In 1910 proponents of forward passing again face strong resistance. Camp continues to resist and the vote is close, but the rules committee approves forward passes if completed within twenty yards of the line of scrimmage. Other 1910 changes: anywhere on the field, the offense must have seven men on the line at snapback; pushing or pulling of a runner by offense is no longer allowed; a fourth down is added, as advocated by Camp, making the downs-and-distance rule “ten yards in four downs.” In 1912 additional basic changes are made: The field is reconfigured to be one hundred yards long between goal lines, with ten-yard-long end zones added beyond the goal lines. Passes can be completed across the goal line in the end zones. The twenty-yard maximum on passes is removed. Specifications are enacted for the ball.

Camp semiretires from the NHCC in 1923, relinquishing the presidency and general management to younger men and becoming chairman of the board. The change comes after the company experiences strong sales through the war and through 1920, then endures a difficult countrywide recession in 1921 and 1922, before beginning a good recovery in late 1922 and into 1923. Camp dies March 14, 1925, from a sudden heart attack during the night between two sessions of a New York rules-committee meeting. As a Camp memorial, Yale Field is renamed Walter Camp Field, and a large colonnaded gateway is erected at the entrance to the field, paid for by substantial contributions from the Yale community as well as from colleges, universities, and preparatory schools and high schools around the country. Contributions come from 224 colleges and universities. But the finest memorial could be the game itself, testifying to Camp contributions that still define and benefit the game, worthy of an occasional remembrance of the game’s “father” and most prominent contributor.

This year was an unusual one for the APSA Congressional Fellowship Program—three fellows were placed with the same congressional office. The fact that three fellows, each with very different backgrounds, were drawn to the Senate Finance Committee, says something about the unique role that the committee plays in congressional policymaking. As one of the “A”s of the four “Super-A” committees, along with Appropriations, Armed Services, and Foreign Relations, the Senate Finance Com-mittee is one of the committee assignments most sought after by Senators. Its vast policy jurisdiction enables members to affect many different parts of the economy, society, and government. In addition to Chairman Baucus, the majority membership of the committee includes chairs of six other committees: Senators John Kerry of Foreign Relations; Jeff Bingaman of Energy and Natural Resources; John D. Rockefeller of Commerce, Science, and Transportation; Debbie Stabenow of Agriculture and Forestry; Kent Conrad of Budget; and Chuck Schumer who serves both as chairman of the Rules Committee and the Democratic Policy and Communications Center. On the minority side, in addition to the ranking member, Senator Orrin Hatch, the panel includes three ranking members of other committees: Senators Chuck Grassley of Judiciary, Olympia Snowe of Small Business, and Mike Enzi of Health, Education, Labor, and Pensions. They serve alongside with the Republican Whip Senator Jon Kyl, the Republican Conference Chair John Thune, and the Republican Senatorial Campaign Committee Chairman John Cornyn of Texas. This concentration of senatorial experience testifies to the importance of the work undertaken by the Finance Committee.

This chapter begins by discussing the International Court of Justice (ICJ) as a principal organ of the UN. The ICJ is the only UN principal organ that has its seat in The Hague. It consists of a Bench, a Registry, and a modest but important staff. All judges, who have to be able to work in French or English, are expected to sit on one of the Court’s two major committees, the Rules Committee, and the Budgetary and Administrative Committee. The chapter covers the Bench of the ICJ, the Court’s functions, the ICJ as distinct from other principal organs; ICJ financing and the UN; the ICJ and other courts and tribunals; methods of work of the ICJ; and ICJ efficiency.
