Expansion of data-driven research in the 21st century has posed challenges in the evolution of the international agreed framework of research ethics. The World Medical Association (WMA)’s Declaration of Helsinki (DoH) has provided ethical principles for medical research involving humans since 1964, with the last update in 2013. To complement the DoH, WMA issued the Declaration of Taipei (DoT) in 2016 to provide additional principles for health databases and biobanks. However, the ethical principles for secondary use of data or material obtained in research remain unclear. With such a perspective, the Working Group on Ethics (WGE) of the International Federation of Associations of Pharmaceutical Physicians and Pharmaceutical Medicine (IFAPP) suggests a closer scientific linkage in the DoH to the (Declaration of Taipei) DoT focusing specifically on areas that will facilitate data-driven research, and to further strengthen the protection of research participants.

Abstract Background The Tobacco Industry Interference (TII) Index evaluates the implementation of FCTC Article 5.3. The first edition of the Global TII Index was published in 2019, included 33 countries, and covered the years 2017-2018. A second edition, covering 2018-2019, is scheduled to be published in October 2020. This paper reports on findings of the Index for the UK, the changes observed between 2017 and 2020, and the resulting policy recommendations. Methods The UK Index was based on a questionnaire covering different forms of tobacco industry interference. Lower scores indicate better compliance with Article 5.3. In order to complete the questionnaire, an expert consultation was conducted with UK's leading tobacco control specialists. This was supplemented by a scoping review of academic literature, media websites, government websites, and the Tobacco Tactics resource. Results In the 2019 Index the UK has achieved the lowest score among 33 countries surveyed. Strengths of the UK system included the exclusion of TI from government bodies that set public health policy and from FCTC COP delegations; the obligation of the government to publish information on all meetings with TI; and guidelines stipulating that its diplomats must not engage on behalf of TI. Nevertheless, weaknesses were also identified; including only partial implementation of the above obligations, the absence of an effective lobbying register, and the ongoing involvement of parliamentary consultative bodies, individual politicians and political parties with TI and affiliated organisations. Discussion The change of government in the UK in 2019, the shifting policy framework resulting from Brexit, and the increasing use by the tobacco industry of third parties to access policymakers, bring new challenges to the maintenance of robust Article 5.3 compliance. The presentation will analyse how this has affected the change in the UK's performance between the 2019 and the 2020 Tobacco Industry Interference Index. Key messages The need to strengthen transparency regulations for policymakers. A need for continued monitoring against an agreed framework in the light of very fluid political developments.

The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. The accord succeeded at rolling back North Korea's nuclear program, but the regime secretly began enriching uranium when the LWR project fell behind schedule. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. A combiniation of political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework. Under this interpretation, the LWR project created a platform for important breakthroughs in U.S.-North Korean engagement by signaling a U.S. commitment to normalization, but its signaling function was undercut when the United States displaced the costs of LWR construction to its allies. The real challenge of proliferation crisis diplomacy is not to bribe or coerce target states into giving up nuclear weapons, but to credibly signal a U.S. commitment to the long-term political changes needed to make denuclearization possible.

Purpose The purpose of this paper is to provide evidence on the importance of cross-border cooperation in the quality assurance of transnational education (TNE) by offering a comparative overview of how TNE is quality assured by both sending and receiving countries. Through this comparative analysis, it will be possible to appreciate the diversity of approaches to TNE. The paper also shows that for the foreseeable future, progress towards effective and effiicient quality assurance of TNE cannot rest on the hope of developing an internationally agreed framework, but it must rest on strengthening cooperation between quality assurance agencies operating within different national frameworks. Design/methodology/approach This paper looks at four key sending countries of TNE, the UK, Australia, the USA and Germany, considering the main drivers for out-going TNE, its main features and how it is quality assured. It then considers the same aspects from the perspective of receiving countries of TNE, looking at four key receiving locations, China, Dubai, Singapore and Hong Kong. It also offers an overview of some recent international initiatives aimed at fostering cross-border cooperation in the quality assurance of TNE. Findings In the backdrop of this overview of different approaches to TNE, this paper will conclude that for the foreseeable future it is not possible to develop an internationally agreed view and approach to TNE and its quality assurance. This conclusion allows the author to focus on the importance of cross-border cooperation amongst quality assurance agencies in sending and receiving countries for the effective and efficient quality assurance of TNE. Originality/value This is the first comparative study of different countries’ approaches to TNE and its quality assurance, taking into account both sending and receiving countries. It allows pointing to the key different features in different countries’ approaches and illustrates how these often relate to the underlining national strategic priorities and drivers for TNE (either in-bound or out-bound). It also allows the international community to realise that in the absence of a viable shared and agreed international framework for the regulation and quality assurance of TNE, it is of paramount importance to focus efforts on inter-agency cross-border cooperation in order to ensure that TNE continues to be of good quality and relevant to the respective communities.

The cyclone vulnerability of women is much higher than men due to their poverty, social norms and marginal position in the social structure. Reducing women’s vulnerability is, therefore, imperative to improve the situation. However, the present practices of vulnerability assessment have several limitations. As an alternative, this study proposed and tested a weighted framework to assess the vulnerability in a quantitative form. The proposed framework considers 18 indicators carefully adapted from vulnerability literature. The indicator statuses were defined based on their vulnerability potentials and assigned an integer value. The higher the status value the greater the vulnerability potentials. The indicator’s status values were standardized, and their weights were estimated. The vulnerability scores for every indicator thereafter estimated by multiplying its status value by its weight. Finally, an individual’s vulnerability score was calculated by taking the average vulnerability scores of all the indicators. The framework was tested on 140 randomly selected cyclone-affected women from ten coastal villages of Bangladesh. The proposed scores-based vulnerability expresses the vulnerability status with an integer value easier to understand and allows spatial comparability. This framework could be improved further preferably through stakeholder consultations about the appropriateness of the indicators, indicator statuses, and their weights. An improved and well-agreed framework would assist in integrative policy formulation to reduce women’s vulnerability to cyclone disaster. Moreover, this approach could be adopted in vulnerability ranking/mapping for other disasters.

AbstractThe emergence of new nuclear aspirants has posed a great threat to the post-Cold War global non-proliferation regime. These states have adopted a nuclear hedging strategy that has been deemed both strategically risky and politically difficult to maintain. Yet, hedging has not automatically resulted in nuclearisation. We analyse the conditions under which a nuclear hedger shifts its nuclear policy towards one of restraint. Drawing insights from prospect theory, we argue that a nuclear policy shift occurs when a nuclear hedger gains an asymmetric leverage vis-à-vis its adversary. Specifically, a hedging strategy that is based on loss aversion will only be abandoned when a shift in the nuclear aspirant's reference point occurs during negotiations. To test our theoretical arguments, we conduct an in-depth case study of North Korea's nuclear policies throughout the 1990s and 2000s. The empirical study of the changes in North Korea's negotiating stance during the Agreed Framework negotiations and the Six-Party Talks supports our asymmetric leverage thesis. We conclude with broad policy implications for the non-proliferation regime.

Now that more than half of humanity lives in cities, urban greenspace and Urban Green Infrastructure (UGI) have never been more important. Although the health benefits and ecosystem services provided by urban greenspace are now widely appreciated, the potential for cities to provide refuges for native flora in general and threatened plants in particular, is not. The United Nations Sustainable Development Goals provide an internationally agreed framework for tackling the world’s greatest challenges including the biodiversity crisis, climate change and the need to make cities and human settlements inclusive, safe, resilient and sustainable. This article explores the opportunity provided by these Global Goals for botanic garden horticulture to make cities havens for endangered plants and better places for people to live in. It identifies botanic gardens as the only organisations with the potential to overcome the barriers to conservation in the city.
