This article deals with the theme of Global Environmental Governance to the achievement of Environmental Justice, presenting as general objective to analyze the importance of the first in its public, business and civil society spheres for the regulation and guarantee of the second. Noting up at the end that the Environmental Justice, as a common humanitarian problem, presents itself as the main objective of Global Environmental Governance. In the methodology was adopted the inductive method, having been applied the techniques of the referent, category, operational concepts, bibliographical research and file.

In line with a critical theoretical perspective, which sees global environmental governance as embedded in the wider neoliberal global political economy, this article argues that accounts of global environmental governance grounded in orthodox International Relations lack an analysis of agency and power relations. This is particularly visible in the problematic assertion that global civil society—where social movements are said to be located—presents a democratizing force for global environmental governance. Through a critical conceptualization of agency the article analyzes social movements (including NGOs) and the challenges to global environmental governance, with an illustration of movements campaigning against toxic waste. It suggests that the potentiality of radical social movement agency is best understood through a neo-Gramscian approach, which identifies global civil society as simultaneously a site for the maintenance of, as well as challenges to, hegemony. It explores the extent to which global social movements constitute a counter-hegemonic challenge.

ABSTRACT Food has been one of the most debated and contested discourses in recent global environmental governance without this fact being reflected, however, in management and organizational studies (MOS). In this paper, we analyze the different positions taken in relation to the transnational agri-food system by the state sector, the private sector and civil society actors and we map key differences and similarities in the discourses of these groups at the influential 2012 Rio+20 Conference. Using neo-Gramscian discourse theory, we uncover the different politico-economic interests that exist and show how these different actors deal with the agri-food system. We demonstrate that international NGOs and grassroots social movements are very diverse in how they approach the question of food security, which in turn is reflected in how they vary in their approach to doing politics. This analysis contributes to our understanding of how hegemony is organized, highlighting the important role of different civil society actors in either maintaining or resisting hegemonic approaches to the transnational agri-food system.

New partnerships between governments, private companies, and nongovernmental organizations (NGOs) are reshaping global environmental governance. In particular, there has been a rise of voluntary sustainability standards in an attempt to manage social and environmental impacts of global supply chains. We analyze the large spectrum of interactions between private, public, and civil society actors around voluntary sustainability standards, primarily for tropical agriculture and forestry. This review uncovers a policy ecosystem dominated by a proliferation of standards that complement, substitute, or compete against each other, with coordination mechanisms beginning to arise. Contrary to widely held views, interactions between governments, NGOs, and private companies surrounding the adoption of sustainable practices are not generally antagonistic, and public and private environmental governance regimes rarely operate independently. The influence of these interactions on the effectiveness of sustainability standards needs more attention. Better understanding how private regulations interact with the policy ecosystem will help design more effective interventions.
