The need for a rational means of comparing structures in terms of not only weight but also construction time and cost is established. This paper describes a database and methodology used at Glasgow University which is proposed as a general method for cost estimation and optimization. Examples are given to demonstrate the use and capabilities of the proposed method.

During the past two centuries, steel structure has become one of the most popular structural system. How to balance the construction cost, structural properties and other factors is an important aspect needed to be addressed. This paper describes the whole process of performance based optimized design of steel structure. First, the methods on the shape and sizing optimization, cost and others are introduced. Then, the multi-object optimization of steel structure is presented, in which the main aspects of the optimizations are studied. Finally, the design principle and the analytical steps for the multi-object optimization of steel structures are discussed. This paper can be references for the optimization design of steel structures.

Scale model tests were used to determine the efficiency relationships for a hydrodynamic separator (Storm KingTM) and a high-side weir overflow. With the help of these relationships optimal dimensions of an improved high-side weir overflow chamber could be found. The steady state efficiency for this improved overflow chamber seems to be comparable to that of a hydrodynamic separator, when both devices are subjected to the same surface load. On the other hand, during real storm events, the storage inside the overflow structure can play an important role. This role is investigated by calculating the removal efficiencies for both structures when 4 monitored storm events are used as input. When higher removal efficiencies are wanted, the storage effect gets more and more important and as a consequence the hydrodynamic separator can technically as well as economically compete with simpler structures like e.g. a high-side weir overflow. These findings are confirmed by a simple construction cost estimation.

Budget formulation as the first dimensions of budget cycle, has an important role to maintain. A lot of issues will be grow up related to budget priority, objectives, outcomes, and regulation as long as formulation expenditure policy in allocating recources. The study purpose is to explain about the steps in making project cost estimation especially on the stages of budget formulation at the executive budget process. There is a formulation of construstion cost compenent which is regulated by Public Work Minister Rule No.45/PRT/M/2007. Case study of two construction projects budget in Public Work Agency of Tasikmalaya Regency generate some result that the the early estimation cost of proposal in RKA/DIPA is acceptable regarding to its construction cost, but others have to be revised, related to  planning cost, supervision cost, and management cost.

There are several ways to reduce the number of bolts of frictional bolted joints from the viewpoint of the construction cost and the maintenance cost for steel structures. For example, there are the ways which are strengthening the material of bolts, or increasing the slip coefficient. This study is focused on the slip coefficient with metal thermal sprayed contact surfaces. The objective of this study is to investigate the effects of different surface conditions on the slip coefficient. Therefore, slip tests were conducted in consideration of 9 patterns of surface treatment method (3 kinds of thickness, 3 kinds of material of sprayed metal).
