E-commerce is one of the best current trade because it contains many advantages and ease of traditional trade, especially at the time of the current pandemic. Therefore, most governmental and private institutions are trying to electronic transformation as soon as possible to stay on the commercial scene. Among these institutions is the Al Somhan Used Cars Exhibition. Therefore, this research paper will discuss the process of design and implementation of an online auction site for the Al Somahan Used Cars Exhibition. First, there will be a study and strategies on the transition from the traditional auction to the electronic auction, and what are the strategies for the technology that will be used in this transformation. Some comparisons will be made between online auctions such as eBay, Amazon, Copart ... and others. The paper will also contain some advantages and disadvantages in the online auction, the most important of which are security and fraud. The website design method will also be explained using the Visual Studio program. Also, the researcher will insert some diagrams, such as the use case diagram, class diagram, ERD...etc. Now a day people like to use their mobile phone too much so the mobile phone application will be design and implement to make life easy for the customers.

Most research on global governance has focused either on theoretical accounts of the overall phenomenon or on empirical studies of distinct institutions that serve to solve particular governance challenges. In this article we analyze instead “governance architectures,” defined as the overarching system of public and private institutions, principles, norms, regulations, decision-making procedures and organizations that are valid or active in a given issue area of world politics. We focus on one aspect that is turning into a major source of concern for scholars and policy-makers alike: the “fragmentation” of governance architectures in important policy domains. The article offers a typology of different degrees of fragmentation, which we describe as synergistic, cooperative, and conflictive fragmentation. We then systematically assess alternative hypotheses over the relative advantages and disadvantages of different degrees of fragmentation. We argue that moderate degrees of fragmentation may entail both significant costs and benefits, while higher degrees of fragmentation are likely to decrease the overall performance of a governance architecture. The article concludes with policy options on how high degrees of fragmentation could be reduced. Fragmentation is prevalent in particular in the current governance of climate change, which we have hence chosen as illustration for our discussion.

AbstractEach day, a countless number of items is sold through online auction sites such as eBay and Ricardo. Though abuse is being reported more and more, transactions seem to be relatively hassle free. A possible explanation for this phenomenon is that the sites’ reputation mechanisms prevent opportunistic behavior. To analyze this issue, we first summarize and extend the mechanisms that affect the probability of sale of an item and its price. We then try to replicate the results as found in four recent papers on online auctions. Our analyses reveal that (1) it makes sense to differentiate between ‘power sellers’ and the less regular users, (2) there are variables that have an effect on sales that are often not controlled for, (3) one should carefully consider how reputation is operationalized, ( 4) neglecting heteroscedastidty in the data can have serious consequences, and (5) there is some support indicating that effects differ across auction sites.
