Open Access to Control on Quality of Service in Convergent Networks

This paper investigates the capabilities for open access to quality of service management in convergent networks. Based on the analysis of requirements for policy and charging control in Internet Protocol Multimedia Subsystem (IMS), functions for quality of service (QoS) management and charging that are available for third party applications are identified. The functionality of Open Service Access (OSA) and Parlay X interfaces is evaluated for support of dynamic QoS control, while an approach to development of OSA compliant application programming interfaces for QoS management in IMS networks is presented. The interface’s methods are mapped onto the messages of network control protocols such as Diameter and Session Initiation Protocol (SIP). Finally, aspects of interface implementation are discussed including behavior equivalence of state machines.

Based on the analysis of requirements for policy and charging control in the Evolved Packet Core, functions for quality of service (QoS) management and charging, available for third party applications, are identified. The functionality of Open Service Access (OSA) and Parlay X interfaces is evaluated for support of dynamic QoS control on user sessions. An approach to development of OSA-compliant application programming interfaces for QoS management in the Evolved Packet System is presented. The interface’s methods are mapped onto the messages of network control protocols. Aspects of interface implementation are discussed, including interface to protocol conversion.

The paper is dedicated to mechanisms for open access to resource management in the Internet Protocol (IP) multimedia networks. First we present the concept of IP Multimedia Subsystem (IMS) and explain the IMS functional architecture, principles of quality of service management and service control in IMS. Then we describe the idea behind the opening of network interfaces for third parties so that others besides the network operator can create and deploy services. Open Service Access (OSA) and Parlay appear to be the technologies for value-added service delivery in multimedia networks. In the paper we take a closer look to the Parlay/OSA interfaces that allow third party applications to access the resource management functions in IMS. OSA "Connectivity Manager" interfaces and OSA "Policy Management" interfaces are considered. Parlay X Web Services interfaces provide a higher level of abstraction than Parlay/OSA interfaces and gain an amazing amount of support among service developers. We address "Applicationdriven Quality of Service" Parlay X Web Service and "Policy" Parlay X Web Service also.


The introduction of cloud computing has revolutionized business and technology. Cloud computing has merged technology and business creating an almost indistinguishable framework. Cloud computing has utilized various techniques that have been vital in reshaping the way computers are used in business, IT, and education. Cloud computing has replaced the distributed system of using computing resources to a centralized system where resources are easily shared between user and organizations located in different geographical locations. Traditionally the resources are usually stored and managed by a third-party, but the process is usually transparent to the user. The new technology led to the introduction of various user needs such as to search the cloud and associated databases. The development of a selection system used to search the cloud such as in the case of ELECTRE IS and Skyline; this research will develop a system that will be used to manage and determine the quality of service constraints of these new systems with regards to networked cloud computing. The method applied will mimic the various selection system in JAVA and evaluate the Quality of service for multiple cloud services. The FogTorch search tool will be used for quality service management of three cloud services.

Abstract The paper investigates the capabilities for open access to resource management in multimedia networks through Parlay X Web Services. Resource management allows the network operator to provide Quality of Service (QoS) to user sessions and to apply advanced charging. The study is based on the analysis of Policy and Charging Control (PCC) functions defined for evolved packet systems The PCC comprises flow-based charging including charging control and online credit control, gating control, and Quality of Service Control (QoS) control. The required functionality for open access to QoS management and advanced charging is identified. Parlay X Web Services are evaluated for the support of PCC and some enhancements are suggested. Implementation aspects are discussed and Parlay X interfaces are mapped on IMS control protocols. Use Cases of Parlay X Web services for PCC are presented.

The advent and rise of broadband technologies and new applications and services have led to a complex heterogeneous scenario in which providing Quality of Service (QoS) has become a compelling issue. Furthermore, the competitive condition of the telecommunications environment has caused user’s perception of quality to become one of the most differential factors for service providers. Due to this fact, QoS must not only attend to specific technical metrics, but more important, QoS criteria should be defined to assure the level of quality to fulfil the users’ requirements. In this new context, the definition of effective user-oriented QoS management models and frameworks has become a matter of contention. This chapter aims to provide readers a comprehensive analysis of the entire significance of a user-centered approach for quality of service management. For this purpose, a review of the most important issues related to the subject is provided.
