Contemporary political regimes in Venezuela and Bolivia led by late Hugo Châvez (now by his successor Nicolas Maduro) and Evo Morales are considered by foreign and Russian scholars as part of the third wave of populism. In the 20th century Latin America already witnessed two waves of populism which coincided with significant political transitions, namely a transition from oligarchy to mass politics accompanied by implementation of import substitution industrialization policies, and a transition from authoritarian rule to democracy during the third wave of democratization which triggered neoliberal reforms inspired by Washington Consensus. This article presents common characteristics of Latin American populist regimes that emerged in different historical periods which help identify the origins as well as distinctive features of Venezuelan and Bolivian political regimes. It is stated that the Châvez and Morales left populist regimes resemble classic populist regimes in that they rely on incendiary anti-establishment discourse. Therefore, left populist regimes are characterized by high levels of polarization as well as weak institutionalization and class or indigenous orientation. Election of left populist leaders may lead to institutional deadlock, uneven playing field and transition to competitive authoritarianism.

We develop a theory of political transitions inspired by the experiences of Western Europe and Latin America. Nondemocratic societies are controlled by a rich elite. The initially disenfranchised poor can contest power by threatening revolution, especially when the opportunity cost is low, for example, during recessions. The threat of revolution may force the elite to democratize. Democracy may not consolidate because it is redistributive, and so gives the elite an incentive to mount a coup. Highly unequal societies are less likely to consolidate democracy, and may end up oscillating between regimes and suffer substantial fiscal volatility. (JEL D72, D74, O15, P16)

MOST OF WHAT WE KNOW ABOUT THE ROLE OF POLITICAL pacts and pact-making in developing democracy is based on transitions from exclusionary authoritarian regimes in Europe and Latin American. This is not surprising; most political pacts have been concluded in Europe and Latin America, as political and economic elites have attempted to extricate themselves from the ruins of war or the reigns of tyrants. Increasingly, however, pacts have been used elsewhere as devices to mark political transitions of other kinds. In the Arab world, for example, the ultimately unhappy fate of Lebanon's 1943 National Pact, which provided the framework of a transition to independence, did not deter pact-makers in Tunisia in 1988 from using the device in what they hoped would be a transition from a single-party regime to a more pluralist democracy.

In 1979, over two-thirds of Latin America's people were living under military rule. By 1993, however, not a single military regime remained in Central or South America or the Spanish-speaking Caribbean. Elected presidents (even if former generals, as in the case of Paraguay's first post-Stroessner government) and legislatures replaced military dictators and juntas. Foreign observers certified the “fairness” of elections in Ecuador, Peru, Chile, Honduras, El Salvador, Nicaragua, Guatemala, and Paraguay — even when outgoing military regimes permitted elections only after certain parties or candidates had been excluded from participation. Political parties and opponents of incumbent governments operated openly. Media censorship declined, and fewer cases of politically-motivated abuses of human rights were reported. “Democratization” seemed to be underway.

AbstractUsing interviews with former militants and previously unpublished documents, this article traces the genesis and internal dynamics of the Ejército Revolucionario del Pueblo (People's Revolutionary Army, ERP) in El Salvador during the early years of its existence (1970–6). This period was marked by the inability of the ERP to maintain internal coherence or any consensus on revolutionary strategy, which led to a series of splits and internal fights over control of the organisation. The evidence marshalled in this case study sheds new light on the origins of the armed Salvadorean Left and thus contributes to a wider understanding of the processes of formation and internal dynamics of armed left-wing groups that emerged from the 1960s onwards in Latin America.
