The landscape of paid domestic work has changed considerably in recent years with the growth in the number of housecleaning service companies in South Africa and elsewhere. Housecleaning service companies transform domestic work into a service economy where trained domestic workers render a professional cleaning service to clients. In South Africa, little is known about the factors that employers at housecleaning service companies take into consideration during the selection and recruitment process. A key feature of paid domestic work is the gender, class and race constructions of domestic workers, the vast majority of whom are women, usually women of colour, from low socio-economic backgrounds. Whether we are seeing a change in the demographic profile of domestic workers with the growth of housecleaning service companies remains unclear. This paper therefore focuses on the recruitment strategies of employers at selected housecleaning service companies in Johannesburg in an attempt to shed light on the challenges that jobseeking domestic workers may face. Open-ended interviews with managers revealed that gender, race, age, long-term unemployment, and technical and personal skills of job-seeking domestic workers have a strong impact on the recruitment process, while immigration status plays a somewhat reduced role. This paper concludes that housecleaning service companies have not changed the demographic profile of domestic workers in South Africa yet, and that paid domestic work is still predominantly a black woman’s job.

Abstract Background The notion of leisure became pronounced more than 20 years ago when women who worked on or out of the farm came home to a “second shift,” which entailed domestic work and childcare. This gap continues today not only between men and women but also among women and men. Women's challenges in terms of their leisure arise out of or are shaped by social norms and different life contexts. Method The Women's Empowerment in Agriculture Index (WEAI) was conducted to understand women's empowerment and disempowerment status in agricultural activities in five counties in Kenya in 2017. In 2019, focus group discussions were carried out in two of the five counties to understand how men and women farmers define leisure and assess the leisure gap and its effect on women's farm and household activities. We were also interested in understanding how men's and women's workload affects leisure and other productive economic activities, resulting in empowerment and how women’s unpaid work contributes to income poverty. Result The WEAI showed that 28% of disempowerment (5DE) in women farmers is due to lack of time for leisure activities and 18% from being overworked. This means that the time indicator accounts for 46% of disempowerment in Kenyan women bean farmers. Men in Bomet and Narok spent more time than women in raising large livestock and leisure. Women in Bomet spent more time than men in cooking and domestic work (fetching water and collecting fuelwood), while men in Bomet spent more time than women in managing their businesses. Conclusion Work overload is a constraining factor to women's empowerment in bean production and agricultural productivity. What is considered leisure for men and women is embedded in society’s social fabrics, and it is contextual. This paper highlights instances where leisure provides a way for women to embody and/or resist the discourses of gender roles in the bean value chain and households to enhance food security and health.

Child domestic work (CDW) is a hidden form of child labour. Globally, there were an estimated 17.2 million CDWs aged 5–17 in 2012, but there has been little critical analysis of methods and survey instruments used to capture prevalence of CDW. This rapid systematic review identified and critically reviewed the measurement tools used to estimate CDWs in Low- and Middle-Income Countries, following PRISMA guidelines (PROSPERO registration: CRD42019148702). Fourteen studies were included. In nationally representative surveys, CDW prevalence ranged from 17% among 13–24-year-old females in Haiti to 2% of children aged 10–17 in Brazil. Two good quality studies and one good quality measurement tool were identified. CDW prevalence was assessed using occupation-based methods (n = 9/14), household roster (n = 7) and industry methods (n = 4). Six studies combined approaches. Four studies included task-based questions; one study used this method to formally calculate prevalence. The task-based study estimated 30,000 more CDWs compared to other methods. CDWs are probably being undercounted, based on current standard measurement approaches. We recommend use of more sensitive, task-based methods for inclusion in household surveys. The cognitive and pilot testing of newly developed task-based questions is essential to ensure comprehension. In analyses, researchers should consider CDWs who may be disguised as distant or non-relatives.

AbstractThe value of travel time savings (VTTS) representing the willingness to pay to reduce travel time, consists of two components: the value of liberating time [equal to the value of leisure (VoL)] and the value of time assigned to travel (VTAT), representing the travel conditions of a trip. Their relative values indicate which dimension to emphasize when investing in transport: speed or comfort. In this paper, we formulate and estimate a framework aimed at the improvement in the estimation of the VoL. By introducing a novel treatment of time assigned to domestic work, we consider that unpaid labor should be assigned a wage rate as a measure of the expenses avoided when assigning time to those chores. We use state-of-the-art data on time use and expenses as well as online data on gig workers collected in Austria, and apply the time-use and expenditure model of Jara-Diaz et al. (Transp Res Part B 42(10):946–957, 2008). The wage rates for paid and unpaid work were combined to re-formulate the budget constraint, which affected women more than men due to the higher involvement of the former in domestic activities. Compared against the original estimation, the VoL changed from €10/h for men and €6/h for women to €9/h for both genders, which in turn yields a larger average VTAT, which becomes positive for public transport. As a conclusion, the novel treatment of domestic labor contributes to closing the gap in the VoL between genders and highlights the power of unveiling the components behind the VTTS. The empirical findings imply that investments in travel time reductions rather than in comfort should be prioritized, given the very good conditions of public transport in Austria.

The Status

AbstractThis article focuses on children taken by Istanbulite families for upbringing and employment in the Ottoman capital during the 1800–1900 period. It suggests that domestic child labor which was shaped by the concept of ‘charity’ and economic interests during the first half of the nineteenth century progressively turned into wage labor during the second half of the century. The study claims that the nineteenth century witnessed a transformation of labor relations in the domestic service market, implying the transition from reciprocal to commodified labor. The labor of children employed in domestic services underwent a monetization process throughout the nineteenth century. Parallel to this monetization, the status of children under foster care or in domestic service came to be determined by standardized legal contracts.
