The text presents two different views on the problems with the Bohemian revolt and the Battle of the White Mountain (1620). The analysis of the Spanish perception (for example, the Spanish ambassador Oñate, members of the State Council, and Spanish King) described the conflict as a broader problem, which could lead to a loss of the Habsburg’s lands in Central Europe. In contrast, the Bohemian point understood the revolt in Prague as a danger to the position of the Catholic nobility in Bohemia.

Nagapattinam is one of the main places for the catching and export of fish in Tamil Nadu State, in the south of India. In the local markets, fisherwomen buy fish, which are then sold in the streets as well as door-to-door. These “street selling fisherwomen” face various difficulties, including means of transport, carrying heavy fish baskets, and challenges in fish selling during sickness. To overcome these problems, a project was set up with support from the Tamil Nadu State Council for Science and Technology to develop a mobile app with native (Tamil) language to simplify the different processes involved in fish selling. Special features, like adding fish detail using images, voice-based searches on market conditions, and location tracking for the delivery of fish, are helping the fisherwomen to reduce the complexity of the selling process. This chapter provides detail on this project, examines the benefits, and discusses the difficulties encountered in the adoption of the mobile app, which is enabling fisherwomen to boost their revenues and improve their quality of life.

The state council meeting strongly supports the establishment of vocational schools and promotes the integration and mutual recognition of academic results between vocational education and general education. By analyzing the dilemmas and problems in the development of higher vocational schools in China, it is found that higher vocational education has long been in an awkward situation. On one hand is to provide the supply of talents for enterprises, on the other hand is to break the obstacles in the development of higher vocational schools. To put vocational schools play active role in educational field and job market is the key objective of this study.

The entry into force of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation and the qualitative changes that were made to the text of the latter led to legislative activity. Laws were adopted, reflecting the changes made to the text of the Constitution, and containing new and / or little-studied terms, concepts, phenomena. Special attention of scientists and researchers was attracted by the Federal Law “On the State Council of the Russian Federation”, which came into force in December 2020, which for the first time legalized such terms as “public power”, “unified system of public power”, etc. The position is also of interest, expressed in the conclusion of the Constitutional Court of the Russian Federation dated March 16, 2020 No. 1-З in connection with the request of the President of the Russian Federation. It became necessary to give explanations and Author’s comments on the positive law of the country caused by these novelties. The term “public authority” is not a novelty for Russian legal science, but it has not been widely studied, and in connection with legislative changes it acquires new qualities, characteristics that need explanation and justification. The legislator provides an extensive definition of these terms. This makes it necessary to comprehend their essence, highlight the main elements of the public power system and demonstrate their political and legal ties, as well as the forms of interaction that take place in the public law regulation of relations between the subjects (elements) of a unified system of public power. Purpose: to investigate the essence of the concepts of “public power”, “unified system of public power”, to identify the characteristic features of the concept of “unified system of public power”. Among the main tasks: to show the political and legal ties and forms of interaction that arise between the subjects (elements) of a single system of public authority. Methods: logical, analytical, comparative legal, dialectical methods, allowing to reveal the essence, internal connections and the ratio of concepts enshrined in the federal law “On the State Council of the Russian Federation”, to reveal the features of a unified system of public authority. Results: state authorities are listed that correspond to the characteristics specified by the legislator, political and legal ties and forms of interaction that arise between the subjects (elements) of a unified system of public authority are identified, conclusions corresponding to the study are drawn.

The subject of research is social relations concerning the constitutional transformation of the State Council of the Russian Federation into the format of a constitutional state body, it’s tasks and functions in the unified system of public power. The aim of the research is to confirm or disprove hypothesis that the Russian State Council is a constitutional state body that ensures the coordinated functioning and interaction of authorities in the unified system of public power.The methodological basis of the research includes historical, comparative legal, formal legal methods, legal modeling and forecasting. The research is based on existing and historical legal acts, materials of judicial practice, as well as on the works of leading national lawyers.The main results, scope of application. The authors substantiate concept of the constitutional status of the Russian State Council as a completely new constitutional state body, formed on the basis of modern national principles of state building, taking into account the existing constitutional practice. Main task of the State Council is exercising the constitutional powers of the Russian President to ensure the coordinated functioning and interaction of public authorities, the definition of the main directions of national and foreign policy of the state. The article provides a critical analysis of the goals, tasks, functions of the Russian State Council, the decisions it makes, as a result of which a number of conflicts in the regulation of its constitutional-legal status are revealed. Some proposals to improve legislation and law enforcement practice aimed at solving of the discovered contradictions are made. Current constitutional of the State Council is a result of the constitutional amendments of 2020 in the Russian Constitution and innovations in the Federal Law on the State Council of the Russian Federation. The authors substantiate the idea that the consolidation of a new constitutional position of the State Council can be considered as a process of forming a completely new state body, designed to ensure the coordinated functioning and interaction of bodies included in the unified public system. A comparative legal analysis of the constitutional legislation on State Councils in foreign countries showed that despite the same name the status and functions of these state institutions differ greatly in different countries, therefore any comparative study of them will be unreliable.Conclusions. The Russian State Council has competence, functions of a state power character, take decisions signed by the President of the Russian Federation and therefore have a generally binding character. So it has the characteristics of a public authority. The Russian State Council is a new constitutional and legal structure - a constitutional state body created in order to implement the constitutional powers of the Russian President to ensure the coordinated functioning and interaction of other bodies (that are part of the unified system of public authority) and to determine the main directions of domestic and foreign policy of the state.

Abstract Through the Constitutional amendments of 2018, the environmental provisions in China’s Constitution have been further developed. Policy endorsement from the Communist Party of China is a key factor that prompted the inclusion of additional environmental provisions in the 2018 constitutional amendments. China’s environmental Constitution adopts the ‘national objective provision’ approach which imposes obligations of environmental care on State institutions and public authorities, such as the legislature, the executive and the judiciary. These are the two most important characteristics of environmental constitutionalism in China. This analysis traces the development of China’s environmental constitution and examines the constitutional significance of the provisions inserted in the Preamble and those expanded upon in the constitutional mandate of the State Council.

In the 2019 Government Work Report of The State Council[1], Prime Minister of the People’s Republic of China, Li Keqiang, stressed the need to “promote coordinated regional development and improve the quality of new-type urbanization.” The Government Work Report of The State Council in May 2020 puts forward the basic principles of strengthening the new-type urbanization and improving the capacity of public service facilities[2]. (Xinhua News Agency [XNA], 2020). It is necessary to promote sustainable and livable urbanization. What should urbanization be like in the case of the new type as a crucial task of construction? How should it deepen the reform of the household registration system and promote economic development beyond the population balance of cities? Based on city clusters, how should urbanization further be promoted and comprehensively driven the Chinese economy after the epidemic? Will the "street stall economy" and "small shop economy" jointly proposed by the Central Civilization Office and Prime Minister in 2020 be a new opportunity? By reviewing Urbanization in China (2019) written by Houkai Wei, this paper believes that Qingming Scroll, as an observable example of the economic prosperity of the Northern Song Dynasty, can be a breakthrough in the analysis of the new-type urbanization. Taking the urbanization of the Northern Song Dynasty shown in Qingming Scroll as a base, this paper will further give a new answer on how to further develop and improve the new urbanization. Based on the analysis of the national urbanization of Bianjing in the Northern Song Dynasty shown and the process given by Urbanization in China, this paper further speculates and constructs the possibility of development. Therefore, according to the characteristics of cities and the nature of urban development in the Northern Song Dynasty, this paper tries to analyze the structure of urbanization in New China and discusses feasible new ways of the urban economy.[1] Li, Keqiang. Shanxi, one of China’s provinces, has been approved by the State Council as the only state-level comprehensive reform zone for resource-based economic transformation in 2010. Consequently, the implementation of National Resource-based Cities Sustainable Development Planning (2013–2020) and The State Council on Central and Western Regions Undertaking of Industrial Transformation Guide were also introduced. As a result, many agricultural lands were urbanized. The question is whether the transformed land was used efficiently. Existing research is limited regarding the impact of the government-backed transformation of the resource-based economy, industrial restructuring, and urbanization on land use efficiency. This research investigates urban land use efficiency under the government-backed resource-based economy transformation using the Bootstrap-DEA and Bootstrap-Malmquist methods. The land use efficiency and land productivity indexes were produced. Based on the empirical study of 11 prefectural cities, the results suggest that the level of economic development and industrial upgrading are the main determinants of land use efficiency. The total land productivity index declined after the economic reform was initiated. The findings imply that the government must enhance monitoring and auditing during policy implementation and evaluate the policy effects after for further improvement. With the scarcity of land resources and urban expansion in many cities worldwide, this research also provides an approach to determining the main determinants of land use efficiency that could guide our understanding of the impact of the future built environment.

This paper discusses the issue of educational management in a challenging scenario: the closing of Brazilian schools due to the COVID-19 pandemic. Through an exploratory research, in a documentary character, the articulating role that educational management has been developing together with the families of students was evaluated, with the aim to guarantee their access to remote activities during this period, and their maintenance and organization by part of higher departments. Under the clipping of two official documents of the state of Rio de Janeiro, Deliberation No. 376 of the State Council of Education of the state and Resolution No. 5843 of the Secretary of State for Education, it was possible to identify a greater concern with access to content, either through technological mediation or printed material and with “supervision” of teachers and students, to the detriment of strengthening aspects relevant to democratic and participatory management. No references to management or direction were found in the documents under analysis, nor ways to consolidate the participation of all actors involved in the teaching-learning process. The absence of dialogicity with all parties led us to a traumatic and exhausting process for everyone involved. Therefore, the need to rethink the pedagogical practices involved in this pandemic period is discussed, based on the difficulties listed by students, families, teachers and managers, in order to consolidate the contribution of all, in a democratic way, even if there is no social interaction between those involved at the time.

Abstract Bureaucratic control, the constraint that a superior imposes on subordinate agencies’ discretion through guidelines, is ubiquitous in administrative organizations. Despite scholarly discussions on the merits and shortcomings of bureaucratic control, we still know little about the impact of the extents of bureaucratic control on subordinates’ compliance patterns. In this article, we argue that bureaucratic control might intensify subordinates’ burdens and incentivize them to strategically reduce compliance with the central guidelines which impose such control on them. We build a database containing 42 social regulatory guidelines issued by the Chinese State Council (central government) and 848 implementation documents issued by provincial governments between 2003 and 2012. As bureaucratic control in a central guideline increases, provincial governments might postpone the release or withhold the implementation documents and reiterate less content of the corresponding central guideline. Interestingly, when provincial governments lack financial resources, the aforementioned reactions to bureaucratic control is weakened and even reversed to be positive. Moreover, central mobilization alleviates the negative impact of bureaucratic control on the surface but might fail to address subordinates’ decrease of compliance in hidden ways. Central monitoring raises the overall level of subordinates’ compliance but does not moderate how subordinates circumvent central guidelines with high degree of control.
