Blockchain technology and New Public Governance represent promising concepts for various researchers. As such, both concepts offer the vision of an altered relationship between public administration and its non-public actors by emphasizing a strong position of non-public actors for public service delivery. This research aims to identify the relevance of New Public Governance to leading blockchain implementations in the European public sector. For this purpose, both topics are combined in an explorative analysis. The analysis leverages an adapted analysis framework designed for this research effort to structure the expectations around New Public Governance. Qualitative interviews with multiple key stakeholders of blockchain implementations projects were conducted to understand the actual impact of blockchain on the actor?s relationships for public service delivery. This article presents the findings to this question and concludes that the use of blockchain has the changed actor relationships only in parts. Consequently, the author finally draws attention to the importance of blockchain governance and blockchain regulation for further developing the relationships of public administrations and their non-public counterparts.

Over the last few years, European public broadcasters have promoted the concept of public service media as one of their main values. To this end, transparency policies have been implemented as a mechanism of corporate projection by strengthening their role as an essential service. The objective of this article is to ascertain the existence of this type of policies among European public broadcasters. To this end, a nominal group was made with 24 experts who were surveyed, thus generating new indicators of transparency and accountability strategies around sustainability and digitalization. The contents of the websites of RTVE (Spain), RTP (Portugal), France TV (France), RAI (Italy), BBC (UK), RTÉ (Ireland), ZDF (Germany), VRT (Belgium), and SVT (Sweden) were also analyzed, paying attention to such indicators and strategies. The main results include the identification of differences on the basis of the ideal models described by Hallin and Mancini; a commitment to credibility (fact-checking) to the detriment of diversity of opinions; and a connection between the political system and the media system, which, preliminarily, determines the level of transparency of these public entities.

<p><span style="font-size: 12pt; font-family: 'CronosPro'; color: #504f53;">Between</span><span style="font-size: 12pt; font-family: 'CronosPro'; color: #504f53;"> 2006 and 2011, a number of European public service broadcasting (PSB) organisations offered their website users the opportunity to create their own PSB homepage. The web customisation was conceived by the editors as a response to developments in commercial web services, particularly social networking and content aggregation services, but the customisation projects revealed tensions between the ideals of customer sovereignty and the editorial agenda-setting. This paper presents an overview of the PSB activities as well as reflections on the failure of the customisable PSB homepages. The analysis is based on interviews with the PSB editors involved in the projects and on studies of the interfaces and user comments. Commercial media customisation is discussed along with the PSB projects to identify similarities and differences. </span></p>
