KEYS OF ENHANCED QUALIFIED ELECTRONIC DIGITAL SIGNATURE: DEVELOPMENT ISSUE OF CRIMINAL LEGISLATION

Введение: в статье рассматриваются проблемные вопросы в сфере оборота усиленной квалифицированной электронной цифровой подписи, связанные с ее криминальным использованием. Материалы и методы: методологическую основу настоящей статьи составил всеобщий диалектический метод познания особенностей, специфики применения усиленной квалифицированной электронной цифровой подписи. Были применены общенаучные методы познания: историко-правовой метод, обобщение, сравнение и частнонаучные методы познания, представленные анализом данных уголовной статистики, изучением арбитражной практики. Результаты исследования: проведен анализ проблемных вопросов, встречающихся при получении и использовании ключей усиленной квалифицированной электронной цифровой подписи. Сформулирован ряд предложений по совершенствованию уголовного законодательства. Обсуждение и заключения: в ходе исследования сформулирован вывод, что действующее законодательство в сфере электронной цифровой подписи содержит целый ряд противоречивых норм, создающих условия для злоупотребления должностными полномочиями в указанной сфере со стороны работников удостоверяющих центров. В связи с этим обоснована авторская позиция оформулировании отдельной уголовно-правовой нормы, устанавливающей ответственность за указанные нарушения.

<p>Human resource development is the personnel development activities in order to meet the desired career plan. Librarians in the organization of the library is expected to develop its potential. For that, it takes several factors in the career development of librarians and can not be denied that there will be issues in it. For development factors, including 1) fairness in career librarians; 2) care and supervision of a body builder; 3) awareness of career opportunities; 4) interest librarian; 5) librarian career satisfaction. While the issues in the career development of librarians, among them 1) membership librarian; 2) doubt in promotion; 3) the enforceability of the career development of librarians; 4) career opportunities for librarians; 5) diversity librarian position; 6) promotion of librarians; 7) the organization’s commitment to a career librarian.</p><p>Keywords: librarian’s career, development, issue</p>

The Analysis of Ecological Footprint at Farming Production Centre Cluster of MIFEE Program in Merauke Papua

The heading Ecological footprint is one of the methods developed to respond sustainable development issue expected to measure the availability and usage of natural resources affecting the ecology of environment. The purpose of this study is to count the value of ecological footprint at Farming Production Centre Merauke through the supply and demand approach based on GFN (Global Footprint Network) and count the capacity of environment. The method used was Global Footprint Network, and counting capacity method. The results of ecological footprint counting was 29.9536 gha/inhabitant and the value of bio-capacity (supply) was gha/inhabitant, so the ecology (environmental support) value was 1,1936gha/inhabitant. The results show that the Farming Production Centre is categorized into ecological surplus and the capacity is 36,8964inhabitants/ ha. The value shows that the environment and ecosystem condition in the development area of Farming Production Centre in Merauke, Merauke Integrated Food and Energy Estate, is able to accommodate the needs and support the people living in the area (ecological debt).
