A consequence of the high concentrations of the population in big cities is the growth in the amount of municipal waste generated. This has resulted in an accelerating need for developing as efficient a municipal waste management system as possible on a local level, based on legal requirements and the rules of good conduct within this field. The city of Belgrade is used as a case study for analyzing the existing problem of waste management (based on the Waste Management Plan), system elements and operational performances (special waste disposal), and the possibilities for improving the system by contemporary technical and managerial solutions. This is especially analyzed on the basis of provisions and obligations stipulated in the recently signed PPP contract on public-private partnership (PPP). In this paper, the author discusses possible comprehensive improvements of the municipal waste management system based on the obligations of the signatories of the said contract.

In Russia, the problem of garbage is very acute, but only in recent years attempts have been made to solve it. One of the directions is the systematization of the industry and the transfer of responsibility for the removal, sorting and disposal of garbage to regional operators. The compensation mechanism for the costs of such companies involves the establishment of a tariff for municipal services for the treatment of MSW. Setting a tariff that would cover all the costs of regional operators and at the same time be accessible to the public is not an easy task, especially since it should also provide for investment costs for the development of the industry. One of the ways to reduce the tariff is digitalization. The experience of using modern digital solutions shows that they can not only improve the quality of services provided, but also reduce costs, which will have a positive impact on the amount of the tariff for municipal services for the treatment of MSW. The article deals with the problems of tariff regulation of the sphere of solid municipal waste management, for which the method of tariff formation is given, the factors that determine the amount of payment for utility services for solid municipal waste management, as well as the problems of the industry that affect the tariff. The problem of garbage is the most urgent, and the issue of competent financing, including through the establishment of a tariff, will help to overcome the main barriers to its solution.

The article provide an overview of EU waste legislation, main EU investment policy and its contributions to municipalities in the area of solid municipal waste management. The ways of ecological modernization of the management of solid municipal waste were investigated. In modern conditions, the problem of processing and disposal of household and industrial waste, both for the Russian Federation and most countries of the world, extremely aggravated and requires new approaches to its solution. The purpose of the submitted article is to conduct a comprehensive analysis of the system of supporting investment projects in the Russian Federation in the field of processing and disposal of waste. The methodology of the analysis was based on the assessment of the effectiveness of the measures taken in terms of the management of production and consumption waste in the Russian Federation, including a comprehensive study and generalization of existing support measures in the field of waste management and disposal, including those provided by the public law company for the formation of an integrated system of solid municipal waste management «Russian Environmental Operator». The authors summarized the dynamics of education, disposal, disposal and disposal of production waste and consumption in the Russian Federation in 2010-2020. Investment tools are systematized, which have the right to use a public-legal company for the formation of a comprehensive system for the treatment of solid communal waste "Russian ecological operator". The analysis carried out in the course of the study showed that the sphere of solid municipal waste management in Russia is characterized by the presence of many shortcomings and high risks of the implementation of the federal project «Integrated System of Solid Municipal Waste Management», as well as a low level of attraction of private investments in the industry due to high risks implementation of investment projects in the studied area. Conclusions and analytical generalizations made according to the results of the study can be applied in practice during the substantiation and introduction of optimal mechanisms for the support of investment projects in the field of processing and disposal of waste, taking into account the developed hikes to their typing and specification.
