“Wicked” social capital eludes institutional design: how poor mainland Chinese migrants coped with the Far East economic crisis

Russian-Chinese interaction in the Far East covers relations between the two largest world civilizations: Russia and China. One of its most important features is Chinese migration in the Russian Far Eastern (RFE) border region. This article analyzes the role and importance of Chinese migration as an integral component of the Sino-Russian cross-border interactions that has had varied effects over the past century and a half. Chinese migration is an indispensable condition for the emergence and development of cross-border practices in the RFE and the presence and economic activity of Chinese migrants ensures the continued development of forms of cross-border interaction and, in general, the dialogue between the cultures. To substantiate this thesis, systemic and historical-chronological methods are used to analyze a significant amount of factual and statistical material accumulated by historical research in the works of Russian and Chinese historians and social researchers.

The author was raised in rural Southern France. His passion for geography was revealed very early listening to his grandfathers African adventures or exploring the gorgeous surrounding nature. After graduating (maîtrise) in geography from the University of Montpellier-lll, and before teaching briefly in High School, a year of study abroad (USA) changed his life as he started to explore a different culture than his own and ended up writing his Ph. D (University of Paris-Sorbonne) on the new Asian immigrants in North America, living and experiencing both the Far West (Vancouver) and the Far East (Hong Kong). Therefore, analyzing different ways of life and of thinking through complete immersion has became a real passion for him and, after having recently discovered South America, he is willing to keep on interacting with the Other to fully understand the world on a global and multicultural level.

Показывается, что мировой комплексный резонансный экономический кризис приводит к необходимости изменения структуры региональной экономики. Рассматриваются первоочередные задачи преодоления экономического кризиса и возможности создания новой структуры экономики на основе эколого-экономического подхода с использованием стоимости человеческого капитала и макросистемной ренты. Th e article examines the prerequisites for the emergence and the possibility of forecasting the global economic crisis, its impact on the economy of the Far East and Primorsky Krai. It is shown that the global complex resonant economic crisis leads to the need to change the structure of the regional economy. Th e article considers the priority tasks of overcoming the economic crisis and the possibility of creating a new economic structure based on the ecological and economic approach using the cost of human capital and macrosystem rent.

The paper investigates cross-cultural differences across Russian regions using the methodology of G. Hofstede. First, it discusses the most common approaches in measuring culture and the application of the Hofstede methodology in subnational studies. It identifies the critical issues in measuring culture at the regional level and suggests several strategies to address them. Secondly, the paper introduces subregional data on individualism and uncertainty avoidance using a survey of students across 27 Russian universities. The data allow to establish geographical patterns of individualism in Russia. It is demonstrated that collectivism is most prevalent in the Volga region, while individualism characteristic becomes stronger towards the Far East. The findings are robust to the inclusion of various controls and different specifications of the regression model. Finally, the paper provides a discussion about the potential of applying the sociocultural approach in economics.
