AbstractThis article looks at the role of the Party of European Socialists (PES) in its attempts to shape social democratic parties in Central and Eastern Europe (CEE) towards a West European norm. It discusses how existing views in the academic literature on the role of transnational parties are inadequate. We argue that the PES did not play a key role in encouraging the establishment and development of parties in the CEE states from the 2004 enlargement in the early stages of accession. We contend that the overall influence of party federations has been limited, and that these limitations were as much in evidence before enlargement took place as they were afterwards.

The paper explores how companies from Central and Eastern Europe adopt assurance practices to provide accountability for sustainability. Drawing on modified coding rules from prior research, a conventional content analysis of 36 assurance statements companies from nine countries was conducted. The results imply differences in the content of reports, processes, and implementation of the standards. Exclusively large and multinational enterprises from the energy sectors domiciled in Poland and Hungary are a typical portrait of a company from the study’s sample, striving to issue and assure sustainability reporting. Of the nine countries represented in the study, sustainability assurance statements of companies from Poland, Hungary, and Romania tend to excel in terms of quality. The vast majority of assurance providers belong to the Big Four, who use ISAE3000 as opposed to AA1100AS. Yet, irrespective of the assurance provider type, stakeholders are neglected. It is argued that just transferring the experience of financial auditing to the field of sustainability, which, by and large, has taken place, is not an option. Authors state that following this route, we are heading in the wrong direction, and in technical terms, the wider proliferation of AA1100AS and its principles, with greater emphasis on reasonable assurance as opposed to the limited and enhanced role of stakeholders, are vital to get back on track. The paper contributes to the emerging literature on accountability standards and stresses the need to enhance sustainability-related assurance.

Abstract Over the past two decades the cities in Central and Eastern Europe have witnessed a wide-ranging transformation in many aspects. The introduction of a market-oriented economy after half a century of socialism has brought about deep social, economic, cultural and political changes. The first stage of the changes, the 1990s, involved the patching up of structural holes left by the previous system. The post-socialist city had to face challenges of the future while carrying the ballast of the past. Rapid progress in catching up with the West transformed the city a great deal. Later on, the advent of the 21st century brought a new wave of development processes based, among other things, on creativity and innovation. Hence our contribution aims to explore the role of creativity and creative industries in the post-socialist urban transformation. The article consists of three basic parts. In the first we present the concept of a ‘creative post-socialist city’ and define the position of creative industries in it. We also indicate some similarities to and differences from the West European approaches to this issue. In the second part, examples from Central and Eastern Europe are used in an attempt to elucidate the concept of a ‘creative post-socialist city’ by identifying some basic features of creative actions /processes as well as a creative environment, both exogenous and endogenous. The former is embedded in different local networks, both formal (institutionalised) and informal, whereas the structure of the latter is strongly path-dependent. In the third part we critically discuss the role of local policies on the development of creative industries, pointing out some of their shortcomings and drawing up recommendations for future policy measures.

What explains national variation in the implementation of EU Cohesion Policy, in particular when it comes to the role of regions in Structural Funds management? This is an important question because, as some scholars have claimed, Cohesion Policy has the potential to empower regions and promote regionalization in Europe. Particularly in the new CEE member states, where relations between central and subnational authorities often remain unsettled or in a state of flux, the ability of regional authorities to exercise a substantial role in Cohesion Policy implementation could significantly impact intergovernmental relations and the balance of power between the central state and regions. This article examines this question in the case of one CEE member state, the Czech Republic, where the role of regions in Structural Funds management has been a particularly contentious issue over the course of three programming periods beginning in 2004. The article argues that the standard explanation in the literature for variation in Cohesion Policy implementation—national constitutional arrangements and governmental traditions—cannot explain the change of implementation systems in the Czech Republic because these remained constant over the three programming periods under investigation. Instead, the Czech case suggests the primary importance of regional administrative capacity and performance as a factor affecting Cohesion Policy implementation, while domestic politics and EU-level influences play important though secondary roles.

This chapter focuses on Central and Eastern European (CEE) member states of the EU, and how they positioned themselves in the new constellation of conflicts within the EU in the aftermath of the multiple crisis. It deals mainly with the Visegrad Group (V4) and explores its ‘repositioning’ in regard to two crisis-ridden policy fields of the EU: controversies about the rule of law and the refugee crisis. With regard to the former issue, the chapter discusses Poland as the most prominent case among the CEE countries. Against this background, it highlights two specific aspects of domestic politics: the memory games that the V4 countries play with their past and the Euroscepticism of government circles as well as a broader public.
