawan bencana dari tsunami, dan abrasi gelombang laut, dibutuhkan suatu lokasi yang layak untuk dapat dijadikan suatu daerah pemukiman untuk mendukung perkembangan perekonomian, sarana dan prasarana, serta sosial ekonomi di pemerintah kota Lhokseumawe. Oleh sebab itu, diperlukan penentuan kelayakan lokasi pemukiman yang layak untuk direkomendasi menjadi sebuah pemukiman yang akan dibangun. Sehingga perlu dilakukan evaluasi terhadap areal fisik pemukiman, sarana dan prasarana, dan sosial-ekonomi yang akan direkomendasi menjadi suatu lokasi pemukiman. Masukan dari masyarakat sangat dibutuhkan untuk mengetahui masalah lokasi yang akan direkomendasi menjadi sebuah pemukiman. Hal ini dilakukan agar pihak pengawas mengetahui dan dapat mengantisipasi masalah-masalah yang terjadi pada lokasi tersebut. Penerapan sistem pendukung keputusan kelompok atau Group Decision Support System (GDSS) yang dibuat menggunakan  metode VIKOR (Vlse Kriterijumska Optimizacija  Kompromisno Resenje in Serbia) dapat membantu para pengambil keputusan dalam melakukan perankingan nilai masing-masing alternatife solusi, entropy sebagai pembobotannya dari setiap kriteria.. Sementara metode Copeland score, sebagai salah satu metode voting yang tekniknya berdasarkan pengurangan frekwensi kemenangan dengan frekwensi kekalahan dari perbandingan berpasangan untuk melakukan voting terhadap solusi yang akan di ambil para decision maker. Kata kunci—  GDSS, Vikor, Entropy, Copeland Score, lokasi pemukiman.  AbstrakAs a disaster-prone areas of the tsunami, ocean waves and abrasion, it takes a decent location to be used as a residential area to support economic development, infrastructure, social and economic development of Regional Goverment of Lhokseumawe. Therefore, it is necessary to have feasibility determination of viable residential locations as recommendation to be a settlement. So it is necessary to evaluate the physical area of settlements, infrastructure, economic and social development that will be recommended to be a residential location. Public suggestion is needed to determine the problem locations to be recommended to a settlement. The application of group decision support systems or Group Decision Support System (GDSS) are made using the VIKOR method (Vlse Kriterijumska Optimizacija Kompromisno Resenje in Serbia) that is able to assist decision makers in the ranking value to each solution alternatives, entropy wih weigt for criterias, the method of Copeland score, as one method of voting is the technique by reducing the frequency of victory with the defeat of the comparison frequency pairs can be used to vote for a solution that will take the decision makers. Keyword— GDSS, Vikor, Copeland Score, Entropy, location determination.
