Worldwide, transportation authorities are keen to implement sustainable development measures and to move toward a more sustainable mobility for people and goods. However, this implementation entails a rise in the need for a sustainable development assessment framework for mobility, in order to compare different projects or to monitor a given area. This paper addresses the issue of conceptualization and standardization of the evaluation of sustainable development in transportation, by proposing a framework, which seeks to meet the various needs of transportation planners. This framework aims to provide an exhaustive view of the sustainability features (through its three main dimensions), as well as to clarify the concept of sustainability in transportation by embedding links between actions and impacts. This paper presents the basis of the framework developed as an interactive tool: (1) a representation named ‘Octopus’ categorizing the impact of mobility on the three dimensions of sustainable development and (2) a circular representation, named ‘Causal circle’, which integrates causal links between actions and impacts on these same dimensions.

Rapid urbanization has brought many problems, including housing shortages, traffic congestion, air pollution, and lack of public space. To solve these problems, the United Nations proposed “The 2030 Agenda for Sustainable Development”, which contains 17 Sustainable Development Goals covering three dimensions: economy, society, and environment. Among them, Sustainable Development Goal 11 (SDG11), “Make cities and human settlements inclusive, safe, resilient and sustainable”, can be measured at the city level. So far SDG11 still lacks three-quarters of the data required to accurately assess progress towards the goal. In this paper, we localized the indicators of SDG11 and collected Earth observation data, statistical data, and monitoring data at the city and county levels to build a better urban sustainable development assessment framework. Overall, we found that Haikou and Sanya were close to achieving sustainable development goals, while other cities were still some distance away. In Hainan Province, there was a spatial distribution pattern of high development levels in the north and south, but low levels in the middle and west. Through the Moran’s I Index of Hainan Province, we found that the sustainable development of Hainan Province did not yet form part of integrated development planning. The sustainable development assessment framework and localization methods proposed in this paper at the city and county levels provide references for the sustainable development of Hainan. At the same time, it also provides a reference for the evaluation of county-level sustainable development goals in cities in China and even the world.

This paper investigated, for the first time, the game and coordination of a dual-channel, three-layered, green fresh produce supply chain, with regard to its economic, social, and environmental performance. Considering that the market demand is dual-channel priced and sensitive to the degree of greenness and the freshness-level, four game models, under different scenarios have been established. These included a centralized scenario, a decentralized scenario, and two contractual scenarios. The equilibrium solutions under the four scenarios were characterized. From the perspective of a sustainable development, the economic, social, and environmental performance of the supply chain was analyzed. To enhance the supply chain performance, two contract mechanisms were designed and the conditions for a multi-win outcome were obtained. Accordingly, many propositions and management implications were provided. The results showed that, (1) compared to the centralized supply chain case, the performance of the decentralized supply chain case is inferior; (2) in addition to increasing the concentration of the supply chain decisions, the two contracts proposed can effectively coordinate the green supply chain and improve its sustainable performance; and (3) the performance of the supply chain is positively driven by the consumers’ sensitivity to greenness degree and the freshness level of fresh produce. This paper fills a research gap and helps the participants of the channel recognize the operational decision principle of a complex green supply chain, in order to achieve a higher and a long-term sustainable-development performance.

AbstractThe increasing importance of sustainability has put pressure on organisations to assess their supply chain sustainability performance, which requires a holistic set of key performance indicators (KPIs) related to strategic, tactical and operational decision making of firms. This paper presents a comprehensive set of KPIs for sustainable supply chain management using a mixed method approach including analysing data from the literature survey, content analysis of sustainability reports of manufacturing firms and expert interviews. A 3-level hierarchical model is developed by classifying the identified KPIs into key sustainability dimensions as well as key supply chain decision-making areas including strategic, tactical and operational. A novel multi-attribute decision-making (MADM) based sustainability assessment framework is proposed. The proposed framework integrates value focussed thinking (VFT), intuitionistic fuzzy (IF) Analytic Hierarchy Process (AHP) and IF Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) methods. The novelty of the research lies in (1) using a rigorous mixed method approach for KPIs identification and industrial validation (2) the development of a novel integrated intuitionistic sustainability assessment framework for decision making and (3) the innovative application of the proposed framework and associated methodologies in the context not explored before. The practical data on the performance ratings of various KPIs were obtained from the experts and a novel intuitionistic fuzzy TOPSIS was applied to benchmark the organisations for their sustainability performance. Furthermore, the case study shows the applicability of the proposed framework to evaluate and identify the problem areas of the organisations and yield guidance on KPIs by recognising the most significant areas requiring improvement. This research contributes to the practical implication by providing an innovative sustainability assessment framework for supply chain managers to evaluate and manage sustainability performance by making informed decisions related to KPIs.
