Globalisation of Innovations: India’s S&T Cooperation Policy Towards the Developing Countries

Cooperation for development is a mechanism of solving problems, which appear in contemporary world. The concept of soft power is determined by the interest of developed countries to maintain peace at international level, and development for cooperation allows this indispensable thing to develop democracy and economies of the developing countries. At international level, there is an anarchic state of things, messy and Hobbesian, where states as main actors of international relations act in a Machiavellian way, guided by their egoistic interest, determined by the fear of territorial integrity threat. In this study, we define the particularities of cooperation policy for development; outline the hidden aspects of foreign policy of big powers, whose available force imposes rules and laws at international level. Eastern Partnership states benefit from several programs of cooperation policy for development, that is why it is extremely important for their leaders to learn all the aspects this phenomenon. Article 179 EC The European Parliament and the Council, acting in accordance with the ordinary legislative procedure, shall adopt the measures necessary for the implementation of development cooperation policy, which may relate to multiannual cooperation programmes with developing countries or programmes with a thematic approach.
