Abstract Access to water is a matter of daily survival for people around the world. Water is crucial for human survival and also central to the development of every nation. The recent literature on world water suggests that the water crisis being experienced is related to governance and not a real crisis of scarcity and stress. This paper aims at identifying water governance practices and the challenges associated with water governance in Ghana. The paper reviews the literature on the implementation of policy directives and actions with specific focus on water resources governance aspects of Integrated Water Resources Management (IWRM) in Ghana. Ghana's National Water Policy is expected to turn the fortunes of the country around in terms of water resources management. Concerning water resources management, the policy advocates for an IWRM approach. Since its implementation, certain setbacks have been challenging the effectiveness of the policy, such as inadequate institutional capacity, inadequate funding, ineffective enforcement of existing regulations, inadequate legal framework, and lack of adequate data. The paper suggests, among other things, the building of both human and institutional capacity, and making the environment a government priority, as ways to contribute to the effective implementation of the National Water Policy.

Issues discussed are legal idiology and legal paradigm of national water resources management. The paper concludes with an outlook on the needs for development of legal paradigm and community-based water resources management.

In Brazil, Law No. 9,433/2007 was responsible for establishing the National Water Resources Policy and the National Water Resources Management System, with the aim of maintaining the quality and quantity of water resources, reducing conflicts due to multiple water uses and increasing the participation of civil society in decision-making on issues related to this resource. In 2001, it was the turn of Pará State to institute its own water resources legislation through State Law No. 6,381/2001, in consonance with federal legislation. The main purpose of this study was to analyze the institution of the Water Law in the State of Pará and to investigate how far the State has managed to implement the entities that make up its State Water Resources Management System and its management instruments. For this reason, a documental research was carried out in the record and resolutions of the State Council of Water Resources of Pará, a advisory, normative and deliberative body and occupant of the highest position within the state system, on the SEMAS website that contains in the Management Body of the state's water resources policy and in academic papers related to this subject. The results reveal that, even after almost two decades of this legislation, not all entities in the system are instituted, as well as some management instruments were not elaborated, particularly the State Water Resources Plan given its degree of importance.

The classic definition of the term Hydrometry refers to the study dedicated to the collection and analysis of hydrological variables. The main objective of hydrological studies is to subsidize projects involving water resources, focusing on their use, such as non-water supply, power generation, irrigation, waterways, effluent dilution, sports and tourism. Thus, in order to perform a successful network planning considering multiple demands and to follow different types of occurrence in a given river basin, it is important to design the hydrological monitoring based on all the actions resulting therefrom, on the physiographic characteristics of the basin under study and on the developed activities. In addition, hydrological monitoring should produce accurate information and continuous operation. Therefore, the present study aims to compile guidelines recommended by the National Water Agency, the Brazilian agency responsible for the implementation of the National Water Resources Policy and the National Water Resources Management System. This study also aims to develop a proposal for the planning of the basin's hydrological network of São João River Basin, located in the mesoregion of coastal plains of Rio de Janeiro State. With new technologies support, it focuses on the monitoring of sediment transport, which is fundamental in the decision making regarding future actions of environmental recovery in the basin. Utilizing detailed information, it was possible to verify that insufficient monitoring is occurring in the basin and to produce a set of recommendations for water resources management based on hydrological monitoring.ResumoA definição clássica do termo Hidrometria se refere ao estudo dedicado à coleta e análise de variáveis hidrológicas. O principal objetivo dos estudos hidrológicos é subsidiar projetos que envolvam recursos hídricos, com enfoque em seu uso, como no abastecimento d’água, geração de energia, irrigação, hidrovias, diluição de efluentes, esportes e turismo. Desta forma, para que o planejamento de uma rede tenha êxito em atender as múltiplas demandas ou, em acompanhar os diversos tipos de ocorrência em uma determinada bacia hidrográfica, é importante projetar o monitoramento hidrológico com base em todas as ações nela decorrentes, ou seja, com base tanto nas características fisiográficas da bacia em estudo quanto nas atividades desenvolvidas. Além disso, o monitoramento hidrológico deve produzir informações precisas e com operação de caráter contínuo. Sendo assim, o objetivo do presente estudo está em compilar as diretrizes preconizadas pela Agência Nacional de Águas, órgão responsável pela implementação da Política Nacional de Recursos Hídricos e do Sistema Nacional de Gerenciamento de Recursos Hídricos, e apresentar uma proposta para o planejamento da rede hidrológica da Bacia do Rio São João, localizada na mesoregião das Baixadas Litorâneas do Estado do Rio de Janeiro, com apoio de novas tecnologias, que dê um enfoque especial ao monitoramento do transporte de sedimentos- fundamental na tomada de decisão quanto às ações futuras de recuperação ambiental na bacia. Com o detalhamento destas informações, foi possível verificar a insuficiência do monitoramento na bacia e produzir um conjunto de recomendações que visa a priorizar a gestão dos recursos hídricos a partir de um efetivo monitoramento hidrológico.

For resolving adverse impact in water sector (such as severe flooding, sedimentation of river channels, erosion of the riverbanks, scarcity of water during the dry season, saline intrusion and environmental degradation in particular in the Southwest, cyclones and tidal surges in coastal areas, heavy arsenic contamination of groundwater etc.) in Bangladesh, lot of studies and programs have been under taken by the Government of Bangladesh during the last fifty years. Current global climate change and upstream withdrawal of water have made the water related problems more critical. Under these circumstances, water resources management needs more comprehensive and integrated approaches. Early day’s water management in Bangladesh were mainly involved to Flood Control Drainage and Irrigation (FCDI) project which caused detrimental effects of other sectors. The issue of Integrated Water Resources Management (IWRM) has been increasingly highlighted after the 1990's. The Flood Action Plan (FAP, 1989-95), Bangladesh Water and Flood Management Strategy (BWFMS, 1995), The Ganges Water Treaty (1996), National Policy for Safe Water Supply and Sanitation (1998), National Water Policy (NWPo, 1999), Guidelines for Participatory Water Management (GPWM, 2000), National Water Management Plan (NWMP, 2004), National Water Resources Database (NWRD, 2001), Regional Technical Assistance (RETA, 2009), Bangladesh Water Act (DBWA, 2013)are the major examples of IWRM practice in Bangladesh.For the evaluation of Integrated Water Resources Management (IWRM) activities in Bangladesh, the three IWRM tools i.e. ‘Enabling Environment’, ‘Institutional Framework’ and ‘Management Instrument’ have been used as a methodology. Lots of Online Questionnaire has been done to the National Water Expertise for getting more information and strengthening the scope of work. Although lot of constraints are existing to develop IWRM plan in Bangladesh, yet the existing policy, plan, guideline, law, institution and information system provide a sound basis for the IWRM implementation in Bangladesh considering the principals of IWRM i.e. efficiency, equity, environmental sustainability. The study has shown that, the progress towards Integrated Water Resources Management (IWRM) in Bangladesh has been good. Much remains to be done. Nevertheless, advancing IWRM is a process of incremental steps and the Bangladesh water-related sector is clearly moving in the right direction towards the IWRM plan. Finally the study has drawn recommendations for effective implementation of IWRM activities in Bangladesh.  

Analysis of water governance in Malawi: towards a favourable enabling environment?

This paper examines the enabling environment for effective water governance in Malawi by specifically determining the extent to which the water acts and policies of Malawi reflect international water governance principles of participation, accountability and transparency. It is argued that governance issues determine the extent to which sound and equitable water sharing is achieved among competing uses. Despite the fact that Malawi has vast freshwater resources, the country experiences chronic water shortages in some parts; this is due to disparities in water distribution to the extent that the country has been classified to be going towards water stress by 2025. In this study, it was found that the Water Resources Act of 1969, which is currently being used by the country has not clearly set the scene for good water governance. This is despite a number of treaties on water resources management that the country has ratified. However, despite the failure to update the archaic Act of 1969, the country has taken some important strides such as the development of the National Water Policy of 2005. This policy attempts to espouse key governance prerequisites required to improve the country's capacity to deal with the impeding water crisis situation.
