In order to evaluate the effective of the hydrodynamic control of pumps and slice gates in plain river network on the water quality improvement, an optimal mathematic model of hydrodynamic controlling on the pumps and slice gates in plain river network was established by combining the water quality objective function and the cost objective function together. The cost function has been set as the main objective function, while the water quality objective function was simplified as the restrained condition for every required water quality index, through which the multi-objective optimization was transferred into a single-objective optimization. Then, this optimal model was solved by coupling the water environmental model with the hybrid genetic algorithm. The case study of Jiaxing river network shows that the proposed hydrodynamic controlling optimal model in this paper can develop the optimal water diversion scheme for water quality improvement and cut its cost. It works better compared to the traditional water quality objective function and can be used in the engineering practice.

The Lixiahe abdominal area is a representative plain river network in the lower reaches of the Huai River, being an upstream section of south-to-north water diversion from the Yangtze River in Jiangsu Province, China. The assessment of long-term water quality variation and the identification of probable causes can provide references for sustainable water resources management. Based on the monthly water quality data of 15 monitoring stations in the Lixiahe abdominal area, the periodic characteristics and tendency of water quality variation were studied by combining wavelet analysis, the Mann–Kendall trend test, and Sen’s slope estimator, and the correlation between water quality variation, water level, and water diversion was discussed with cross wavelet transform and wavelet coherence. The results show that the comprehensive water quality index (CWQI) included periodic fluctuations on multiple scales from 0.25 to 5 years. The CWQI of 7 out of 15 monitoring stations has a significant decreasing trend, indicating regional water quality improvement. The trend slope ranges from −0.071/yr to 0.007/yr, where −0.071/yr indicates the water quality improvement by one grade in 15 years. The spatial variation of water quality in the Lixiahe abdominal area was significant. The water quality of the main water diversion channels and its nearby rivers was significantly improved, while the improvement of other areas was not significant or even became worse due to the increasing discharge of pollutants. The CWQI of the main water diversion channels and its nearby rivers was inversely correlated with the amount of water diversion. The greater the amount of water diversion, the better the water quality. The water diversion from the Yangtze River has played an important role in improving the regional water environment.

Xuzhou is the hub city of the east route of China’s South-to-North Water Diversion (SNWD) project and implemented dozens of measures to ensure the water quality security of the water transmission line. In order to detect the effectiveness of water quality improvement measures, the monthly water quality data of five water quality parameters from 2005 to 2015 of six state-controlled monitoring sites in Xuzhou section were selected for analysis. The results showed that the water quality improved from 2.95 in 2005 to 2.74 in 2015, as assessed by the comprehensive water quality identification index (CWQII), and basically reached the Class III standards of China’s Environmental Quality Standard for Surface Water (GB3838-2002) from 2011 to 2015. The trend analysis showed that the decline of ammonia nitrogen (NH3-N) was the most obvious among the five water quality parameters. However, the concentrations of phosphorus (TP) showed significant upward trends at three sites. The positive abrupt change of time series of water quality occurred in 2009–2011. The identification of influencing factors of water quality changes by multivariate statistical methods found that the urbanization factor accompanied by a decrease in agricultural nonpoint source pollution emissions and the enhancement of wastewater treatment capacity, the closure of factories with substandard emissions and precipitation were the major influencing factors of most water quality parameters, which confirmed the effectiveness of measures for water quality improvement in Xuzhou.
