This study aims to examine the relationship between environmental regulation, technological innovation and the development of China’s marine fisheries. We make a theoretical overview of the relationship between environmental regulation, technological innovation and the development of marine fisheries. Using data from 10 coastal regions of China, we calculate the comprehensive development level of China’s marine fisheries in each region from 2009 to 2018 through the entropy method. Then, we use a double logit model to analyze the effects of environmental regulation and technological innovation on the development level of China’s marine fisheries, and further test the mediating effect of technological innovation. The results show that environmental regulations have a “U-shaped” effect on the development of China’s marine fisheries. Moreover, technological innovation is crucial in promoting the development of China’s marine fisheries. Further, we identify the mediating role of technological innovation, that is, environmental regulation affects the development of China’s marine fisheries by influencing technological innovation. These findings offer theoretical support for the development of China’s marine fisheries.

In the face of increasingly severe resource and environmental constraints, accelerating the transformation of agricultural green development through agricultural science and technology innovation is an effective measure to reduce agricultural pollution and improve agricultural production efficiency. From the perspective of multidimensional proximity, this paper expounds the mechanism of agricultural science and technology innovation on agricultural green development through spatial spillover from two perspectives: factor spillover path and product spillover path. Based on panel data of 30 provinces in China from 2006 to 2019, using the gray correlation analysis method, the level of agricultural green development in China was measured, and its spatial–temporal evolution trend was analyzed. The spatial economic matrix was selected as the spatial weight matrix, and the spatial econometric model was used to analyze the spatial spillover effect of agricultural science and technology innovation on agricultural green development. The results showed the following: (1) Agricultural green development had distinct spatial characteristics. The development level of green agriculture in eastern and northwestern China showed a trend of fluctuation decline, while that in southwest China showed a trend of fluctuation increase. The overall spatial distribution of green agriculture was high in the east and low in the west. (2) The spatial distribution of agricultural science, technological innovation and the agricultural green development level showed a significant positive global spatial autocorrelation, and the local spatial pattern characteristics of a number of provinces showed high-value agglomeration (HH), low-value agglomeration (LL), low-value collapse (LH) and high-value bulge (HL) as the auxiliary local spatial distribution. (3) Under the economic matrix, the improvement of the agricultural science and technology innovation level not only had a significant promoting effect on agricultural green development within each province but also promoted agricultural green development in neighboring provinces through positive spillover effects. This study provides insights that can help make up for the lack of regional agricultural science and technology investment, formulate scientific regional agricultural science and technology innovation policies and promote agricultural green development.

There is a global move toward being “carbon neutral”. Reducing the use of coal to generate power has become an inevitable choice for many countries when transforming their energy structures. Many countries have proposed phasing out coal. China is a major energy producing and consuming country and intends to reach a carbon peak by 2030 and become carbon neutral by 2060. China has repeatedly emphasized coal reduction, but has not explicitly proposed phasing out coal, due to the influence of local governments, coal-related enterprises, and the public. This paper explores whether China could declare a “coal phase-out”, and the possible reasons for doing so, by constructing an evolutionary game model with two correlations. MATLAB was used to simulate the model results to determine the effectiveness of the fractal results of the model, and the entropy method was used to calculate the development level of “coal phase-out” related indicators in China and Germany. The results show that: (1) The government can phase out coal only when coal-related enterprises and the public can benefit from reducing coal production and consumption. In addition, these benefits are needed to ensure stable economic and social development without affecting people’s daily lives; (2) The development level of relevant indicators of “coal retreat” in China is lower than that in Germany. Based on these results, it is concluded that it is difficult for China to announce a “coal phase-out” at present. Faced with this reality, China should improve the efficiency of coal use, install carbon capture and storage facilities, vigorously develop renewable energy and reduce the share of coal in the energy system.

The Beijing–Tianjin–Hebei urban agglomeration (BTH) is striving to realize the transformation process from a low-efficiency to a high-quality development mode; however, it still has problems regarding reducing energy consumption and ecological environment pressure. Based on panel data from 2013 to 2017, this paper proposes an evaluation index system based on BTH’s “environmental protection–industrial structure–urbanization” system. In the course of applying the coupling degree model (CDM) and the coupling coordination degree model (CCDM) with exploratory spatial data analysis (ESDA) methods, this paper discusses the spatiotemporal process, development level, and spatial agglomeration characteristics of the environmental protection–industrial structure–urbanization system in each city of the BTH area. The findings reveal that the coupling degree of the BTH system is gradually increasing, and that the development level of the BTH subsystem is unbalanced: the coupling coordination level of BTH shows a positive evolution process; however, it is in a stage of low-level collaborative development, and there are obvious differences in the level of BTH coupling coordination in space, revealing the convergence of low–high and high–low types. This paper concludes by putting forward the strategy of optimizing the regional spatial pattern of urban agglomeration and implementing integrated development in order to achieve the desired coupling and coordination effects.

Purpose This paper aims to build a scientific evaluation index system for regional low-carbon circular economic development. Taking Sichuan Province as the empirical research object, the paper evaluates its low-carbon circular economy (LCCE) development level and proposes policy recommendations for climate change improvement based on the evaluation results. Design/methodology/approach This paper, first, built an evaluation index system with 30 indicators within six subsystems, namely, economic development, social progress, energy consumption, low-carbon emissions, carbon sink capacity and environmental carrying capacity. Second, develop an “entropy weight-grey correlation” evaluation method. Finally, from a practical point of view, measure the development level of LCCE in Sichuan Province, China, from 2008 to 2018. Findings It was found that Sichuan LCCE development had a general downward trend from 2008 to 2012 and a steady upward trend from 2012 to 2018; however, the overall level was low. The main factors affecting the LCCE development are lagging energy consumption and environmental carrying capacity subsystem developments. Research limitations/implications This paper puts forward relevant suggestions for improving the development of a low-carbon economy and climate change for the reference of policymakers. Originality/value This paper built an evaluation index system with 30 indicators for regional low carbon circular economic development. The evaluation method of “entropy weight-grey correlation” is used to measure the development level of regional LCCE in Sichuan Province, China.

The relationship between financial system and economic development is not a simple linear relationship. In some cases, the development of finance may not improve the economic development level. This paper studies the influence of the financial system on the high-quality economic development, constructs the comprehensive index of the financial system by the factor analysis method, and calculates the green total factor productivity as the index of high-quality economic development by the CRS multiplier model. Empirically, this paper takes the panel data of 30 provinces, municipalities, and autonomous regions in China from 2005 to 2018 as samples, constructs the panel threshold model, and applies the financial system, economic development level, infrastructure, and industrial structure as threshold variables to study the nonlinear relationship between the financial system and high-quality economic development. The results demonstrate that the impact of the financial system on the high-quality economy presents an inverted U-shaped relationship when the financial system and industrial structure are the threshold variables, indicating that there is an optimal interval, that is, when the financial system threshold is between 0.1355 and 0.1377 and the industrial structure threshold is between 0.1364 and 0.1408, the financial system plays a greater role in the allocation of funds and has the most obvious positive impact on high-quality economic development. Meanwhile, the impact of the financial system on the high-quality shows a marginal decreasing trend when the economic development level and infrastructure are the threshold variables; when the economic development threshold is less than 0.1409 and the basic setting threshold is less than 0.1167, the financial system has the greatest effect on promoting high-quality economic development. Based on the research results, targeted policy suggestions are put forward.

The need to remotely control home appliances is an important aspect of home automation and is now receiving lot of attentions in the literature. The works so far are still at a development level making further research necessary. This article presents a framework for chatbot-controlled home appliance control system and was implemented by programming a Raspberry Pi using the Python language while the chatbot server was also implemented using a Node.js on JavaScript. The Raspberry Pi was connected to the chatbot server via Wi-Fi using a websockets protocol. The chatbot server is linked to Facebook Messenger using the Messenger Application Protocol Interface. Messages received at the chatbot server are analyzed with RasaNLU to classify the user's intention and extract necessary information which are sent over websocket to the connected Raspberry pi. The system was evaluated using control precision and percentage correct classification with both producing a significant level of acceptance. This work produced a Facebook Messenger chatbot-based framework capable of controlling Home Appliances remotely.

The establishment of national experimental teaching demonstration centers (NETDCs) in China has played an important role in improving the experimental teaching level in universities and colleges, promoting scientific research, and cultivating innovative talents for national- and region-level innovations. However, how to promote the sustainable development of NETDCs in China is becoming a critical issue. This paper constructs a new theoretical model for evaluating the sustainable development of NETDCs in China. This model consists of 5 dimensions (i.e., environmental, structural, human, teaching, and output entropies), 11 primary indicators, and 34 secondary indicators. A multidimensional scale for evaluating the sustainable development of NETDCs was developed and validated based on 24,483 questionnaires from 895 NETDCs in China. The results show that the development level and overall level of NETDCs in China for all 11 primary indicators are uneven. Policy measures for promoting the sustainable development of NETDCs are proposed and discussed.
