The chapter introduces the cross-national comparative material offered by the qualitative interviews conducted in the EUMEAN survey. Building on Juan Díez Medrano’s study (2003) of how Europe is framed differently by Germans, Spanish and British, the chapter focuses on the discussions about mobility and cross-border experiences of residents of the five West European countries in EUCROSS (i.e., also adding Denmark and Italy in comparative terms). Taking the confident identities of Danes in Europe as its reference point, it contrasts the less experienced but sometimes more idealist points of view of Spanish and Italians, with the more doubtful voices of Germans and British. Tensions in their cross-border relations also surface, particularly between the privileged North-West of the continent and the South.

ResumenDesde principios de los años noventa gracias al desarrollo de la cooperación transfronteriza en Europa, en especial a través de la implantación de los programas INTERREG en 1990 y la introducción del policentrismo en la agenda de la planificación urbana y territorial con la publicación de la Estrategia Territorial Europea en 1999, las redes de ciudades transfronterizas europeas han experimentado un impulso para la mitigación de las dificultades propias de los espacios fronterizos. El principal objetivo de este estudio es poner en valor el potencial de la complementariedad como estrategia para el desarrollo de las redes de ciudades transfronterizas intraeuropeas. La metodología inductiva puesta en práctica analiza las complementariedades en los ámbitos económico-empresarial, de los servicios públicos y las infraestructuras de transporte en la red de ciudades transfronterizas de la Eurociudad Vasca Bayona (Francia)-San Sebastián (España). Analiza los distintos tipos de complementariedades, identifica las barreras y facilitadores para su implantación y clasifica los beneficios alcanzados, para concluir con las condiciones necesarias para el desarrollo de redes de complementariedad en ámbitos territoriales transfronterizos. Palabras claveComplementariedad, cooperación transfronteriza, INTERREG, policentrismoAbstractSince the early nineties due to the development of cross-border cooperation in Europe, especially through the implementation of INTERREG programs in 1990 and the introduction of polycentrism in the urban and regional planning agenda with the publication of the European Spatial Development Perspective in 1999, cross-border city networks have experienced a boost to mitigate the difficulties of border areas. The main objective of this study is to highlight the potential of complementarity as a strategy for the development of intra-European cross-border city networks. Inductive methodology analyzes the complementarities in economic, transport infrastructures and public service areas within de Bayonne (France)-San Sebastian (Spain) Basque Eurocity cross-border city network. After analyzing different types of complementarities, identifying barriers and facilitators for their implementation and classification of benefits achieved, the study concludes with the description of the necessary conditions for the development of complementary cross-border city networks in cross-border territories.
