The article analyzes the use of land resources of countries in the context of globalization. Investment-attractive regions have been identified, the socio-economic and political conditions of which contribute to the seizure of land by foreign investors. Sources of food security of countries with developed economies are substantiated. Peculiarities of formation of land and resource space of European neo-colonial countries are determined. One of the most important historical events in the political and socio-economic dimensions of the world was colonialism, associated with the development of capitalism. In the book, Eric Wolfe, "Europe and People Without History", describes in detail the global expansion of the borders of European states in order to control both human and natural resources, as well as to expand global development and promote Christianity. European colonialism became an early form of globalization that shaped most of the world's current political borders. In this way, technologies, food and ideas based on the colonial countries - Britain, Spain, France, Portugal and the Netherlands, etc. were transported. The main goal is to use the limited resources of the colony country and make a profit. This approach is called neocolonialism (corporate colonialism), just as classical European colonialism aims at the comprehensive exploitation of natural resources, labor, and markets for superprofits.

Optimal resource management is required in a data center to allocate the resources to users in a balanced manner. Balanced resource allocation is one of the key challenges in the data center. The multi-dimensional resources of a data center must be allocated in a balanced manner in all the dimensions of physical machines. The unbalanced resource allocation leads to unused residual resource fragments. The unused residual resource fragments leads to resource wastage. If the multi-dimensional data center resources are allocated in a balanced manner, the resource wastage does not occur. Also, the balanced allocation improves the power consumption. The balanced resource allocation reduces the resource wastage as well as reduces the power consumption. In this paper, we have designed a Balanced Energy Efficient Multi-Core Aware Virtual Machine Placement algorithm (MCA-BEE-VMP) using multi-dimensional resource space partition model to balance the resources like CPU and memory and also to reduce the power consumption. We used Google Cloud Jobs (GoCJ) dataset for the simulation. In our simulation of MCA-BEE-VMP using Cloud Sim simulation tool we have achieved balanced CPU and memory resources allocation in two dimensions of a physical machine. The resource wastage and power consumption is improved and the simulation results were analyzed.

This article is devoted to the initial stages of formation and the prospects of development of BIM technologies, the analysis of the general trends, process of formation of uniform resource space and training of professional engineering staff for transport infrastructure. The main objective of this article is the designation, the analysis of problems and formation of a comprehensive approaches within preparation of the modern level of development of design decisions for informational model which is capable to process in a complex an engineering, technological and economic component and will be relevant throughout all life cycle of an object. In articles authors presented results of poll to PGUPS on a subject “to BIM technology: training of specialists in the field of transport constructions” which convincingly show need of preparation and development of engineering potential for BIM introduction. In conclusions the concept of BIM for bridge projection taking into account start of pilot standard projects with use 3D — projections and with engaging of the modern methods of engineering is presented. The article also discusses the prospects for the development of design in Russia.

The urban planning industry has always been concerned about conserving and developing historic cities in a sustainable and balanced way. However, unreasonable planning and accumulative effects brought by rapid urbanization prevent the conservation of small-scale famous historic and cultural cities. Taking Tingchow county as an example, this paper focused on sustainable development and the Historic Urban Landscape Approach, and determined the urban functions and specific tasks of various planning of its ancient town with the help of public opinions. This paper mainly aimed at providing guidance on urban decentralization from two perspectives. Firstly, it compared the types of land use and its ratio among famous cities of similar scales, and results showed that it is advisable to reduce three-class residential land use and unnecessary administrative functions. Secondly, it estimated the moderate resident population in different degrees of development, and calculated the upper limit of resource space bearing capacity (REBC) of scenic spots under the guidance of sustainable tourism. Results showed that it is recommended to decentralize and resettle 20%~30% of the resident population, and to control the tourist population below 12,000 per day. As the preliminary work of planning, this paper focused on the scientific planning and availability of decentralization, and reflected an expectation for the mode of public participation and quantitative planning.
