Nearly half a million people find themselves stateless within the Member States of the European Union. Lacking an overarching mechanism to address statelessness and its consequences at the EU level, the problem remains. In a different citizenship context, however, the EU has demonstrated that it is capable of devising a framework of rights that transcends national boundaries: citizenship of the EU. With the aim of inspiring renewed debates on, and reconsideration of, the institution of EU citizenship as a potential approach to mitigating the human impact of statelessness, this article examines the value that EU citizenship might have for stateless persons.

SUMMARY Privacy audits are an area of auditing practice that are becoming increasingly relevant to audit firms as well as to regulators such as privacy commissioners. Privacy audit reports can be a resource for consumers and groups representing them. However, there is limited consistency between the standards applied in privacy audits when compared across different auditors and across different jurisdictions. Inconsistency of standards reduces international comparability of privacy audits, thereby lowering their potential value to the entities subject to audit, and to users of the reports. We suggest a set of fundamental principles for privacy audits drawn from recent proposals for legislative and/or policy reform by leading official bodies in the U.S. and the European Union. We apply this framework to 30 privacy audit reports issued in five countries. The results show that few conform to the proposed fundamental principles. This inconsistency limits their value and effectiveness.

The European Union has, as one of its core values, the central ideal of equality and a strong way to measure success in this goal is through the well-being of all citizens. As part of that well-being, one key aspect is health. Politicians will tell you that, if you ask any citizen, health and healthcare will be high on the agenda - and as we live longer that will become more the case, rather than less. In the area of health much progress is being made scientifically, with breakthroughs in, for example, the way we can diagnose and treat rare diseases. New technologies are developing swiftly and coming more-and-more to the fore, while the potential value of Big Data cannot be underestimated. It is incumbent upon all stakeholders in the realm of healthcare - and especially the policymakers and legislators - to ensure that every citizen of Europe has the same rights and access to the same high quality care as his neighbour.

The Impact

This report concerns the activities developed by the Mental Health and Social Exclusion (MHSE) Network, an initiative supported by the Mental Health Europe (World Federation of Mental Health). We report some data from the preliminary survey done in five capital cities of the European Union (Madrid, Copenhagen, Brussels, Lisbon, and Rome). The main aim of this survey was to investigate, from a mostly qualitative point of view, the causal and supportive factors implicated in the situation of the homeless mentally ill in Europe. The results point out the familial and childhood roots of homelessness, the perceived causes of the situation, the relationships with the support services, and the expectations of future of the homeless mentally ill. The analysis of results has helped to identify the different variables implicated in the social rupture process that influences homelessness in major European cities. The results were used as the basis for the design of a more ambitious current research project about the impact of the medical and psychosocial interventions in the homeless. This project is being developed in 10 capital cities of the European Union with a focus on the program and outcome evaluation of the health and psychosocial services for the disadvantaged.
