Based on the analysis of the low carbon transition of resource-based city faced obstacles, fully consider the characteristics of resources city, from the construction of the 8 low carbon economic development level of resource type city evaluation index system. From the vertical by calculating its comprehensive evaluation index fuzzy analytic hierarchy process, from the horizontal data envelopment analysis of low carbon economic development level between each resource type city, the longitudinal and transverse analysis results put forward specific proposals are evaluation of resource based city the development of low carbon economy.

Based on the principles of scientific, systematic, practicality, hierarchy, the paper constructs the evaluation index system of the Possibility of Low-carbon Economic Development, and determines the assessment of evaluation indexes applying the analytic hierarchy process (AHP), and builds the multi-objective linear weighted evaluation function model. Taking the Province of Zhejiang for example, the Possibility of Low-carbon Economic Development was evaluated. The results can be summarized as follows: The construction the evaluation index system of the Possibility of Low-carbon Economic Development is scientific and has a certain operability; The development of low-carbon economy in Zhejiang Province is potential, and the comprehensive evaluation has 4 levels; From certain aspects,such as the establishment and improvement of the low-carbon economy policy system,management system for carbon emissions and carbon exchanges,the introduction of foreign advanced low-carbon technologies,the promotion of low-carbon consumption and low-carbon lifestyle, measures can be taken to promote the development of a low- carbon economy in Zhejiang Province.

This paper starts from the analysis of the connotation of low-carbon economy, and establishes the evaluation index system of regional low-carbon economic development level. The main research content is to determine the index weight, judge the correlation degree and sort the decision-making units by entropy method, grey correlation analysis and TOPSIS method, and finally make a comprehensive evaluation of the low-carbon economic development level of Shandong Province. The conclusion shows that the development level of low-carbon economy in Shandong Province shows a good trend year by year, but the consumption dependence on high energy consumption resources and backward ecological benefits are increasingly becoming the bottleneck of the development of low-carbon economy in Shandong Province.

Atmospheric concentration of greenhouse gases rising, extreme weather phenomenon happened frequently, those triggered the research and practice of low-carbon economy worldwide. What is the low-carbon economy, how to examine a country have reached a low-carbon economy or not, what the difference among them, and what efforts they made. Unfortunately, those problems have not been a clear answer, and still do not have a comprehensive evaluation index system to comprehensively reflect the connotation and characteristics of the low-carbon economy. Therefore, based on low-carbon economy connotation and using hierarchical analysis method, this paper construct evaluation index system of low-carbon economy and development ability, which include 1 target layer, 5 standard layers and 19 index layers. And then, base on above index system, we also using hierarchical analysis method design a play table for expert, and put play table to 191 experts. According to the analysis results of play table, we assign weight to every indicator. Finally, this paper design evaluation model of low-carbon economy and development ability.

Facing climate change, developing low carbon economy has become an inevitable solution for China. This essay tries to establish the evaluation index system in five aspects, namely low carbon energy consuming level; low carbon technological level; economical developing level; social support level and natural environmental level.
