Lingering recollections of Pattani's proud tradition as an independent state were crystallized into a popular desire for the separation of the predominantly Malay Southern Provinces from Thailand, largely as a result of the aggressively nationalistic policies of Phibul Songkhram's wartime administration; when the war ended, widely circulated rumours encouraged Malays in the area to believe that the United Kingdom intended to annex the region to British Malaya as part of a peace settlement. Although this hope was dashed by the Agreement between the two countries of January 1, 1946, the idea of separation from Thailand continued to provide a goal towards which a variety of groups struggled by means ranging from polemics to sporadic acts of violence.

AbstractSince December 1997, the Democratic People’s Republic of Korea (DPRK), the People’s Republic of China (PRC), the Republic of Korea (ROK), and the United States have met in a series of talks aimed at promoting peace and stability on the Korean peninsula and in the region. According to a November 1998 U.S. Department of Defense report, the discussions have created a “diplomatic venue for reducing tensions and ultimately replacing the Armistice Agreement with a permanent peace settlement.”1 Amidst the tragic human suffering which has occurred in North Korea, there have been some encouraging developments on the peninsula. The 1994 Agreed Framework between the United States and North Korea placed international controls on North Korea’s atomic energy program and cautiously anticipated the normalization of U.S.-DPRK relations. Since assuming power in early 1998, South Korean President Kim Dae Jung has vigorously pursued a policy of engagement with P’yo¨ngyang, known as the “sunshine policy.” Over the past decade, North Korea has also reoriented its foreign policy. In the early 1990s, the regime’s social and economic crisis led to a rethinking of its autarkic economic system. By early 1994, the state had created new free trade zones and relatively open foreign investment laws.2 By complying with the Agreed Framework, the DPRK has also shown a willingness to work with the international community on sensitive issues affecting its internal sovereignty and ability to project power beyond its borders.

Education exchanges are a key element of public diplomacy for most countries that considered effective in that domain of foreign policy activities. Education exchanges are attributed an important role in the post-war peace settlement between Germany and France and in determining the outcome of the Cold war. Relevant aspects of public diplomacy remain key elements of foreign policy instruments of the US, Germany and many other countries. Russia has been increasingly active in public diplomacy in the past decade and the role of education exchanges has been increasing which is also demonstrated by a growing number of expert publications on the subject. However the strategy, the quality of organization and the use of modern technologies remain at a relatively low level which leads to an inefficient use of resources. Priority issues that can be a core of Russia's public diplomacy (and foreign policy in general). Moreover, systemic work would be required to evaluate efficiency of current and complete projects which would allow determine effectiveness of programs and appropriateness of resources used. Education exchanges need to be targeted at both bringing international students to Russia and assisting Russian students to study internationally and professors to teach abroad. Finally, international best practices show that there is a need to maintain connections with international exchanges alumni and assist them to maintain connections with each other including with the use of modern technologies.
