Every day 80,000 weather balloons are launched to the Earth’s upper atmosphere with meteorology payloads to provide accurate meteorological data. Meteorological data could be used for airport stations and weather stations. Meanwhile, there are many remote sensing satellites above the Earth’s atmosphere, but balloons are still essential due to increased weather prediction accuracy. Many balloons launch into the atmosphere daily, but it would be a one trip tripe because this balloon goes to the atmosphere then transmits the meteorological data to the ground segment, and that is all no one looks to recycle it, on the other hand, if the balloon could be recycled there would be many financial benefits. This project presents a high altitude meteorological balloon-Cube relative to measuring atmosphere humidity, temperature, air pressure, and a photography payload for surface imaging that ascended up to 20Km altitude Cube reach this altitude will eject box on the ground. The telemetry data are transmitted to the ground station through two communication applications, first using a LoRa based transceiver at which it receives a command from the LoRa ground station and the second one, and payload transmits the data by an SMS in 5min after it lands on the ground. Therefore, it could be recycled. This paper presents a Cube-Balloon fabrication and flight test information to acknowledge this Cube’s feasibility for real meteorological projects.

Abstract Hoerl and McCormack demonstrate that although animals possess a sophisticated temporal updating system, there is no evidence that they also possess a temporal reasoning system. This important case study is directly related to the broader claim that although animals are manifestly capable of first-order (perceptually-based) relational reasoning, they lack the capacity for higher-order, role-based relational reasoning. We argue this distinction applies to all domains of cognition.

The aim of this qualitative study was to investigate and comprehend the conditions that impact software cost, requirement tracking as well as scheduled software testing as an online administration and inspire essential exploration issues. Interviews were led with administrators from five associations. Thestudy utilized qualitative grounded hypothesis as its exploration system. The effects show that the interest for software testing and online requirement monitoring as an online administration is on the ascent and is impacted by conditions, for example, the level of area information required to adequately test a provision, adaptability and expense adequacy as profits, security and estimating as top prerequisites, cloud computing as the project monitor mode and the need for software analyzers to sharpen their abilities. Potential e x p l o r a t i o n territories recommended incorporate requisition regions best suited for online software testing, estimating and treatment of test information among others. The key issue is to monitor client’s requirements, track those requirements and also make it bug free and to avoid requirement gold plating issue. This study will present latest i d e a a b o u t online r e q u i r e m e n t monitoring and software testing.

The subject of the research is the process of making managerial decisions for innovative IT projects investing. The paper focuses on the new approach to decision making on investing innovative IT projects using expert survey in a fuzzy reasoning system. As input information, expert estimates of projects have been aggregated into six indicators having a linguistic description of the individual characteristics of the project type "high", "medium", and "low". The task of decision making investing has been formalized and the term-set of the output variable Des has been defined: to invest 50-75% of the project cost; to invest 20-50% of the project cost; to invest 10-20% of the project cost; to send the project for revision; to turn down investing project. The fuzzy product model of making investment management decisions has been developed; it adequately describes the process of investment management. The expediency of using constructed production model on a practical example is shown.
