International Peacebuilding: Origins, Development and Strategies

While demand for international peacebuilding assistance increases around the world, the UN’s Peacebuilding Architecture (PBA) remains a relatively weak player, for many reasons: its original design, uneasy relations between the Peacebuilding Commission and Security Council, turf battles within the UN system, and how UN peacebuilding is funded. This chapter examines the PBA’s operations since 2005, against the evolution of the peacebuilding field, and discusses how the PBA can be a more effective instrument in the UN’s new “sustaining peace” approach. To do so, it would have to become the intergovernmental anchor for that approach, without undermining the intent that “sustaining peace” be a system-wide responsibility, encompassing the entire spectrum of UN activities in peace, security, development, and human rights.

Abstract This article examines the role, status and perceptions of the Serbian cultural heritage in Kosovo from both Kosovo Albanian and Serbian perspectives. The analysis focuses on two cases, which attracted particular resistance on each of the two sides: the passing of legislation in the Kosovar parliament in 2012 that aimed to protect Serbian cultural heritage and the 2015 unsuccessful Kosovo bid for unesco membership. Both moments demonstrate how cultural heritage is primarily approached from the statehood perspective and used to additionally deepen inter-ethnic distances. The authors shed more light on the discrepancies between the international peacebuilding efforts and the internationally imposed legal framework, challenging the reduction of the peacebuilding efforts to institutional design, while dominant discourses of both Serbian and Albanian elites essentially deepen the enmity and serve as resistance mechanisms to the international peacebuilding strategies.

Abstract Focusing on the disconnect between mainstream “liberal” peacebuilding and the discourses and practices of “new” and “alternative” peacebuilding actors, this article develops a nonbinary approach that goes beyond norm localization to capture the ways in which major powers influence the nature, content, and direction of normative change. Within the context of their bilateral and multilateral contributions to the “global peacebuilding order,” what forms and types of interventions are conceived by these actors as peacebuilding? How, in turn, has the substantive content of their peacebuilding practices (re)shaped norms and narratives in international peacebuilding efforts? Based on extensive empirical research of the peacebuilding policies and activities of China, Japan, and Russia, this article analyzes the way in which these “top-top” dynamics between norms embedded in the liberal narrative and major powers with competing visions can influence peacebuilding as practiced and pursued in host states. In doing so, it brings together research on global norms and peacebuilding studies and offers a simple yet analytically powerful tool to better understand the evolution of global peacebuilding order(s) and the role of rising powers in (re)shaping global governance.

Peacebuilding—helping societies make the transition from civil violence to a durable peace—has been the UN’s principal security activity since the end of the Cold War. Although peacebuilding methods have been refined over years of trial and error, it remains an uncertain science, yielding mixed results. Nevertheless, for all its shortcomings, the international peacebuilding ‘project’ remains one of the most remarkable exercises in collective conflict management the world has ever witnessed. This chapter identifies the principal features of the UN’s peacebuilding operations, examines the record of peacebuilding since the end of the Cold War, and describes some of the main issues and controversies surrounding these missions.

AbstractFrom the international perspective, the peace process in Liberia has generally been described as a successful model for international peacebuilding interventions. But how do Liberians perceive the peace process in their country? The aim of this paper is to complement an institutionalist approach looking at the security and justice mechanism in Liberia with some insights into local perceptions in order to answer the following question: how do Liberians perceive the peace process in their country and which institutions have been supportive for the establishment of sustaining peace? After briefly introducing the background of the Liberian conflict and the data collection, I present first results, analyzing the mechanism linking two peacebuilding institutions (peacekeeping and transitional justice) with the establishment of sustaining peace in Liberia.

International peacebuilding can improve the prospects that a civil war will be resolved. Although peacebuilding strategies must be designed to address particular conflicts, broad parameters that fit most conflicts can be identified. Strategies should address the local roots of hostility, the local capacities for change, and the (net) specific degree of international commitment available to assist sustainable peace. One can conceive of these as the three dimensions of a triangle whose area is the “political space”—or effective capacity—for building peace. We test these propositions with an extensive data set of 124 post–World War II civil wars and find that multilateral, United Nations peace operations make a positive difference. UN peacekeeping is positively correlated with democratization processes after civil war, and multilateral enforcement operations are usually successful in ending the violence. Our study provides broad guidelines for designing the appropriate peacebuilding strategy, given the mix of hostility, local capacities, and international capacities.
