The National Solid Waste Policy creates tools for the correct management of waste, such as municipal solid waste management plans. Thus, the aim of this study was to evaluate the generation of municipal solid waste and public management policies in municipalities in the Southern Zone of the state of Rio Grande do Sul. Fourteen municipalities were analyzed, where the data of urban and rural population, population served, amount of annual waste collection, annual per capita generation, amount of recycled waste and the final disposal site of the wastes were collected. The municipality with the lowest percentage of collection coverage was Pedras Altas with a value of 35.1% and the highest was Pelotas, with a value of 96.55% collection coverage. Only 50% of the municipalities analyzed have an agreement with recycling cooperatives or associations. The city of Morro Redondo has the highest recycling rate, of 16.25%. Regarding the final disposal, most of the municipalities carry out the outsourcing of this service, and only the municipality of Chuí has its own sanitary landfill.

Municipal solid waste (MSW) collection and disposal is a major problem of urban environment in the world today. MSW management solutions have to be technologically feasible, legally and socially acceptable and environmentally and financially sustainable. European policy is pushing to a rational management of natural resources; a promising technological perspective today is waste valorization, a process that becomes possible through sorting at the source, combined with material recycling and waste-to-energy methods. On the other hand, technologies like mechanical sorting, or disposal of MSW in landfills do not really improve MSW management efficiency. Landfills should become the ultimate disposal site of a few inert residuals from MSW valorization. Despite all this, conventional landfills for disposal of mixed MSW are still being constructed, with landfill site selection being a major social problem due to the lack of public acceptance; objectivity in landfill site selection is therefore extremely important. In Greece, we find several examples of inefficient MSW management and curious landfill site selection. In this paper, we criticize environmental policy issues for MSW management in Greece and identify weak points in the criteria used for the selection of landfill sites. We conclude that there is a real need for rational MSW management based on high quality scientific input.

This paper presents an assessment of the existing situation of municipal solid waste management (MSWM) in Bahraich City. The quantity and composition of MSW vary from place to place, and bear a rather consistant correlation with the average standard of living. Field investigations were carried out for quantification, analysis of physico-chemical composition and characterization in disposal site. Studies carried out in these places have revealed that there were many shortcomings in the existing practices used in managing the MSW. These shortcomings pertain mainly to indequate manpower, financial resources, implements and machinery required for effectively carrying out various activities for MSWM. Various adopted treatment technologies for MSW were critically reviewed, alongwith their advantage and limitations. The study was concluded with a few fruitful suggestions, which may be beneficial to encourage the competent authorities/researchers to work towards further improvement in the present system.
