In Brazil, Law No. 9,433/2007 was responsible for establishing the National Water Resources Policy and the National Water Resources Management System, with the aim of maintaining the quality and quantity of water resources, reducing conflicts due to multiple water uses and increasing the participation of civil society in decision-making on issues related to this resource. In 2001, it was the turn of Pará State to institute its own water resources legislation through State Law No. 6,381/2001, in consonance with federal legislation. The main purpose of this study was to analyze the institution of the Water Law in the State of Pará and to investigate how far the State has managed to implement the entities that make up its State Water Resources Management System and its management instruments. For this reason, a documental research was carried out in the record and resolutions of the State Council of Water Resources of Pará, a advisory, normative and deliberative body and occupant of the highest position within the state system, on the SEMAS website that contains in the Management Body of the state's water resources policy and in academic papers related to this subject. The results reveal that, even after almost two decades of this legislation, not all entities in the system are instituted, as well as some management instruments were not elaborated, particularly the State Water Resources Plan given its degree of importance.

Among the existing state cadastres, an important place belongs to the water, which is the basis of state management of the water fund. According to the Water Code of Ukraine, the water fund includes all water bodies, provides for the systematic determination of reserves and quality of water resources in a particular area.Water quality is affected by a large number of factors, including location, water body category, water intake area, water mirror area, water volume, river network type, terrain parameters and properties, hydrological conditions. No less important is the influence of anthropogenic factors, which is correlated with the degree of development of the territory, land structure, population and settlements, man-made load and so on. The purpose of the work is to analyze the state of watercourses in the Syan river sub-basin and to establish the main factors that affect water quality. The quality of water resources has a great impact on public health, so a careful analysis of the state of natural water sources is one of the important components of the cadastre of water resources. Method. During the research we worked with information provided by the Lviv Hydrometeorological Service, Lviv egional Department of Water Management, research laboratories engaged in monitoring and analysis of water resources of Lviv region for the last ten years, data from the environmental passport of Lviv region for 2020. During processing of results used a combination of methods of system and structural analysis, analytical comparison, mathematical formalization, cartographic materials, which provided the ability to solve problems and achieve the goal and the reliability of conclusions [Sovhira S. V. et al., 2016]. Results. It is established that the water quality in watercourses flowing through the territory that does not carry a man-made load depends mainly on natural factors, namely: territorial location, climatic conditions, relief, hydrogeological and geomorphological conditions, etc. Due to climate change, various natural phenomena and problems with flooding are increasingly occurring, which negatively affect water resources and quality. Floods occur for various reasons and, in recent years, are characteristic of the Syan river sub-basin, especially in mountainous areas. For the territory characterized by high economic development, the water quality of rivers depends: on mining activities; soil pollution; creation and operation of artificial reservoirs; economic activity within the floodplainchannel complexes; dredging and channel-directing works; deforestation and intensive economic activity at watersheds, which is clearly confirmed by the state of water in the Shklo river and its tributaries Gnoyanets, Tereshka, etc. Data on the state of watercourses in the Syan river sub-basin were collected, systematized and analyzed using and adhering to the main provisions of the integrated approach to water resources management according to the basin principle. Scientific novelty and practical significance. It is proposed to use an integrated approach to create water resources management plans based on the basin principle on the example of the Syan river sub-basin. This approach will allow to identify all sources of influence, their nature, relationship and interaction and to fill with official, relevant data geoportal “State Water Cadastre” on the website of the State Water Agency.

RESUMO: O presente trabalho tem a proposta de avaliar a eficácia de duas metodologias de avaliação de risco de uma barragem no Nordeste Brasileiro no intervalo de 10 anos, baseando-se na inspeção e no nível de ameaça. Utiliza-se a metodologia Nível de Perigo da Barragem (NPB) para cálculo do nível de ameaça (Fontenelle, 2007) e para o cálculo do risco as metodologias da Companhia de Gestão dos Recursos Hídricos do Ceará (COGERH) e do Conselho Nacional de Recursos Hídricos (CNRH). Observa-se que o crescente número de barragens soma-se a preocupação com a segurança destas. Face a isto, utiliza-se a avaliação de risco como forma de priorizar ações de manutenção e recuperação. O estudo de caso ocorreu na Barragem Malcozinhado, localizada no município de Cascavel, no estado do Ceará. Com base na inspeção, calcula-se o nível de ameaça e o risco, compara-se estes com os resultados de 2006. Assim, observou-se o aumento no nível de ameaça, no entanto, o risco permaneceu, em geral, baixo, semelhante aos resultados de 2006. Este resultado se deve ao fato de que o número de anomalias aumentou, porém trata-se de uma barragem jovem, de pequeno porte e inspecionada regularmente.ABSTRACT: The present study has the proposal of evaluating the effectiveness of two methodologies of risk Assessment of a Brazilian Northeast dam in a range of 10 years, based on the inspection and the level of hazard. The methodology used for calculating the hazard level is the Dam Hazard Level (NPB). In addiction, in order to evaluate the risk is used the methodology of the Water Resources Management Company of Ceará (COGERH) and the methodology of National Resources Council Water (CNRH). The number of dams is increasing with to the concern for their safety. In view of this, risk assessment is used as a tool to prioritizing maintenance and recovery actions. The case study occurred in the Malcozinhado Dam, located in the municipality of Cascavel, in the state of Ceará. Based on the inspection, the level of hazard and risk is calculated, compared to the results for 2006. Thus, the increase in the level of hazard was observed, but the risk remained generally low, similar to 2006 result. This result is due to the fact that the number of anomalies has increased, but it is a young, small and regularly inspected dam.

The growing demand for water resources can generate conflicts between different users. To this end, water resources management instruments were implemented, in particular the granting of the right to use, which prioritize the multiple and rational use of water. The work was carried out with the objective of analyzing the profile and the distribution of water uses granted in relation to socioeconomic aspects in the municipalities that make up the Hydrographic Basins Committee of the Aguapeí and Peixe Rivers (CBH-AP). Grant data from 58 municipalities with which descriptive statistics were analysed and prepared for the discussion on the scenario of the multiple uses of water granted. Subsequently, the data were given to the multiple regression statistical analysis, in which the relationship between the number of grants per municipality and its socioeconomic parameters was analyzed. The results demonstrated the grants in the municipalities that comprise an area covered by the Hydrographic Basins Committee of the Aguapeí and Peixe rivers are mainly related to the use of groundwater in rural areas. In the three municipalities (Bastos, Dracena and Tupã) concentrate 26% of the analyzed grants. The increase in MHDI and population, at the same time, stimulates the growth in the number of grants. Thus, there is a need to implement public policies that collaborate directly or indirectly to increase the regularization of water use.

This chapter explores grassroots interventions by forging partnerships with stakeholders in improving the management of water resources at the community level. In order to gain insight into the nuances of managing water resources in partnership, a pilot study was instituted in the State of Rajasthan, India. The efficacy of the partnership approach in ensuring equitable water management is demonstrated. The analysis is supported by data collected through the administration of a questionnaire for five different stakeholders. The impact of the intervention reiterates the positive social, economic, and environmental outcomes in a more sustainable manner.

The article outlines the concept and presents some proposals for the implementation of the integrated water resources management strategy of the Republic of Kazakhstan. The purpose of the article is to analyze the strategy of integrated water resources management in Kazakhstan. In particular, the principles for achieving a qualitatively new state of the water sector, the main components of the state water policy at the current stage, the main mechanisms for its implementation and the stages of implementation are indicated. The novelty of this article lies in the fact that the integrated water resources management at the current stage has been analyzed, and it will be interesting for other countries.

Establishing a modern water rights system (WRS) that is suited to the Strictest Water Resources Management System (SWRM) is an important reform in China's water resources management in terms of addressing current water issues. However, there are still several problems in the construction of a WRS, such as ambiguity in the definition of water rights, weakness in the infrastructure of water rights and imperfect WRS legislation. Moreover, water rights allocation (WRA) and water rights trading (WRT), which are two core components of water rights, still have some problems that remain to be solved. The ‘Three Red Lines’, which make up the core of the SWRM, are expounded upon, and the relationship between the WRS and the SWRM is analyzed. Finally, some appropriate recommendations based on the ‘Three Red Lines’ are provided to perfect the WRS so that it is suitable for the SWRM. In this paper, we conclude that the WRS is a type of water resource management that can effectively solve the current water issues in China. Significant efforts have been made in the construction of the WRS, which has achieved remarkable success in a period of exploration and practice in China. The construction of the WRS supports sustainable social and economic development and results in harmonious relationships between humans and nature.
